Issuing the List of Diseases Requiring Long-term Treatment

THE MINISTER OF HEALTH

Pursuant to the Social Insurance Law No. 71/2006/QH11 dated June 29, 2006 of the National Assembly of the Socialist Republic of Vietnam;

Pursuant to the Governmental Decree No. 63/2012/NĐ-CP dated August 31, 2012 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;

At the proposal of the Director of the Department of Medical Examination and Treatment and the Head of the Legal Department;

The Minister of Health issues this Circular on the List of Diseases Requiring Long-Term Treatment.

Article 1. List of diseases requiring long-term treatment

1. The List of Diseases Requiring Long-Term Treatment is hereby issued together with this Circular.

2. The List of Diseases Requiring Long-term Treatment serves as the basis for determining the duration of sickness benefit for employees as prescribed in Clause 2, Article 23 of the Social Insurance Law.

3. Diseases listed in the List of Diseases Requiring Long-term Treatment shall be assigned disease codes according to the International Classification of Diseases (ICD-10) with three or four digits. Three-digit disease codes include diseases with four-digit codes. For some diseases not assigned disease codes under the International Classification of Diseases (ICD-10), diagnoses shall be uniformly determined by the name of the disease.

Example:

a) Cirrhosis and liver sclerosis with code K74, including:

- Liver fibrosis, code: K74.0

- Liver sclerosis, code: K74.1

- Liver fibrosis with liver sclerosis, code: K74.2

- Primary biliary cirrhosis, code: K74.3

- Secondary biliary cirrhosis, disease code: K74.4

- Unspecified biliary cirrhosis, code: K74.5

- Other and unspecified cirrhosis, code: K74.6

b) Progressive deafness: As there is no disease code, the diagnosis shall be uniformly determined by the name of the disease, which is progressive deafness.

Article 2. Reference Provisions

In cases where the referenced documents in this Circular are replaced or amended, they shall be applied according to the replacing or amending documents.

Article 3. Effectiveness

1. This Circular takes effect from December 15, 2013.

2. Abolish 11 diseases requiring long-term treatment specified in Clause 1, Part I of the Joint Circular No. 33/TT-LB dated June 25, 1987 of the Ministry of Health and the General Confederation of Trade Unions regarding the period of leave with social insurance benefits instead of salary for cadres, workers, and civil servants suffering from diseases requiring long-term treatment from the date this Circular takes effect.

Article 4. Responsibilities for Implementation

1. The Director of the Department of Medical Examination and Treatment shall take the lead and coordinate with relevant units to direct, organize, and inspect the implementation of this Circular at medical examination and treatment facilities.

2. Directors of Provincial Health Departments, Heads of Health Services of Ministries and sectors are responsible for directing, organizing, and supervising the implementation of this Circular at medical examination and treatment facilities under their jurisdiction.

3. Heads of medical examination and treatment facilities are responsible for organizing the accurate diagnosis of diseases according to the list prescribed in this Circular and bear legal responsibility for diagnostic conclusions.

Any difficulties or obstacles encountered during implementation should be promptly reported to the Department of Medical Examination and Treatment, Ministry of Health for guidance and resolution./.
