JOINT CIRCULAR 34A/2001/TTLT-BTCCBCP-BTC-BTP OF THE GOVERNMENT ORGANIZATION AND CIVIL SERVICE BOARD - MINISTRY OF FINANCE AND MINISTRY OF JUSTICE DATED JUNE 21, 2001 GUIDING REGULATIONS ON ALLOWANCES FOR ENFORCEMENT OFFICERS IN CIVIL EXECUTION
Pursuant to Decision No. 76/2001/QĐ-TTg dated May 14, 2001 of the Prime Minister on allowances for enforcement officers in civil execution; the Government Organization and Civil Service Board, the Ministry of Finance, and the Ministry of Justice jointly issue guidelines for implementing allowances for enforcement officers in civil execution as follows:
I. OBJECTS AND AMOUNT OF ALLOWANCES:
Enforcement officers working at civil execution agencies shall be entitled to an allowance of 100,000 VND per person per month.
II. SOURCE OF FUNDS AND METHOD OF PAYMENT:
1. Funding sources:
The source of funds for implementing the allowance regime mentioned above shall be allocated from the annual budget of agencies with eligible recipients as stipulated in Section I of this Circular.
2. Method of payment:
- Allowances for enforcement officers belonging to a unit shall be paid by that unit.
- The allowance amount specified in this Circular shall be calculated and paid together with monthly salary and shall not be counted towards social insurance and health insurance benefits.
3. Management and settlement of funds:
The management, distribution, accounting, and settlement of funds under this allowance regime shall be conducted according to current financial management regulations and recorded under item 102, sub-item 08 of the State budget classification corresponding to the relevant chapter, type, section, and category.
III. IMPLEMENTATION:
This Circular takes effect from July 1, 2001. Any difficulties encountered during implementation should be promptly reported to the relevant ministries for study and resolution.
