Pursuant to Decree No. 48/2015/NĐ-CP dated May 15, 2015, of the Government detailing certain provisions of the Vocational Education Law;
Pursuant to Decree No. 14/2017/NĐ-CP dated February 17, 2017, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;

The Minister of Labor, Invalids and Social Affairs issues this Circular amending and supplementing certain articles of Circular No. 42/2015/TT-BLDTBXH dated October 20, 2015 on vocational training at the primary level, Circular No. 43/2015/TT-BLDTBXH dated October 20, 2015 on regular vocational training, Circular No. 07/2017/TT-BLDTBXH dated March 10, 2017 on working conditions for vocational education teachers, Circular No. 08/2017/TT-BLDTBXH dated March 10, 2017 on standards for professional qualifications of vocational education teachers, Circular No. 10/2017/TT-BLDTBXH dated March 13, 2017 on sample graduation certificates for intermediate and higher vocational education; printing, management, issuance, recovery, and cancellation of such certificates, and Circular No. 31/2017/TT-BLDTBXH dated December 28, 2017 on vocational training at the intermediate, higher, and primary levels through combined work and study programs.
Article 1. Amending and supplementing certain articles of Circular No. 42/2015/TT-BLDTBXH dated October 20, 2015 on vocational training at the primary level as follows:
1. Amending and supplementing Clause 1 and adding Clause 5 of Article 3 as follows:
1. The minimum volume of study for the primary level is the number of mandatory modules and credits that students must accumulate upon graduation from the primary level.
5. Credit is a unit used to measure the amount of knowledge, skills, and learning outcomes accumulated over a specific period of time.
One credit is defined as a minimum of 15 (fifteen) hours of theoretical classes and 30 hours of self-study preparation with guidance, or 30 (thirty) hours of practical training, experiments, discussions, and 15 (fifteen) hours of self-study preparation with guidance, or 45 (forty-five) hours of internship at production facilities, enterprises, writing term papers, assignments, projects (if applicable), except for specialized and unique programs in national defense and security fields.
2. Amending and supplementing Article 4 as follows:
Article 4. Minimum volume of study for the primary level
1. Minimum volume of study for levels 1, 2, and 3 of the primary level
a) Level 1 - Primary I is a minimum of 5 (five) credits, with a minimum of 3 (three) training modules and a minimum of 300 (three hundred) hours of standard classroom instruction for individuals with appropriate educational qualifications for the profession.
b) Level 2 - Primary II is a minimum of 15 (fifteen) credits, with a minimum of 9 (nine) training modules for individuals with appropriate educational qualifications for the profession.
c) Level 3 - Primary III is a minimum of 25 (twenty-five) credits, with a minimum of 15 (fifteen) training modules for individuals with appropriate educational qualifications for the profession.
2. The ratio of theoretical and practical study time must be ensured according to each training field and profession: theoretical study should not exceed 25%, while practical study should be at least 75%.
3. Amending and supplementing Article 5 as follows:
Article 5. Competencies that graduates of the primary level should achieve
1. Competencies that graduates of the primary level should achieve
a) Knowledge:
- Understanding and possessing basic knowledge about requirements and standards for each job within the profession; applying certain knowledge when performing tasks and being able to continue studying at a higher level;
- Understanding and possessing knowledge about occupational safety and health for the job, workplace position, and workplace.
b) Skills: Able to perform simple or repetitive tasks within a profession and other necessary skills compatible with the profession.
c) Self-management and responsibility: Ability to receive, record, and convey information as required; understanding requirements, standards, and results for jobs in surrounding positions or related tasks; taking responsibility for the results of their work and products.
2. Content specifying the minimum volume of study and competencies that graduates of the primary level should achieve:
a) Name of the training profession.
b) Level, primary level; number of modules, credits, and training duration.
c) Knowledge requirements: basic political, cultural, social, and legal knowledge; professional knowledge of the training profession.
d) Skill requirements:
- Hard skills: professional skills, vocational practice capabilities, problem-solving skills, situation handling skills.
- Soft skills: communication skills, teamwork skills, independent work skills, foreign language and computer usage skills.
đ) Self-management and responsibility requirements:
- Moral qualities, professional awareness, civic responsibility;
- Responsibility, ethics, professional conduct, service attitude;
- Ability to update knowledge and creativity in work.
e) Job positions for graduates after graduation.
g) Learning and upgrading capabilities after graduation.
h) Programs, materials, and international standards referenced.
3. Process for developing, reviewing, and issuing regulations on the minimum volume of study and competencies that graduates of the primary level should achieve for each training profession:
a) The development, review, and issuance of regulations on the minimum volume of study and competencies that graduates of each level of the primary profession should achieve for application in primary training institutions are decided by the head of the primary training institution.
b) The construction of the minimum study load regulations and the requirements for skills that learners must achieve upon graduation from primary levels for common vocational training fields shall be decided and issued by the Director General of the Vocational Education Administration to apply uniformly in accordance with the provisions of Clauses 1, 2, 3, and 4 of Article 8; establish the Steering Committee in accordance with Article 10; organize the review in accordance with Points b, c, d of Clause 1 and Clause 2 of Article 9; the Review Board shall be established by the Director General of the Vocational Education Administration in accordance with the provisions of Clauses 2, 3, 4, and 5 of Article 11 of Circular No. 12/2017/TT-BLDTBXH dated April 20, 2017 of the Minister of Labor, Invalids, and Social Affairs stipulating the minimum knowledge volume and the requirements for skills that learners must achieve upon graduation from intermediate and higher vocational levels.
4. Amend and supplement Clause 1 of Article 14 as follows:
1. Determine admission quotas
Primary education institutions base on organizational training conditions (curricula, textbooks, training materials; teachers, instructors; physical facilities, training equipment, etc.) and learner needs, labor demand of enterprises, independently and responsibly determine their annual primary level admission quotas in accordance with the regulations.
5. Amend and supplement Clause 1 of Article 15 as follows:
1. Admitting candidates
Admitting candidates are individuals aged 15 years or older, having appropriate educational qualifications and health for the intended trade. For special trades listed by the Ministry of Culture, Sports, and Tourism after obtaining the consensus of the Ministry of Labor, Invalids, and Social Affairs, individuals under 15 years old may be admitted.
6. Remove the term "course" from the phrase "or complete module, course" at Point e of Clause 1 of Article 7, Point a of Clause 2 of Article 18, and Point a of Clause 1 of Article 19.
7. Add the term "credit" after the phrase "module" in Articles 6, 7, 8, 11, 17, 18, 19, 20, 22, 23, 24, and Article 25.
8. Amend and supplement Article 26 as follows:
Article 26. Graduation Recognition Board
1. The Graduation Recognition Board shall be established by the head of the primary education institution (hereinafter referred to as the Board). The Board consists of 3 (three) or 5 (five) members, chaired by a leader of the primary education institution, with the secretary being the head of a department or a training officer; members include heads of units or officers responsible for various activities of the primary education institution and class teachers.
2. Responsibilities of the Board:
a) Approve the list of learners who meet the graduation examination criteria and those who do not meet the criteria;
b) Specifically classify graduates among learners who meet the graduation examination criteria;
c) Within 5 (five) working days from the end of the course, the Board completes the graduation examination process and proposes a recognition of graduation to the head of the primary education institution.
9. Amend and supplement Clauses 1, 2, and Clause 4 of Article 27 as follows:

The final grade of the course for primary level learners is calculated according to the following formula:

2. Conditions for graduation recognition
Primary level learners will be recognized as graduates when they meet the following conditions:
a) Having a final course grade calculated according to the provisions of Clause 1 of this Article of 5.0 or above on a scale of 10;
b) Not being in a period of disciplinary action with a fixed-term suspension or criminal prosecution at the time of graduation recognition.
In cases where learners have been disciplined with a fixed-term suspension, after the suspension period or criminal prosecution and have received a conclusion from the competent authority but are not subject to expulsion, the head of the primary education institution shall organize the recognition of graduation.
4. Recognition of graduation
Within 5 (five) working days from the date of the Board's proposal for graduation recognition, the head of the primary education institution shall issue a decision recognizing graduation and publicly announce it to the learners and within the institution.
10. Amend and supplement Article 28 as follows:
Article 28. Sample primary certificate
The primary certificate is printed on both sides, consisting of 4 pages, each page measuring 190 mm x 135 mm, using Times New Roman font. The front side includes pages 1 and 4 with a red flag or blood-red background; the back side includes pages 2 and 3 with a yellow background, bordered with dark yellow patterns.

Amend and supplement Clause 1 Article 30
1. Printing, managing primary certificates
a) Based on the primary certificate model; the primary certificate copy model prescribed in Articles 28 and 29 of this Circular, the primary training institution designs or selects the primary certificate blank model, the primary certificate copy blank model, along with the logo (if any) of its own institution. as follows:
b) The head of the primary training institution approves the primary certificate blank model, the primary certificate copy blank model of their own institution and sends it back to the General Department of Vocational Education and Training, the Department of Labor - Invalids and Social Affairs, the provincial-level public security agency where the primary training institution's main office is located for reporting; bears responsibility for the content printed on the primary certificate blank model, the primary certificate copy blank model of their own institution in accordance with the regulations.
c) The primary training institution organizes the printing of primary certificates, primary certificate copies according to the approved primary certificate blank model stipulated in Point b Clause 1 of this Article for use in issuing to learners. The printing of primary certificate blanks, primary certificate copy blanks must ensure strictness, safety, confidentiality, and must be registered in a management ledger.
12. Amend and supplement Article 32
Article 32. Files and ledgers in primary training
1. Files and ledgers in primary training include: as follows:
a) Files and ledgers for primary training institutions include: Admission files, Training programs, Training plans, Class attendance books, Primary certificate issuance ledgers, Primary certificate copy issuance ledgers, Student management ledgers.
b) Files and ledgers for teachers and instructors include: Lesson plans, Teacher notebooks.
2. Main contents of files and ledgers for primary training institutions
a) Admission files are types of documents and materials for admission work carried out in accordance with Articles 14, 15, and 16 of this Circular.
b) The training program reflects the primary training level objectives; sets standards for knowledge and skills of graduates; scope and structure of content, teaching methods, and forms of training; ways to evaluate learning outcomes for each module, credit, subject, or specialty. Training programs and textbooks have content and structure as prescribed in Article 7 of this Circular.
c) The training plan is a specific document of the training program. The training plan includes contents as prescribed in Clause 1 Article 19 of this Circular.
d) The class attendance book is a type of ledger used to track the entire learning process and learning outcomes of students and teaching activities of teachers and instructors throughout the course for each class. The class attendance book includes information such as: Class, course, training major/trade, academic year; list of teachers and instructors participating in teaching subjects/modules; list of teachers responsible for class management; list of students; basic content of each lesson and day of classes according to the approved schedule; tracking, evaluating learning outcomes, and recording student grades.
đ) The primary certificate issuance ledger is a type of ledger tracking the issuance of primary certificates to students upon graduation. The primary certificate issuance ledger includes: The primary certificate issuance ledger and the primary certificate copy issuance ledger. The primary certificate issuance ledger must accurately record the content in Vietnamese like the original primary certificate issued by the training institution; numbered pages, stamped with overlapping seals, not erased, ensuring strict management and permanent storage.
e) The student management ledger is a ledger recording and tracking students. The content of the student management ledger includes: Brief resumes, learning and discipline results of students for each semester, academic year, course.
3. Main contents of files and ledgers for teachers and instructors:
a) Lesson plans are teaching plans of teachers and instructors for each lesson. Lesson plans in primary training include:
- Theoretical lesson plans are teaching plans of teachers and instructors for theoretical lessons;
- Practical lesson plans are teaching plans of teachers and instructors for practical lessons;
- Integrated lesson plans are teaching plans of teachers and instructors for integrated lessons combining theory and practice.
b) Teacher notebooks are ledgers recorded by teachers and instructors during classroom teaching management. The content of the teacher notebook reflects the study plan and processes occurring in implementing the study plan of subjects, modules, credits that teachers and instructors participate in teaching.
4. Using and managing files and ledgers in primary training
a) The head of the primary training institution has the autonomy to stipulate training files and ledgers based on the files and ledgers prescribed in Clauses 1, 2, and 3 of this Article, ensuring effective quality management and training.
4. Use and management of records and ledgers in primary level training
a) The head of the primary training institution has the autonomy to stipulate training records and ledgers based on the records and ledgers prescribed in Clauses 1, 2, and 3 of this Article, ensuring effective and quality management and training
b) Records and ledgers for primary training institutions shall be established by the competent authority of the training institution and submitted to the head of the training institution for approval at the beginning of each course or semester, or study period. Records and ledgers for teachers and instructors shall be established by the teachers and instructors assigned to teach and approved by the unit leader of the department, faculty/section before implementation.
c) Primary training institutions are encouraged to intensify the application of information technology in the construction, management, and use of electronic records and ledgers; to digitize records and ledgers within the training management software of the training institution.
The application of information technology in the construction, management, and use of electronic records and ledgers must meet the following requirements:
- Meeting the objectives in management, teaching, and learning;
- Complying with the contents stipulated in the records, ledgers, and forms prescribed in this Circular;
- Ensuring legal validity, convenience, ease of use, and ability to extract content into paper documents upon request;
- Ensuring confidentiality, information security, and data backup.
d) The head of the primary training institution shall establish regulations on the management and use of electronic records and ledgers in training to ensure uniformity and compliance with legal provisions.
13. Amend the name of Form No. 11 to Form No. 3 (Report on the results of primary training every six months/year by the primary training institution) and Form No. 12 to Form No. 4 (Report on the results of primary training every six months/year by the Department of Labor, Invalids and Social Affairs/Ministry or sector having primary training institutions under its jurisdiction).
14. Amend and supplement Article 33 as follows:
Article 33. Reporting System
1. Primary training institutions shall report to the Department of Labor, Invalids and Social Affairs of the provinces and centrally-run cities where their main offices are located, and to the Ministry or sector directly managing them (if applicable), about the results of recruitment and primary training on a regular basis every six months (before July 10) and annually (before January 10 of the following year) according to Form No. 3 issued together with this Circular.
2. The Departments of Labor, Invalids and Social Affairs of the provinces and centrally-run cities shall compile the results of recruitment and primary training in their respective areas; Ministries and sectors shall compile the results of recruitment and primary training for their subordinate units (if applicable) and report regularly every six months (before July 31) and annually (before January 25 of the following year) to the General Department of Vocational Education and Training, Ministry of Labor, Invalids and Social Affairs according to Form No. 4 issued together with this Circular.
3. In addition to the reporting system stipulated in Clause 1 and Clause 2 of this Article, primary training institutions and the Departments of Labor, Invalids and Social Affairs of the provinces and centrally-run cities shall have the responsibility to report to the competent authorities about primary training activities and other related issues as prescribed by law or make ad hoc reports when required.
15. Amend and supplement Article 35 as follows:
Article 35. Responsibilities of Ministries and Sectors Having Primary Training Institutions Under Their Jurisdiction and People's Committees of Provinces and Centrally-Run Cities
1. Ministries and sectors having primary training institutions under their jurisdiction shall coordinate with the Ministry of Labor, Invalids and Social Affairs to direct and inspect primary training institutions, relevant departments under their management to organize the implementation of primary level training and compile reports as prescribed.
2. People's Committees of provinces and centrally-run cities shall coordinate with the Ministry of Labor, Invalids and Social Affairs to direct and inspect primary training institutions in their respective areas, local specialized agencies to organize the implementation of primary level training and compile reports as prescribed.
16. Amend and supplement Article 36 as follows:
Article 36. Responsibilities of the Department of Labor, Invalids and Social Affairs
1. Guide, inspect, and supervise the operation of basic vocational training activities in accordance with this Circular for basic vocational training establishments within their jurisdiction.
2. Implement reporting systems as stipulated in Clause 2 and 3 of Article 33 of this Circular.
Article 2. Amend and supplement some articles of Circular No. 43/2015/TT-BLDTBXH dated October 20, 2015 on regular vocational training as follows:
1. Amend and supplement Point c Clause 2 Article 6 as follows:
c. Having vocational instructors who are teachers; scientists, engineers, technical staff in specialized fields; individuals holding National Vocational Skill Certificates Level 1 or above, Craftsmen Level 3/7, 2/6 or higher, provincial artisans, village artisans, excellent farmers at district level, people directly engaged in the trade continuously for five years or more and possessing certificates of direct teaching skills for the relevant trade.
2. Amend and supplement Clause 1 Article 8 as follows:
1. Admissions criteria: Individuals aged 15 (fifteen) years or older, having appropriate educational qualifications and health conditions suitable for the intended trade. For specific trades listed in the directory issued by the Ministry of Culture, Sports and Tourism, after consultation with the Ministry of Labor, Invalids and Social Affairs, individuals under 15 (fifteen) years old may be admitted.
In cases where individuals learn a trade to work for employers, they must be at least 14 (fourteen) years old and have appropriate health conditions meeting the requirements of the trade.
3. Amend and supplement Article 12 as follows:
Article 12. Examination and Issuance of Training Certificates
1. Assessing students' learning outcomes, including: initial course examination, examination upon completion of modules and subjects.
a) Initial course examination shall be conducted in accordance with Clause 2 of Article 11 of this Circular.
b) Examination upon completion of modules and subjects shall be conducted in accordance with Clause 2 of this Article.
2. The content, form, and conditions for examinations upon completion of modules and subjects shall be decided by the heads of vocational education institutions, enterprises, organizations, and individuals organizing vocational training courses and specified in the training program.
Examination results will be evaluated at one of two levels: Meeting Requirements and Not Meeting Requirements, signed and clearly stating the name of the evaluator.
Students whose examination results do not meet requirements must review the learned knowledge and practical skills and retake the examination. The maximum number of retakes is two times. If the second retake still does not meet requirements, they must repeat the course (if the student requests).
3. Training certificates shall be designed and printed by the heads of vocational education institutions, enterprises, organizations, and individuals organizing vocational training courses for students who achieve all examination results upon completion of modules and subjects in the training program at the required level.
Training certificates shall clearly state the content and duration of the course in both Vietnamese and English according to the format prescribed in Appendix 1 attached to this Circular.
4. Remove the final program examination content and stipulate the examination upon completion of the course in Appendix 3 Model Format (Training Plan) issued together with Circular No. 43/2015/TT-BLDTBXH dated October 20, 2015 of the Ministry of Labor, Invalids and Social Affairs.
5. Amend and supplement Article 14 as follows:
Article 14. Reporting System
1. Vocational education institutions, enterprises shall submit consolidated reports on regular training results for the first six months of the year before June 30 and annual reports before December 31 to the Department of Labor, Invalids and Social Affairs where the training takes place and the directly managing ministry or department (if applicable) according to the format prescribed in Appendix 6A attached to this Circular.
2. Other organizations and individuals organizing vocational training courses shall submit consolidated reports on regular training results for the first six months of the year before June 15 and annual reports before December 15 to the People's Committee of the commune, ward, town according to the format prescribed in Appendix 6B attached to this Circular.
3. The People's Committee of the commune, ward, town shall submit consolidated reports on regular training results in their jurisdiction for the first six months of the year before June 30 and annual reports before December 31 to the Labor, Invalids and Social Affairs Office according to the format prescribed in Appendix 7 attached to this Circular.
4. The Labor, Invalids and Social Affairs Office shall submit consolidated reports on regular training results in their jurisdiction for the first six months of the year before July 15 and annual reports before January 15 of the following year to the Department of Labor, Invalids and Social Affairs according to the format prescribed in Appendix 8 attached to this Circular.
5. The Department of Labor, Invalids and Social Affairs shall compile regular training results in their jurisdiction; ministries and sectors shall compile regular training results for subordinate vocational education institutions and enterprises (if applicable) for the first six months of the year before July 31 and annual reports before January 25 of the following year to the Ministry of Labor, Invalids and Social Affairs according to the format prescribed in Appendix 9 attached to this Circular.
6. In addition to the reporting system stipulated in Clauses 1, 2, 3, 4, 5, and 6 of this Article, vocational education institutions, enterprises, other organizations, and individuals; People's Committees at the commune level, Labor, Invalids and Social Affairs Offices, Departments of Labor, Invalids and Social Affairs of centrally governed cities and provinces shall report to competent authorities on regular training activities and related issues as prescribed by law or provide ad hoc reports when requested.
6. Amend and supplement Article 16 as follows:
Article 16. Responsibilities of Ministries, sectors with subordinate regular training institutions and People's Committees of provinces and centrally governed cities
1. Ministries, sectors with subordinate regular training institutions shall coordinate with the Ministry of Labor, Invalids and Social Affairs to direct, guide, inspect regular training activities at vocational education institutions, enterprises, and specialized agencies under their management, organize implementation, and compile reports as prescribed.
2. People's Committees of provinces and centrally governed cities shall coordinate with the Ministry of Labor, Invalids and Social Affairs to direct and inspect regular training activities on their territories, organize implementation, and compile reports as prescribed.
7. Amend and supplement Article 17 as follows:
Article 17. Responsibilities of the Department of Labor, Invalids and Social Affairs
1. Guide and direct the Department of Labor, Invalids and Social Affairs, and the People's Committees of communes to implement responsibilities for managing regular training as stipulated in this Circular.
2. Guide, inspect, and audit regular training activities as prescribed in this Circular for regular training institutions within their jurisdiction.
3. Implement reporting procedures according to responsibilities stipulated in Clause 6 and 7 of Article 14 of this Circular.
Article 3. Amend and supplement certain provisions of Circular No. 07/2017/TT-BLDTBXH dated March 10, 2017, concerning working conditions for vocational education teachers as follows:
2. This Circular applies to teachers, civil servants, and managerial staff participating in teaching at college, intermediate, and basic levels in vocational education institutions; relevant agencies, organizations, and individuals. For teachers teaching general subjects in vocational education institutions, working conditions shall be applied according to regulations of the Ministry of Education and Training regarding working conditions for secondary school teachers.
2. Amend and supplement Point d Clause 1 of Article 4 as follows:
d) In cases where teachers do not fully utilize time allocated for study, standardization training, advanced training, and scientific research as prescribed, the Principal or Director may convert the remaining time into teaching hours or other tasks assigned by the Principal or Director. The converted hours will be added to the annual teaching quota of the teacher. The number of converted hours will be calculated based on the ratio between unused time for study, standardization training, advanced training, and scientific research and the time spent on teaching and educating students as stipulated in point a of this clause. If teachers participate in courses exceeding the limit set out in point b of this clause, they will have reduced hours according to point a of Clause 4 of Article 10 of this Circular.
3. Amend and supplement Clause 3 of Article 5 as follows:
3. The teaching hour quota for teachers teaching general subjects in vocational education institutions shall be implemented according to regulations of the Ministry of Education and Training regarding working conditions for secondary school teachers.
3. Standards and guidelines for evaluating and classifying teachers teaching common subjects in vocational education institutions shall apply according to regulations of the Ministry of Education and Training regarding occupational standards for secondary school teachers. Standards and guidelines for evaluating and classifying teachers teaching general subjects in vocational education institutions shall apply according to regulations of the Ministry of Education and Training regarding occupational standards for secondary school teachers corresponding to each educational level.
1. Delete the content "Training form" in the Model of College Graduation Certificate and the Model of Secondary Vocational School Graduation Certificate as stipulated in Appendix 1 and Appendix 2 issued together with Circular No. 10/2017/TT-BLDTBXH dated March 13, 2017. as specified in Appendix 1 and Appendix 2 issued together with Circular No. 10/2017/TT-BLDTBXH dated March 13, 2017.
2. Delete Section 8 and Section 20 on the recording of contents on secondary vocational school graduation certificates and college graduation certificates. as specified in Appendix 1 and Appendix 2 issued together with Circular No. 10/2017/TT-BLDTBXH dated March 13, 2017.
Article 6. Amend and supplement Article 9 of Circular No. 31/2017/TT-BLDTBXH dated December 29, 2017 on training at the college, secondary vocational school, and basic vocational school levels through combined work-study training as follows:
Article 9. Admissions for Training
1. Admissions for training at the college, secondary vocational school, and basic vocational school levels through combined work-study training shall be carried out in accordance with the provisions of Circular No. 05/2017/TT-BLDTBXH dated March 2, 2017 of the Ministry of Labor, Invalids and Social Affairs on the regulations for admissions and determination of admission quotas for secondary vocational school and college levels, and Clause 3, Article 14 and Article 15 of Circular No. 42/2015/TT-BLDTBXH for basic vocational school levels.
2. Secondary vocational schools and vocational education centers may only admit students for training through combined work-study training when they have organized regular training in the same field, profession, and level of training according to the certificate of registration for vocational education activities; and submit a report on registration for training through combined work-study training (in accordance with Form No. 01 issued together with this Circular) to the Department of Labor, Invalids and Social Affairs where the main office is located and where the training is organized for monitoring and management.
Colleges and higher education institutions may only admit students for training through combined work-study training when they have organized regular training in the same field, profession, and level of training according to the certificate of registration for vocational education activities; and submit a report on registration for training through combined work-study training (in accordance with Form No. 01 issued together with this Circular) to the General Department of Vocational Education for monitoring and management.
The scale of admissions, fields, and levels of training shall be implemented in accordance with the certificate of registration for vocational education activities.
3. Enterprises may only admit students for basic vocational school training through combined work-study training when they submit a report on registration for training through combined work-study training (in accordance with Form No. 01 issued together with this Circular) to the Department of Labor, Invalids and Social Affairs where the main office is located and where the training is organized for monitoring and management. The scale of admissions and fields of training shall be implemented based on the needs of the enterprise and the requirements of the learners.
4. In cases where vocational education institutions and higher education institutions that have registered for college-level vocational education activities cooperate with enterprises and place orders for training, they may only admit students for training when they meet all the conditions for organizing training as prescribed and submit a report on registration for training through combined work-study training (in accordance with Form No. 02 issued together with this Circular) to the Department of Labor, Invalids and Social Affairs where the main office is located and where the training is organized (for vocational education centers and secondary vocational schools) or to the General Department of Vocational Education for colleges and higher education institutions for verification and approval in writing before implementation. The scale of admissions, fields, and levels of training shall be implemented in accordance with the orders of the enterprises.
Article 7. Effective Date
1. This Circular takes effect from February 8, 2019.
2. For courses admitted before the date this Circular takes effect, vocational education institutions shall organize training in accordance with the current regulations at the time the course begins until its completion.
The templates of basic vocational school certificates, training certificates, college graduation certificates, and secondary vocational school graduation certificates printed or purchased before the date this Circular takes effect may continue to be used to issue to learners in accordance with current regulations.
3. Agencies and organizations during the implementation of this Circular, if encountering difficulties, obstacles, or discovering new issues arising, shall promptly reflect them to the General Department of Vocational Education, Ministry of Labor, Invalids and Social Affairs for guidance or supplementation and adjustment to ensure compliance./.
