Regulations on duty allowances for personnel performing tasks in the air of the civil aviation industry
According to the proposal of the Ministry of Transport and the Civil Aviation Administration of Vietnam, the Ministry of Finance stipulates the duty allowance system based on flight hours for personnel performing tasks in the air of the civil aviation industry as follows:
1. The categories of personnel subject to flight hour allowances include:

Aircraft pilots including both chief and co-pilots
Air traffic controllers, aircraft mechanics.
Cabin crew.

In cases where aircraft are sent abroad for repair, during the flight time they will enjoy the rates specified for personnel flying abroad; the time spent residing abroad will be compensated with residence allowances as for personnel on official business in that country (according to Circular No. 37 TC/TCĐN dated June 18, 1991 and Circular No. 32 TC/TCĐN dated July 21, 1992 of the Ministry of Finance).
3. The above allowances replace travel expenses for the personnel performing tasks in the air mentioned in Point 1 of this Circular and shall be included in the operating costs of the industry.
This Circular takes effect from January 1, 1993 and shall be applied when settling the final accounts for 1992 of the Vietnam National Airlines Corporation. All provisions contrary to this Circular are hereby abolished./.
