Article 1. Scope of Regulation
This Circular stipulates the Statistical Reporting System applicable to Province and City Departments of Industry and Trade under the Central Government, including: The establishment and submission of statistical reports; explanations of statistical indicators and instructions for report preparation; organization and implementation of the statistical reporting system.
Article 2. Applicability
This Circular applies to Province and City Departments of Industry and Trade under the Central Government and related organizations and individuals.
Article 3. Contents of the Statistical Reporting System
1. The Statistical Reporting System issued together with this Circular includes:
a) The system of statistical report forms prescribed in Appendix 1 issued together with this Circular.
b) Explanations of statistical indicators and instructions for report preparation prescribed in Appendix 2 issued together with this Circular.
2. Reporting unit
a) The reporting unit is the Province and City Departments of Industry and Trade under the Central Government.
b) The reporting unit is specifically recorded in the upper right corner of each report form.
3. Units receiving reports
a) The receiving unit is the Department/Agency under the Ministry of Industry and Trade.
b) The receiving unit is specifically recorded in the upper right corner of each report form, below the reporting unit.
4. Report form code The report form code is recorded in the upper left corner of each report form.
5. Reporting period The reporting period is recorded in the middle part of each report form and is calculated according to the Gregorian calendar, including:
a) Monthly statistical report is calculated from the first day to the last day of the reporting month;
b) Quarterly/Semi-annual/Biannual statistical report is calculated from January 1 to the last day of March/June/September;
c) Annual statistical report is calculated from January 1 to December 31 of the reporting period.
6. Deadline for receiving reports The deadline for receiving reports is specified in detail in the System of Statistical Report Forms.
7. Methods of submitting reports
a) Implementing direct submission and receipt of reports through the Ministry of Industry and Trade's Electronic Statistical Reporting System (http://cdbcthongke.moit.gov.vn) authenticated by an account provided to the head of the reporting agency/unit.
b) In case of technical issues with the Ministry of Industry and Trade's Electronic Statistical Reporting System, the reporting unit submits reports through the Ministry of Industry and Trade's Document Management System (http://qlcv.moit.gov.vn) or paper documents signed and stamped by the head of the reporting agency/unit.
Article 4. Responsibilities for Implementation
1. Rights, responsibilities, and obligations of the reporting unit
a) Ensuring confidentiality of information provided in accordance with the law.
b) Fulfilling full and accurate reporting of all information content as prescribed in the Statistical Reporting System and bearing legal responsibility for the reported content.
c) Submitting reports within the prescribed deadline.
d) Checking, resubmitting reports and providing related information when requested by the receiving unit.
2. Rights, responsibilities, and obligations of the receiving unit
a) Directing, organizing, and inspecting the implementation of the Statistical Reporting System.
b) Requesting the reporting unit to check, resubmit reports and provide related information when necessary.
c) Shall ensure the publication, use, and confidentiality of statistical information in accordance with the law.
3. Inspection and coordination for supervision of the implementation of the Statistical Reporting System
a) The Planning and Finance Department is responsible for guiding and inspecting the implementation of laws on statistics, the Statistical Reporting System, and other related contents in the field of statistics; coordinating supervision of the implementation of the Statistical Reporting System and other related contents in the field of statistics in accordance with the law on specialized inspection of statistics.
b) The Planning and Finance Department takes the lead and coordinates with relevant agencies and units to manage, operate, and guide the use of the Ministry of Industry and Trade's Electronic Statistical Reporting System.
Article 5. Effective Date
1. This Circular takes effect from February 4, 2023.
2. This Circular replaces Circular No. 41/2016/TT-BCT dated December 30, 2016 of the Minister of Industry and Trade on the Statistical Reporting System applicable to Province and City Departments of Industry and Trade under the Central Government.
3. In cases where legal normative documents cited in this Circular are amended, supplemented, or replaced, they shall be implemented according to the newly issued documents.
4. During the implementation of this Circular, if there are difficulties or obstacles, they should be promptly reflected to the Ministry of Industry and Trade for research and resolution.
