DECREE

Regulations on the treatment and policies for members of sports teams participating in concentrated training and competition

On the basis of 61/2014/QH13;

Pursuant to the Law on Legislative Acts number 64/2025/QH15 amended and supplemented by Law number 87/2025/QH15;

On the basis of The Law on Physical Education and Sports number 77/2006/QH11 amended and supplemented by Law number 26/2018/QH14;

On the basis of The Labor Code number 45/2019/QH14;

At the proposal of the Minister of Culture, Sports and Tourism;

The Government promulgates this Decree stipulating the treatment and policies for members of sports teams participating in concentrated training and competition.

PART I
GENERAL PROVISIONS

Article 1. Scope of Regulation

This Decree stipulates salary policies, nutrition regimes; special incentives; health care, injury treatment; cultural education, vocational training, employment resolution; insurance regimes; prize money regimes according to competition results for members of sports teams participating in concentrated training and competition.

Article 2. Applicability

1. Members of sports teams include:

a) Coaches, athletes of national teams, national junior teams receiving salaries from the state budget;

b) Coaches of national teams, national junior teams not receiving salaries from the state budget;

c) Athletes of national teams, national junior teams not receiving salaries from the state budget;

d) Athletes of national junior teams, industry, provincial, centrally governed city teams not receiving salaries from the state budget;

đ) Medical staff (doctors, medical technicians) of national teams, national junior teams receiving salaries or not receiving salaries from the state budget.

2. Agencies and organizations directly employing coaches, athletes, medical staff working or training, competing regularly before being called for concentrated training and competition (hereinafter referred to as managing agencies).

3. Agencies and organizations directly employing coaches, athletes, medical staff after being called for concentrated training and competition (hereinafter referred to as using agencies).

Managing agencies may simultaneously be using agencies.

4. Other agencies, organizations, and individuals related to the implementation of the provisions of this Decree.

Article 3. Explanation of Terms

In this Decree, the following terms are understood as follows:

1. Member of a sports team is a Vietnamese citizen including coaches, athletes, medical staff summoned by the competent authority to participate in concentrated training and competition.

2. Concentrated training and competition is a systematic process of training, practicing, and competing to improve professional skills, techniques, physical fitness, tactics, and competitive psychology for athletes.

3. Olympic Games: World Sports Congress.

4. Paralympic Games: World Sports Congress for Persons with Disabilities.

5. Youth Olympic Games: World Youth Sports Congress.

6. ASIAD: Asian Sports Congress.

7. Asian Para Games: Asian Sports Congress for Persons with Disabilities.

8. SEA Games: Southeast Asian Sports Congress.

9. ASEAN Para Games: Southeast Asian Sports Congress for Persons with Disabilities.

Chapter II
SALARY POLICIES AND NUTRITION REGIMES

Article 4. Wages for concentrated training and competition

1. The subjects specified in point a, Clause 1, Article 2 of this Decree shall enjoy wages as follows:

a) They shall be entitled to their full current wage (including salary level and salary allowances if applicable) paid by the managing agency;

b) They shall be entitled to a supplementary amount to offset the difference when the wage specified in point a of Clause 1 of this Article (calculated based on the average number of regular working days in a month) is lower than the wage stipulated in Clauses 2, 3, and 4 of this Article.

The average wage calculated based on the number of regular working days is determined by dividing the wage of the preceding month immediately before the coach or athlete was called for training or competition by 26 days.

2. The subjects specified in point b, Clause 1, Article 2 of this Decree shall enjoy wages for actual concentrated training and competition as follows:

a) Head coach of the national team: 1,100,000 VND/person/day;

b) Coach of the national team: 750,000 VND/person/day;

c) Head coach of the national youth team: 750,000 VND/person/day;

d) Coach of the national youth team: 550,000 VND/person/day;

đ) Coach of the industry, provincial, or centrally-administered municipal team: 430,000 VND/person/day;

e) Coach of the youth industry, provincial, or centrally-administered municipal team: 360,000 VND/person/day;

g) Coach of the talent industry, provincial, or centrally-administered municipal team: 360,000 VND/person/day.

3. The subjects specified in point c, Clause 1, Article 2 of this Decree shall enjoy wages for actual concentrated training and competition as follows:

a) Athlete of the national team: 550,000 VND/person/day;

b) Athlete of the national youth team: 430,000 VND/person/day;

c) Athlete of the industry, provincial, or centrally-administered municipal team: 360,000 VND/person/day.

4. The subjects specified in point d, Clause 1, Article 2 of this Decree shall enjoy wages for actual concentrated training and competition as follows:

a) Athlete of the youth industry, provincial, or centrally-administered municipal team: 150,000 VND/person/day;

b) Athlete of the talent industry, provincial, or centrally-administered municipal team: 110,000 VND/person/day.

5. The subjects specified in point đ, Clause 1, Article 2 of this Decree shall enjoy wages for actual concentrated training and competition as follows:

a) Medical personnel not receiving salary from the state budget: Doctors shall be paid wages equal to those of coaches of corresponding teams; medical technicians shall be paid wages equal to those of athletes of corresponding teams;

b) Medical personnel currently receiving salary from the state budget: They shall be entitled to their full current wage (including salary level and salary allowances if applicable) paid by the managing agency; they shall be entitled to a supplementary amount to offset the difference when the current wage (calculated based on the average number of regular working days in a month) is lower than the wage stipulated in point a of this clause.

The average wage calculated based on the number of regular working days is determined by dividing the wage of the preceding month immediately before the medical personnel were called for by 26 days.

6. The subjects specified in Clauses 1, 2, 3, 4, and 5 of this Article shall be entitled to overtime pay for actual concentrated training and competition exceeding 26 days in a month. The amount of overtime pay shall be determined by multiplying the daily wage stipulated in Clauses 2, 3, 4, and 5 of this Article with the corresponding rate stipulated in Clause 1 of Article 98 of the Labor Code.

Article 5. Nutritional regime for members of sports teams during concentrated training and competition periods

1. Members of sports teams participating in domestic concentrated training sessions according to the decision of the competent authority shall enjoy the following nutritional regimes:

a) National team: VND 400,000/person/day;

b) National youth team: VND 400,000/person/day;

c) Sectoral, provincial, and centrally-administered city team: VND 300,000/person/day;

d) Sectoral, provincial, and centrally-administered city youth team: VND 250,000/person/day;

đ) Sectoral, provincial, and centrally-administered city talent team: VND 190,000/person/day.

2. Members of sports teams participating in concentrated training sessions abroad shall enjoy daily nutritional regimes as specified in the invitation letter or contract signed between domestic management agencies and foreign training institutions.

3. Members of sports teams participating in high-performance sports competitions as stipulated in Clauses 2, 4, 5, 6, and 7 of Article 37 of the Sports Law 2006 (amended and supplemented in 2018) shall enjoy the following nutritional regimes:

a) National youth team: VND 400,000/person/day;

b) Sectoral, provincial, and centrally-administered city team: VND 400,000/person/day;

c) Sectoral, provincial, and centrally-administered city youth team: VND 300,000/person/day;

d) Sectoral, provincial, and centrally-administered city talent team: VND 300,000/person/day.

4. Members of sports teams participating in competitions as stipulated in Clause 1, Clause 3 of Article 37; Point a of Clause 1 of Article 13; regional, continental, and world disability sports events organized in Vietnam as stipulated in Clause 3 of Article 13 of the Sports Law 2006 (amended and supplemented in 2018) shall enjoy nutrition allowances as prescribed in the competition regulations (they shall not enjoy the nutritional regimes prescribed in Clause 3 of this Article).

5. Other nutritional regimes for coaches and athletes:

a) Coaches and athletes summoned to national sports teams to prepare for participation in the Southeast Asian Games, Asian Games, Asian Para Games, Olympic Games, and Paralympic Games shall enjoy a nutritional regime of VND 600,000/person/day for up to 90 days;

b) Coaches and athletes summoned to national sports teams with the potential to win gold medals at the Asian Games, win gold medals at the Youth Olympic Games, have the potential to qualify for the Olympic Games, and coaches and athletes who have qualified for the Paralympic Games shall enjoy a nutritional regime of VND 800,000/person/day.

The Minister of Culture, Sports and Tourism shall decide the list of coaches and athletes entitled to the benefits prescribed in this point;

c) During the period of enjoying special allowances as prescribed in Clause 5 of this Article, coaches and athletes shall not enjoy the nutritional regimes prescribed in Clause 1 of this Article.

6. Functional food regime: Athletes as prescribed in Clause 1 of Article 2 of this Decree shall enjoy a functional food regime during concentrated training and competition periods. The Minister of Culture, Sports and Tourism shall prescribe the functional food regime based on the specific nature of each sport for athletes summoned to national sports teams with the potential to win medals at the Asian Games, participate in qualification rounds and the Olympic Games, and participate in the Paralympic Games.

7. During domestic training periods, when members of sports teams move to other locations to perform their duties, they shall be entitled to rest and travel allowances as prescribed by the law on travel expenses for officials, civil servants, and public employees, and the nutritional regimes prescribed in Clause 1 and Clause 5 of this Article.

8. During short-term training and competition periods abroad, members of sports teams shall be entitled to allowances as prescribed by the law on short-term overseas assignments for officials, civil servants, and public employees (they shall not enjoy the nutritional regimes prescribed in Clause 1 and Clause 5 of this Article).

Chapter III
SPECIAL FEAST REGIME AND HEALTH CARE REGIME

Article 6. Salary System for Key Coaches and Athletes

1. Coaches and athletes called up to national sports teams with the potential to win gold medals at the Asian Games (ASIAD), Asian Para Games, Youth Olympic Games, and the ability to meet the standard for participation in the Olympic Games and Paralympic Games shall enjoy a salary equal to 1.5 times the salary of coaches and athletes in national teams as stipulated in point b, Clause 2, and point a, Clause 3, Article 4 of this Decree.

2. Coaches and athletes specified in Clause 1 of this Article, who fall under the category defined in point a, Clause 1, Article 2 of this Decree, shall apply the salary system prescribed in Clause 1, Article 4 of this Decree, wherein the supplementary amount shall be determined based on the salary level stipulated in point a, Clause 1, Article 4 of this Decree and the salary level prescribed in Clause 1 of this Article.

3. Coaches and athletes specified in Clause 1 of this Article shall enjoy overtime pay as prescribed in Clause 6, Article 4 of this Decree, wherein the daily payment rate shall be determined based on the salary level prescribed in Clause 1 of this Article.

4. During the period of receiving the salary prescribed in Clause 1 of this Article, coaches and athletes shall not enjoy the benefits prescribed in points a, b, Clause 2, and point a, Clause 3, Article 4 of this Decree.

5. The Minister of Culture, Sports and Tourism shall decide the list of coaches and athletes entitled to the benefits prescribed in Clause 1 of this Article.

Article 7. Special Benefits for Athletes Achieving Outstanding Results

1. Athletes achieving outstanding results shall enjoy monthly benefits at specific levels as follows:

a) Gold medal at the Olympic Games: 40,000,000 VND/person/month;

b) Silver medal at the Olympic Games: 30,000,000 VND/person/month;

c) Bronze medal at the Olympic Games, Gold medal at the Asian Games (ASIAD), Gold medal at the Paralympic Games: 20,000,000 VND/person/month;

d) Silver medal at the Paralympic Games: 15,000,000 VND/person/month;

đ) Qualifying for the Olympic Games, Bronze medal at the Paralympic Games: 10,000,000 VND/person/month.

2. Duration of Benefit: The subjects specified in Clause 1 of this Article shall enjoy the benefit from the time they achieve their results at the Congress until the next Congress.

3. In cases where athletes simultaneously meet the conditions for enjoying multiple benefits prescribed in Clause 1 of this Article, they shall only enjoy the highest level benefit.

Article 8. Special Treatment for Female Athletes and Coaches

Female athletes and coaches who are members of national teams, national youth teams; sectoral, provincial, centrally-administered municipal teams; sectoral, provincial, centrally-administered municipal youth teams during the concentrated training and competition period as decided by the competent authority shall enjoy a health care and physiological support system for women at 1,100,000 VND/person/month.

Article 9. Health Care and Injury Treatment

1. Athletes shall be entitled to:

a) Initial health check-up immediately upon being selected into training institutions and sports teams;

b) Regular health check-ups at least twice a year;

c) Pre-competition health check-ups before participating in high-performance sports competitions;

d) Athletes shall be provided with health care, functional recovery, and injury treatment at domestic medical facilities.

In special cases, the Minister of Culture, Sports and Tourism may decide to allow athletes called up for training in national sports teams preparing to participate and have the potential to win medals at the Asian Games (ASIAD), and to participate in the Olympic Games and Paralympic Games, to receive injury treatment abroad.

2. The content of health checks for athletes specified in point a and point b, Clause 1 of this Article includes:

a) Assessment of physical fitness level;

b) Assessment of physique;

c) Psychological assessment;

d) Biological assessment.

3. The content of pre-competition health checks for athletes specified in point c, Clause 1 of this Article shall be carried out in accordance with the provisions of the law.

Chapter IV
CULTURAL TRAINING POLICY AND EMPLOYMENT RESOLUTION

Article 10. Ensuring Education

1. Athletes studying at educational institutions or vocational training centers who are called up to join national sports teams, industry sports teams, provincial or centrally-administered city sports teams for training and competition shall have their tuition fees paid by the employing agency in accordance with the provisions of the law.

2. Athletes achieving outstanding results in national or international sports competitions may be exempted from graduating from junior high school or high school if their examination period coincides with their overseas training period or participation in international sports competitions, as stipulated by the Ministry of Education and Training.

3. Athletes winning medals in national-level or higher sports competitions shall be directly admitted to high schools.

Article 11. Preferential Treatment in Professional Training and Skill Development

Athletes in national sports teams who have graduated from high school and have been confirmed by the Ministry of Culture, Sports and Tourism to have completed their tasks participating in the Olympic Games, World Championships, World Cup, Asian Games (ASIAD), Asian Championships, Asian Cup, Southeast Asian Games (SEA Games), Southeast Asian Championships, and Southeast Asian Cup shall enjoy the following preferential treatments:

1. Direct admission to university or college programs in physical education or related fields.

2. Participation in coaching courses, training sessions, and advanced professional skill development both domestically and internationally.

3. Payment of training and skill enhancement costs by the managing or employing agency, or exemption from or reduction of tuition fees and support for study expenses in accordance with the provisions of the law.

Article 12. Preferential Treatment in Vocational Training and Employment

1. National sports team athletes, industry sports team athletes, provincial or centrally-administered city sports team athletes who cease being athletes shall be supported with vocational training and counseling in accordance with the provisions of the law.

2. Athletes who win medals at the Olympic Games or ASIAD shall enjoy policies as stipulated in Article 25 of the Teachers Law regarding attraction and utilization policies for teachers.

3. Athletes who win medals at the Olympic Games, ASIAD, or SEA Games shall be accepted as civil servants if they meet the registration requirements and job position demands, or be given priority points in labor recruitment at sports facilities when they possess the appropriate professional qualifications and capabilities. During the probationary period, they shall receive 100% of the salary and allowances corresponding to the job position.

Chapter V
INSURANCE REGIME

Article 13. Mandatory Social Insurance, Health Insurance, Unemployment Insurance, Work Injury Insurance, and Occupational Disease Insurance

1. The subjects specified in point a, Clause 1, Article 2 of this Decree shall continue to participate in mandatory social insurance, health insurance, unemployment insurance, work injury insurance, and occupational disease insurance at the managing agency during the concentrated training and competition period in accordance with the provisions of the law.

2. The subjects specified in points b, c, and d, Clause 1, Article 2 of this Decree, before being called up, if they were participating in mandatory social insurance, health insurance, unemployment insurance, work injury insurance, and occupational disease insurance at the managing agency, shall continue to participate in these insurances at the managing agency in accordance with the provisions of the law.

The employing agency has the responsibility to transfer monthly the corresponding amount within the employing agency's responsibility to the managing agency to pay these types of insurance for the subjects in accordance with the provisions of the law.

3. The subjects specified in points b, c, and d, Clause 1, Article 2 of this Decree, before being called up, if they had not participated in mandatory social insurance, health insurance, unemployment insurance, work injury insurance, and occupational disease insurance, the employing agency shall enter into a labor contract and pay these types of insurance at the employing agency in accordance with the provisions of the law.

The monthly salary for paying insurance for these subjects is the daily salary stipulated in Clauses 2, 3, and 4, Article 4 or Clause 1, Article 6 of this Decree multiplied by 26 days.

4. The subject specified in point e, Clause 1, Article 2 of this Decree shall participate in mandatory social insurance, health insurance, unemployment insurance, work injury insurance, and occupational disease insurance in accordance with the provisions of Clauses 1, 2, and 3 of this Article.

Article 14. Sick Leave and Maternity Leave Benefits

Subjects specified in Clause 1 of Article 2 of this Decree shall enjoy the following benefits when they are sick or on maternity leave:

1. Enjoy social insurance and health insurance benefits as prescribed by law.

2. The employing agency shall cover the costs for medical examination and treatment outside the scope covered by health insurance and at the level exceeding the health insurance benefit.

3. The employing agency shall pay the difference (if any) when the allowance for days off for medical examination and treatment paid by the social insurance agency is lower than the salary stipulated in Clauses 2, 3, 4, and 5 of Article 4 or Clause 1 of Article 6 of this Decree.

Article 15. Work Injury and Occupational Disease Benefits

1. Subjects specified in Clause 1 of Article 2 of this Decree who suffer work injuries or occupational diseases shall enjoy the following benefits:

a) Timely first aid and emergency care by the employing agency, and advance payment for first aid, emergency care, and treatment costs;

b) Payment by the employing agency for medical expenses from first aid and emergency care until stable recovery, including payment for co-payment costs and expenses not included in the health insurance reimbursement list; payment for labor capacity assessment fees for cases with a labor capacity reduction of less than 5%, as certified by the employing agency and referred to the Medical Assessment Board;

c) Full payment of salary according to Article 4 or Article 6 of this Decree during training and competition breaks due to treatment and functional recovery;

d) Compensation or assistance and referral for medical assessment according to Clauses 4, 5, 6, and 7 of Article 38 and Article 39 of the Labor Safety and Health Law;

e) Enjoy social insurance benefits for work injuries and occupational diseases as prescribed in Section 3, Chapter III of the Labor Safety and Health Law.

2. Subjects specified in Clause 1 of Article 2 of this Decree shall not be entitled to benefits from the employing agency or management if the work injury falls under one of the causes specified in Article 40 of the Labor Safety and Health Law.

3. The employing agency shall be responsible for reporting, investigating, and reporting work injuries in accordance with Chapter III of Decree No. 39/2016/NĐ-CP dated May 15, 2016, detailing the implementation of certain provisions of the Labor Safety and Health Law.

Article 16. Insurance Coverage During Training and Competition Abroad

Subjects specified in Clause 1 of Article 2 of this Decree shall purchase insurance according to the regulations of the organizing unit, international sports organizations, or the country where the training and competition activities take place.

Chapter VI
AWARD PRIZE MONEY

Article 17. Prize Money Levels for Athletes Achieving Results at International Sports Congresses and Competitions

1. Athletes achieving results at international sports congresses and competitions shall receive prize money levels as set out in Appendix I attached to this Decree.

Group I, II, and III sports are defined based on sports included in the Olympic Games, Asian Games (ASIAD), and other international sports competitions.

2. Athletes achieving results at world cup, Asian cup, Southeast Asian cup competitions; world youth championships; Asian and Southeast Asian youth championships shall receive prize money equal to 50% of the prize money for corresponding international championships as stipulated in Clause 1 of this Article.

3. Athletes achieving results at world, Asian, and Southeast Asian youth championships with age categories shall receive maximum prize money equal to 50% of the prize money stipulated in Clause 1 of this Article, specifically as follows:

a) For athletes under 12 years old: Prize money equals 20% of the corresponding prize money stipulated in Clause 1 of this Article;

b) For athletes aged 12 to under 16 years old: Prize money equals 30% of the corresponding prize money stipulated in Clause 1 of this Article;

c) For athletes aged 16 to under 18 years old: Prize money equals 40% of the corresponding prize money stipulated in Clause 1 of this Article;

d) For athletes aged 18 to under 21 years old: Prize money equals 50% of the corresponding prize money stipulated in Clause 1 of this Article.

4. Athletes achieving results in team sports events shall receive prize money equal to the number of winners as stipulated by the competition rules multiplied by the corresponding prize money stipulated in Clauses 1, 2, and 3 of this Article.

5. For sports events where individual and team medals are determined from the same performance, starting from the second medal onwards, the total prize money for athletes shall be the number of winners multiplied by 50% of the corresponding prize money stipulated in Clauses 1, 2, 3, and 4 of this Article.

Article 18. Amount of monetary awards for coaches achieving results at international sports congresses and competitions

Coaches directly training athletes who achieve results at international sports congresses and competitions shall be entitled to the following award amounts:

1. Coaches directly training athletes who achieve results in individual events at international sports competitions shall be entitled to a common award amount equal to the award amount for athletes.

2. Coaches directly training teams that achieve results in team events at international sports competitions shall be entitled to a common award amount equal to the award amount for athletes who win medals multiplied by the number of coaches, as follows: less than four athletes participating in the competition, the common award amount is calculated for one coach; from four to eight athletes participating in the competition, the common award amount is calculated for two coaches; from nine to twelve athletes participating in the competition, the common award amount is calculated for three coaches; from thirteen to fifteen athletes participating in the competition, the common award amount is calculated for four coaches; more than fifteen athletes participating in the competition, the common award amount is calculated for five coaches.

3. The distribution ratio of monetary awards among coaches shall be implemented according to the principle: Coaches directly coaching the team shall receive 60%, of which the coach directing the athlete achieving the result shall receive 30%, and the remaining coaches shall receive 30%; coaches directly training athletes at the base before joining the team shall receive 40%.

4. For events where competition results are used to determine medals for both individual and team events in the same competition, starting from the second medal onwards, the common award amount for coaches shall be the number of people receiving awards multiplied by 50% of the corresponding award amount stipulated in Clauses 1, 2, 3, and 4 of Article 17 of this Decree.

Article 19. Amount of monetary awards for other subjects

1. Coaches and athletes achieving results at international sports congresses and competitions for persons with disabilities shall be entitled to monetary awards according to Appendix II issued together with this Decree. Coaches and athletes achieving results at Asian, Southeast Asian Para Youth Games, World Para Youth Championships, Asian, and Southeast Asian Para Youth Championships shall be entitled to monetary awards equal to 50% of the corresponding award amount stipulated in Appendix II issued together with this Decree.

The number of coaches and athletes entitled to monetary awards at international sports congresses and competitions for persons with disabilities is specified in Clause 4 of Article 17 and Article 18 of this Decree.

For events where competition results are used to determine medals for both individual and team events in the same competition, starting from the second medal onwards, the common award amount for coaches and athletes with disabilities shall be the number of people receiving awards multiplied by 50% of the corresponding award amount stipulated in this clause.

Group I sports are those included in the Paralympic Games competition program, while Group II sports are the remaining ones.

2. Coaches and athletes achieving results at world, Asian, and Southeast Asian sports congresses and competitions for students and university students shall be entitled to monetary awards equal to 30% of the award amount stipulated in Articles 17 and 18 of this Decree.

Chapter VII
IMPLEMENTATION

Article 20. Funding for Implementation

1. The funding for the benefits prescribed in this Decree shall be allocated in the annual state budget for physical culture and sports according to the current state regulations on分级管理的国家预算:

a) The Ministry of Culture, Sports and Tourism shall pay the salaries stipulated in Article 4, the nutritional allowances stipulated in Article 5, the special allowances stipulated in Articles 6 and 8, health care and treatment of injuries stipulated in Article 9, tuition fees stipulated in Articles 10 and 11 of this Decree, mandatory social insurance contributions, medical insurance, unemployment insurance, work injury insurance, occupational disease insurance, insurance when training and competing abroad, costs for medical examination and treatment, accident expenses, and compensation payments as prescribed for members of national sports teams; pay bonuses to coaches and athletes of national teams and national youth teams who achieve results at international games and competitions;

b) Ministries, sectors, People's Committees of provinces and centrally-run cities shall pay the salaries stipulated in Article 4, the nutritional allowances stipulated in Article 5, the special allowances stipulated in Articles 7 and 8, health care and treatment of injuries stipulated in Article 9, tuition fees stipulated in Articles 10 and 11 of this Decree, mandatory social insurance contributions, medical insurance, unemployment insurance, work injury insurance, occupational disease insurance, insurance when training and competing abroad, costs for medical examination and treatment, accident expenses, and compensation payments as prescribed for members of sports teams under their management; set bonus levels and pay bonuses to coaches and athletes who achieve results at national sports competitions and sports competitions organized by ministries, sectors, provinces, and centrally-run cities in accordance with the law.

2. The preparation of budgets, execution of budgets, and settlement of accounts for the implementation of benefits for members of sports teams prescribed in this Decree shall be carried out in accordance with the provisions of the law.

3. The State encourages organizations, units, and individuals to mobilize other legitimate sources of funding to supplement support and encourage coaches and athletes during concentrated training and competition periods.

Article 21. Organization of Implementation

1. Responsibilities of Ministries:

a) The Minister of Culture, Sports and Tourism shall decide the list of sports disciplines belonging to Groups I, II, and III; the categories of coaches and athletes eligible for monetary rewards upon achieving results at international sports competitions as stipulated in Articles 17, 18, and 19 of this Decree;

b) The Minister of Education and Training shall be responsible for detailing the cultural education for athletes as prescribed in Articles 10 and 11 of this Decree; detailing the educational qualifications and individual achievements in the field of physical culture and sports required to register for employment as teachers as stipulated in Clause 2 of Article 12 of this Decree;

c) The Ministers of National Defense and Public Security shall be responsible for guiding the implementation of benefits and policies for members of sports teams participating in concentrated training and competition within their jurisdiction in accordance with this Decree, taking into account military, defense, and security characteristics.

2. Responsibilities of Provincial People's Councils and People's Committees: Implementing this Decree and issuing standards and norms for expenditures for members of sports teams under their jurisdiction in accordance with the law on the state budget, consistent with local budget balancing capabilities.

3. Responsibilities of management agencies and user agencies:

a) To enter into employment contracts or labor contracts and implement the benefits for members of sports teams as prescribed in this Decree;

b) To organize supplementary cultural education for athletes after they participate in domestic and international sports competitions; to pay related costs for organizing supplementary cultural education for athletes;

c) To implement health care and injury treatment for athletes under their management.

Article 22. Effectiveness

1. This Decree shall take effect from February 15, 2026.

2. The Decree No. 152/2018/NĐ-CP dated November 7, 2018 of the Government stipulating certain regimes for coaches and athletes during concentrated training and competition periods; Chapter II of the Decree No. 36/2019/NĐ-CP dated April 29, 2019 of the Government detailing certain provisions of the Law amending and supplementing some articles of the Sports Law shall cease to be effective from the date this Decree takes effect.

3. In cases where the legal normative documents referred to and applied in this Decree are amended, supplemented, or replaced, the relevant contents shall be implemented according to the amended, supplemented, or replacing documents.

Article 23. Responsibility for Implementation

The Minister, the Heads of ministerial-level agencies, the Heads of government agencies, and the Chairpersons of the People's Committees of provinces and centrally governed cities shall be responsible for implementing this Decree.
