1. Amend and supplement Clause 2, Clause 3 Article 9 as follows:
||| "2. Before the fifth day of each month, traders shall report to the Ministry of Industry and Trade, the Department of Industry and Trade where the trader has its principal office, warehouse, milling or processing facility, and simultaneously send a copy to the Vietnam Food Association regarding the actual stock of paddy and rice held by the trader according to specific types for data compilation to serve management purposes. The reporting form is specified in Appendix II attached to this Circular."
||| 3. The reports prescribed in Clause 1 and Clause 2 of this Article and Clause 1 of Article 10 of this Circular shall be submitted in electronic data format to the Ministry of Industry and Trade (Department of Import-Export) via email: [email protected]. After the reporting software is officially announced and put into operation by the Ministry of Industry and Trade, traders shall submit reports through the software.
||| In case the reporting software encounters technical issues affecting the submission of data, traders are responsible for updating the data from the time of the technical issue until the system resumes operation and submitting the report via email: [email protected] within five days from the date the software returns to normal operation."
2. Amend Clause 1 Article 10 as follows:
"1. Traders shall submit quarterly and annual periodic reports according to Form No. 04 specified in the Appendix accompanying Decree No. 107/2018/NĐ-CP.
||| Quarterly periodic reports shall be submitted to the Ministry of Industry and Trade before the twentieth day of the first month of the next quarter. Annual periodic reports shall be submitted to the Ministry of Industry and Trade before January twentieth of the following year."
Article 2. ||| Repealing Article 26 of Circular No. 42/2019/TT-BCT dated December 18, 2019 of the Minister of Industry and Trade amending and supplementing certain provisions on periodic reporting regimes in Circulars issued by the Minister of Industry and Trade or jointly issued
Article 3. Implementation
1. The E-commerce and Digital Economy Department shall take the lead and coordinate with the Department of Import-Export and related units to develop software to support traders' reporting work in rice export business.
Funding for the development, maintenance, and enhancement of the software to support traders' reporting work in rice export business shall be guaranteed from the state budget or raised from other sources of funding.
2. The Ministry of Planning and Investment shall guide affiliated units in the preparation of budgets, review, and consolidation into the annual budget of the Ministry.
3. During the implementation of reporting through the software, if any issues arise, traders engaged in rice export business shall reflect them to the Ministry of Industry and Trade (Department of Import-Export) for resolution.
Traders are responsible for updating into the software announced by the Ministry of Industry and Trade all contents of the reports from January 1, 2025, until the date the software is officially operational.
Article 4. Effectiveness
1. This Circular takes effect from July 18, 2025.
||| 2. During the implementation of this Circular, if there are arising issues or difficulties, agencies, organizations, and rice exporting traders shall reflect them to the Ministry of Industry and Trade (Department of Import-Export) for consideration and resolution./.
