CIRCULAR

Repealing certain regulatory legal documents

issued by the MinisterThe Ministry of Transport issues

Pursuant to the Law on Legislative Regulatory Acts dated June 22, 2015; the Law Amending and Supplementing Certain Provisions of the Law on Legislative Regulatory Acts dated June 18, 2020;

Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and measures for implementing the Law on Legislative Regulatory Acts; Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing certain provisions of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and measures for implementing the Law on Legislative Regulatory Acts;

Pursuant to Decree No. 56/2022/NĐ-CPThe Minister of Transport issues this Circular stipulating job codes, occupational standards, and salary grading for maritime search and rescue professionals and maritime security information professionals.

At the proposal of the Director of the Legal Department;

The Minister of Transport hereby issues this Circular to abolish certain legislative regulatory acts issued by the Minister of Transport.

This Circular takes effect from January 25, 2026.

Abolish all legislative regulatory acts within the authority of the Minister of Transport:

1. Circular No. 31/2012/TT-BGTVT dated August 1, 2012 of the Minister of Transport stipulating responsibilities and handling violations in the management and maintenance of road traffic infrastructure.

2. Circular No. 65/2014/TT-BGTVT dated November 10, 2014 of the Minister of Transport promulgating economic-technical norms applicable to public bus passenger transport.

3. Circular No. 13/2015/TT-BGTVT dated April 21, 2015 of the Minister of Transport announcing the list of goods subject to specialized management by the Ministry of Transport under Decree No. 187/2013/NĐ-CP dated November 20, 2013 of the Government.

Article 2. Repealing part of legal normative documents

Abolish Article 8 of Circular No. 08/2015/TT-BGTVT dated April 14, 2015 of the Minister of Transport regarding rescue operations and budget estimates for rescue operations on expressways.

Article 3. Implementation Provisions

1. This Circular takes effect from March 1, 2023.

The Head of the Ministry's Office, the Inspector General, Heads of Departments, Directors of Transport Departments and Transport and Construction Departments of provinces and centrally administered cities, Heads of agencies, organizations, and individuals concerned shall be responsible for implementing this Circular./.
