Pursuant to the Law on Prices No. 16/2023/QH1 amended and supplemented by Law No. 140/2025/QH15;
Pursuant to the Government Decree No. 40/2025/NĐ-CP stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade amended and supplemented by Government Decree No.109/2025/NĐ-CP and Decree No. Decision No. 193/2025/NĐ-CP;
Pursuant to the Government Decree No. 85/2024/NĐ-CP detailing certain provisions of the Law on Prices amended and supplemented by Government Decree No. 128/2026/ND-CP;
The Minister of Industry and Trade issues this Circular amending and supplementing certain provisions of Circulars issued by the Minister of Industry and Trade in the field of market management."
The Minister of Industry and Trade hereby issues this Circular regulating the economic and technical characteristics for goods listed in the Price Stabilization Goods and Services Catalogue and the Goods and Services Catalogue subject to price declaration under the management of the Ministry of Industry and Trade.
Article 1. Scope of Regulation and Applicability
Article 1. This Circular regulates the economic and technical characteristics for goods listed in the Price Stabilization Goods and Services Catalogue and the Goods and Services Catalogue subject to price declaration under the management of the Ministry of Industry and Trade.
Article 2. The subjects to which this Circular applies include: Organizations and individuals engaged in the sale of price-stabilized goods and those implementing price declarations in the field of industry and trade; state agencies and other organizations and individuals related thereto.
Article 2. Economic and Technical Characteristics of Goods Listed in the Price Stabilization Goods and Services Catalogue and the Goods and Services Catalogue Subject to Price Declaration Under the Management of the Ministry of Industry and Trade
The detailed name and specific type of economic and technical characteristics of goods listed in the Price Stabilization Goods and Services Catalogue and the Goods and Services Catalogue subject to price declaration under the management of the Ministry of Industry and Trade are specified in the Appendix attached hereto.
Article 3. Effectiveness
Clause 1. This Circular shall take effect from August 17, 2026.
Clause 2. During implementation, if there are difficulties or obstacles, relevant agencies, organizations, and individuals shall promptly report in writing to the Ministry of Industry and Trade for guidance or research on amendments and supplements as appropriate./.
