Regarding the issuance of temporary regulations on the working method

of the Science and Technology Council for determining national-level research topics

2. Individuals registering to lead a project and those participating in its implementation shall not be members of the selection council for that project.

Based on the Law on Science and Technology dated June 9, 2000;

Pursuant to Decree No. 22/CP dated May 22, 1993 of the Government on the tasks, powers, and organizational structure of the Ministry of Science, Technology, and Environment;

Pursuant to Decision No. 82/2001/QĐ-TTg dated May 24, 2001 of the Prime Minister approving the orientation, objectives, tasks, and list of key national science and technology programs for the 2001-2005 period;

Considering the proposal of the Director of the Department of Industrial Science and Technology Management, the Director of the Department of Agricultural Science and Technology Management, the Director of the Department of Social Sciences and Natural Sciences Management, and the Director of the Planning Department;

 

DECISION:

 

Article 1. Issued along with this Decision are the "Temporary Regulations on the Working Method of the Science and Technology Council for Determining National-Level Research Topics for the 2001-2005 Period."

Article 2. This Decision shall take effect fifteen days from the date of signature and replace Decision No. 07/2001/QĐ-BKHCNMT dated April 11, 2001 of the Minister of Science, Technology, and Environment regarding the issuance of "Temporary Regulations on the Working Method of the Science and Technology Council for Determining State-Level Research Topics for the 2001-2005 Period."

Article 3. The Heads of the Planning Department, the Department of Industrial Science and Technology Management, the Department of Agricultural Science and Technology Management, the Department of Social Science and Natural Science Management, the Director of the Ministry's Office, the Heads of units under the Ministry, and the Heads of related agencies and organizations are responsible for implementing this Decision./.

4. The organizations and individuals proposed for selection are those with the highest ranked application files, but the average score must reach at least 70 out of 100 points, including a minimum average score of 50 out of 70 points for scientific and practical value.

Article 1. Principles of Operation of the Science and Technology Council

1. At least two-thirds of the members must be present at each meeting (written opinions of absent members only serve as references).

2. The advisory process for determining research topics will be carried out through a Science and Technology Council with the following two steps:

Step 1: Determine the Preliminary List of National-Level Research Topics

Step 2: Determine the Summary Outline of Each Topic

3. In Step 1, the Advisory Council uses a voting system to implement the following two stages:

a) Stage 1: Select proposed research topics by evaluating and categorizing them into two types: "Proposed for Implementation" and "Not Proposed for Implementation."

Only topics that receive at least two-thirds of the votes from the attending members of the Council will be considered as agreed upon for implementation.

b) Stage 2: Classify the topics agreed upon for implementation into two levels: A or B (Level A is higher and should be prioritized).

4. In Step 2, the Advisory Council uses a majority voting system to conclude on the summary outline for each topic.

5. Working materials must be sent to the Council members at least three days before the Council meeting.

Article 2. Procedure for the Council's Work in Step 1

The Chairman of the Council presides over the meetings.

1. Before the Chairman presides over the meeting

a) The Council Secretary reads the Decision establishing the Council, introduces the composition of the Council and the attendees.

b) A representative from the Ministry of Science, Technology, and Environment outlines the requirements and main contents of relevant documents and regulations concerning the determination of state-level scientific and technological research topics for the 2001-2005 period, including Decision No. 82/2001/QĐ-TTg dated May 24, 2001 of the Prime Minister; the Minister's Decision approving the objectives and main contents of the Program (for the Advisory Council determining topics within the Program); a preliminary consolidated list of proposed topics for inclusion in the Program (for Councils determining topics within the Program), or a preliminary consolidated list of independent topics by corresponding specialty (for Councils determining independent topics); and introduces the main contents of other necessary professional and operational documents.

2. Stage 1: Select proposed research topics for implementation

a) The Council discusses

The Council examines and analyzes the preliminary consolidated list of proposed topics for inclusion in the Program or the preliminary consolidated list of independent topics provided by the Ministry of Science, Technology, and Environment regarding the following aspects:

- Alignment with the Program's objectives (for topics within the Program);

- Urgency and necessity of implementation:

+ Practical significance of the topic (directly or significantly contributing to solving urgent production and living issues, having significant and long-term impacts on national economic and social development);

+ Scientific significance of the topic (novelty, advanced technology);

- Feasibility (alignment with research timeframes, available funding, domestic scientific and technological capabilities);

The Council discusses topics proposed for implementation and those not needed for implementation.

b) The Council elects a ballot counting committee and conducts voting

The ballot counting committee consists of three Council members, including one chairperson.

The Council votes to evaluate and categorize topics into two types:

The Council votes to evaluate and classify independent national-level topics and pilot production projects according to Form 1-ĐTDAĐL-A.

- Not proposed for implementation.

The Advisory Council for determining topics within the national-level scientific and technological program votes to propose program topics according to Form 1-ĐTCT-A.

The Advisory Council for determining independent national-level topics votes to propose independent topics according to Form 1-ĐTĐL-A.

Valid ballots are those marking one of the two columns ("proposed for implementation" or "not proposed for implementation") as presented on the form.

c) Summarize the number of votes proposing implementation

The ballot counting committee compiles the voting results of the Council according to KP1-ĐTCT-A and KP1-ĐTĐL-A forms corresponding to each Council.

Only topics that receive at least two-thirds of the votes from the attending members of the Council will be considered as agreed upon for implementation.

3. Stage 2: Categorize topics agreed upon for implementation into two levels: A or B (Level A is higher and should be prioritized).

a) The Council discusses amendments, supplements, or clarifications to the names, research subjects, and briefly outlines the goals and expected products for each topic.

b) The Council votes to classify topics into two levels: A or B (according to Form 2-ĐTCT-A and Form 2-ĐTĐL-A corresponding to each Council).

The Ballot Counting Committee consists of the members elected for the first stage.

Valid ballots are those marking one of the two columns (A or B) as presented on the form.

c) Summarize the classification ballots

The ballot counting team compiles the voting results of the Council according to KP2-ĐTCT-A and KP2-ĐTĐL-A forms corresponding to each Council.

4. The Council approves the Minutes on the working results of the Council, recommending the Preliminary List of research topics under the Science and Technology Program or the Preliminary List of independent research topics by specialty to be sent to the Ministry of Science and Technology and Environment.

The Minutes of the Council's work are prepared according to the prescribed model: Model BBHĐ1-CT-A for the Council determining topics under the Program and Model BBHĐ1-ĐL-A for the Council determining independent topics.

Article 3. The Council's working procedure in Step 2

After the Minister of Science and Technology and Environment approves the Preliminary List of research topics under each State-level Science and Technology Program and the Preliminary List of State-level independent research topics, the Councils organize meetings to prepare concise outlines for each topic.

1. The Council discusses

The Council discusses to reach consensus on the requirements for preparing concise outlines for each topic: The concise outline must reflect the urgency of the topic with clear research objectives and subjects, consistent with the specified research period and highly feasible.

Each topic's concise outline includes the following basic elements:

- Topic name;

- Required objectives;

- Expected results and products, key economic-technical indicators (if applicable).

The Council assigns two or three members who are knowledgeable to prepare concise outlines for each topic in the Preliminary List of State-level topics approved by the Minister of Science and Technology and Environment.

If necessary, upon the Council's recommendation, the Ministry of Science and Technology and Environment will invite additional experts who are not Council members but are deeply knowledgeable in the research field of the topic to prepare concise outlines.

2. The Council unifies the concise outlines of each topic

After receiving the concise outlines for each topic prepared by Council members or experts, the Council convenes to exchange, discuss, supplement, or modify details related to each basic element of the prepared concise outlines.

The Council votes to approve each concise outline with a majority in favor.

The Council sends the Minutes of the Council's work with the basic elements of each concise outline attached, along with the List of topics under the Science and Technology Program or the List of independent topics by scientific specialty (according to BBHĐ2-CT-A and BBHĐ2-ĐL-A forms respectively for each Council) that have been unanimously approved by the Council, to the Ministry of Science and Technology and Environment.

Article 4. This regulation takes effect fifteen days from the date of signature.

Article 5. Management levels of the topics (Ministry level, provincial/city level, etc.) apply this Regulation in determining the topics under their management./.
