THE MINISTER OF EDUCATION AND TRAINING
Pursuant to Decree No. 178/2007/ND-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 75/2006/ND-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
Pursuant to Decision No. 33/2007/QD-BGDDT dated June 20, 2007 of the Minister of Education and Training promulgating the Regulations on Certificates and Diplomas of the National Education System;
At the proposal of the Director of the Legal Department.
DECISION:
Article 1. This Decision hereby issues the Model Certificate for the National Education System, including:
1. The Model Certificate specified from Appendix I to Appendix IX for the Teacher Training Program for Ethnic Minority Languages; Ethnic Minority Language Programs; Information and Communication Technology Application Program (basic knowledge component); Information and Communication Technology Application Program (specialized knowledge component); Legal Knowledge and Legal Work Skills Training Program for the Education Sector; National Defense Education and Security Training Program; Foreign Language Program at levels A, B, and C; Computer Application Program at levels A, B, and C.
2. The Model Certificate specified in Appendix X for training or upgrading programs that issue certificates, other than those specified in Clause 1 of this Article.
Article 2. The Model Certificate for the National Education System has dimensions of 13 cm x 19 cm with two (02) sides:
1. The outer side is dark red, featuring the State Emblem with yellow lettering. The inner side has a white background, with a bronze drum in the center and golden border decorations, the certificate name in red, and other letters in black.
2. The content of the Model Certificate for the National Education System is printed on both the outer and inner sides according to the specifications from Appendix I to Appendix X; the method of recording the certificate follows the guidelines provided in Appendix XI attached to this Decision.
Article 3. This Decision takes effect fifteen days after its publication in the Official Gazette. All previous regulations contrary to this Decision are abolished.
1. The Model Certificates specified from Appendix I to Appendix V and the Model Certificate specified in Appendix X shall be implemented from the date this Decision takes effect.
2. The Model Certificates specified from Appendix VI to Appendix IX shall be implemented from February 1, 2009.
Article 4. The Director of the Office, Heads of the Legal Department, Heads of units under the Ministry of Education and Training authorized to issue certificates of the National Education System, Directors of provincial Departments of Education and Training, and Heads of educational institutions authorized to issue certificates of the National Education System are responsible for implementing this Decision./.
