DECREE

Adjusting the monthly allowance for volunteers who have completed their tasks during the resistance war and grassroots volunteers in the South who participated in the resistance war from 1965 to 1975

On the basis of 61/2014/QH13;

||| Based on the proposal of the Minister of Home Affairs;

The Government issues this Decree to adjust the monthly allowance for volunteers who have completed their tasks during the resistance war and grassroots volunteers in the South who participated in the resistance war from 1965 to 1975.

Article 1. Subjects of the allowance adjustment

1. Volunteers currently receiving monthly allowances under Decision No. 40/2011/QĐ-TTg dated July 27, 2011, of the Prime Minister regarding the treatment for volunteers who have completed their tasks during the resistance war.

2. Volunteers currently receiving monthly allowances under Decree No. 112/2017/NĐ-CP dated October 6, 2017, of the Government regarding the treatment and policies for grassroots volunteers in the South who participated in the resistance war from 1965 to 1975.

Article 2. Amount of Allowance and Effective Date of Adjustment

1. Monthly allowance will be adjusted to two times the current social assistance standard.

2. The monthly allowance specified in Clause 1 of this Article shall take effect from July 1, 2025. In cases where volunteers specified in Article 1 have passed away from July 1, 2025 onwards but have not yet been adjusted according to this Decree, the funeral organizer shall be entitled to claim the difference in allowance from July 1, 2025 until the month the volunteer passed away.

Article 3. Implementation Provisions

1. This Decree takes effect from February 15, 2026.

2. Decision No. 29/2016/QĐ-TTg dated July 5, 2016, of the Prime Minister adjusting the monthly allowance for volunteers who have completed their tasks during the resistance war and the monthly allowance stipulated in Article 5 of Decree No. 112/2017/NĐ-CP dated October 6, 2017, of the Government regarding the treatment and policies for grassroots volunteers in the South who participated in the resistance war from 1965 to 1975 shall cease to be effective from February 15, 2026.

3. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees under central cities, Heads of agencies, organizations, and individuals related to this matter are responsible for implementing this Decree.
