THE MINISTER OF EDUCATION AND TRAINING

Pursuant to the Law on Legislative Regulatory Documents dated November 12, 1996 and the Law Amending and Supplementing Certain Provisions of the Law on Legislative Regulatory Documents dated December 16, 2002;

Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 85/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 104/2004/NĐ-CP dated March 23, 2004 of the Government on the Official Gazette of the Socialist Republic of Vietnam;

Pursuant to Decree No. 161/2005/NĐ-CP dated December 27, 2005 of the Government detailing and guiding the implementation of certain provisions of the Law on Legislative Regulatory Documents and the Law Amending and Supplementing Certain Provisions of the Law on Legislative Regulatory Documents;

Pursuant to Circular No. 04/2005/TT-VPCP dated March 21, 2005 of the Office of the Government guiding the implementation of Decree No. 104/2004/NĐ-CP dated March 23, 2004 of the Government on the Official Gazette of the Socialist Republic of Vietnam;

At the request of the Director of the Legal Department,

Article 1. Cancel Joint Resolution No. 22/2006/NQLT-BGDĐT-HKHVN dated May 12, 2006 jointly issued by the Ministry of Education and Training and the Vietnam Association for Promoting Education on coordinating activities to implement Decision No. 112/2005/QĐ-TTg dated May 18, 2005 of the Prime Minister approving the Project "Building a Learning Society for the period 2005-2010" (due to issuance beyond authority);

Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Article 3. The Director of the Office, the Heads of the Department of Continuing Education, the Department of Legal Affairs, the Chairman of the Vietnam Association for Promoting Education, the Heads of relevant units under the Ministry of Education and Training, the Chairmen of People's Committees of provinces and centrally governed cities, and the Directors of provincial Departments of Education and Training are responsible for implementing this Decision./.
