Pursuant to Decree No. 29/2004/NĐ-CP dated January 16, 2004 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Trade;
Pursuant to Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government detailing the implementation of the Law on Trade concerning international trade activities and agency buying, selling, processing, and transiting goods with foreign countries;
Pursuant to Circular No. 04/2006/TT-BTM dated April 6, 2006 of the Ministry of Trade guiding certain provisions detailed in Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government detailing the implementation of the Law on Trade concerning international trade activities and agency buying, selling, processing, and transiting goods with foreign countries;
After consultation and agreement with the Ministry of Industry, the Ministry of Finance, and the Ministry of Agriculture and Rural Development;
At the proposal of the Director of the Import-Export Department,

Article 1. The quota tariff volume for imported goods in 2007 is as follows:

Article 2. The principle of permit under the quota tariff system, the entities eligible for allocation of quota tariff and procedures for issuing permits under the quota tariff shall be implemented in accordance with Circular No. 04/2006/TT-BTM dated April 6, 2006 of the Ministry of Trade guiding certain provisions detailed in Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government detailing the implementation of the Law on Trade concerning international trade activities and agency buying, selling, processing, and transiting goods with foreign countries.

Article 3. For refined sugar and raw sugar, the Ministry of Trade shall issue quota tariff import permits to traders using sugar as raw material for production upon confirmation by the Ministry of Industry.

Article 4. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
