Repeals the1. The Legal Affairs Department shall take the lead and coordinate with relevant units to advise and assist the Minister in inspecting and handling regulatory legal documents within the responsibility and inspection authority of the Minister, urging and directing the inspection and handling of regulatory legal documents at the Ministry of Industry and Trade; urging, coordinating, guiding, and compiling the results of reviewing and systematizing common regulatory legal documents of the Ministry of Industry and Trade.

The Minister of Industry and Trade promulgates this Circular amending and supplementing certain articles of Circulars issued by the Minister of Industry and Trade in the field of franchising, representative offices, and branches of foreign traders, trading activities, and other activities directly related to trading activities of foreign service providers.Article 1. The Minister of Industry and Trade issues this Circular to repeal legal normative documents issued by the Minister of Industry and Trade.
Repeal all legislative regulatory documents as follows:
Repeals entirely the following legal normative documents issued by the Minister of Industry and Trade:
1. Decision No. 1310/2003/QĐ-BTM dated October 14, 2003 of the Minister of Trade on the issuance of regulations for upgrading market inspectors to chief market inspectors.
2. Decision No. 2453/2005/QĐ-BTM dated October 3, 2005 of the Minister of Trade on the issuance of regulations on remuneration for public service duties for trade management officials.
3. Decision No. 04/2008/QĐ-BCT dated March 3, 2008 of the Minister of Industry and Trade on the issuance of standards for Directors of Provincial Industry and Trade Departments.
4. Circular No. 06/2012/TT-BCT dated March 27, 2012 of the Minister of Industry and Trade detailing procedures and formalities for issuing permits for the establishment and operation of foreign trade promotion organization representative offices in Vietnam.
5. Circular No. 12/2014/TT-BCT dated March 31, 2014 of the Minister of Industry and Trade on the calculation of average retail electricity prices.
6. Circular No. 14/2014/TT-BCT dated May 26, 2014 of the Minister of Industry and Trade on the procedures for verification and administrative penalties in the power sector within the authority of the head of the Electricity Regulatory Authority.
7. Circular No. 23/2014/TT-BCT dated July 25, 2014 of the Minister of Industry and Trade on the procedures for drafting, reviewing, and approving domestic design and manufacturing contracts for thermal power plant auxiliary equipment.

Article 2. Implementation clause
1. This Circular takes effect from February 10, 2023.
2. The Head of the Department of Legal Affairs, the Director of the Ministry's Office, the Heads of units under the Ministry of Industry and Trade, and related agencies, organizations, and individuals are responsible for implementing this Circular./.
