THE MINISTER OF CULTURE AND INFORMATION
Pursuant to the Government Decree No. 63/2003/NĐ-CP dated June 11, 2003 on the functions, tasks, powers, and organizational structure of the Ministry of Culture and Information;
Pursuant to the Prime Minister's Decision No. 340/2005/QĐ-TTg dated December 20, 2005 on the reorganization of units under the Ministry of Culture and Information;
Based on the proposal of the Director of the Vietnamese Traditional Opera Theatre and the Head of the Cadre and Civil Servant Department,
DECISION:
Article 1. Position and Functions
The Vietnamese Traditional Opera Theatre (international trade name: Vietnam Cheo Theatre) is a cultural and information service unit with revenue, directly under the Ministry of Culture and Information, with the function of performing traditional cheo opera; preserving and promoting the traditional values of cheo art in Vietnam. The Vietnamese Traditional Opera Theatre has legal personality, its own seal, and is entitled to open accounts at the State Treasury and banks.
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;
1. Submit to the Minister of Culture and Information for approval the development planning and annual activity plans of the Theatre, and implement them after approval.
2. Stage programs, plays, and performances of cheo opera on folk, historical, and contemporary themes, ensuring national characteristics and modernity according to the artistic orientation of the Ministry of Culture and Information. Organize cheo opera performances to serve audiences, enhancing their cultural, spiritual, and aesthetic life.
3. Research, collect, restore, edit, inherit, and selectively promote the ancient cheo repertoire of Vietnam; develop experimental modern cheo performances. Summarize experiences and improve the quality of artistic creation and performance to preserve and develop cheo art in Vietnam.
4. Perform for political tasks; cooperate, exchange, and introduce cheo art internationally as directed by the Ministry of Culture and Information.
5. Organize training and capacity building for actors and staff of the Theatre in accordance with their professional requirements.
6. Organize revenue-generating services consistent with the Theatre's functions and tasks and in compliance with the law.
7. Manage the organizational structure, staffing, and personnel; implement state regulations and decentralized management policies for actors, staff, and workers under the Theatre's jurisdiction.
8. Manage and utilize land, finance, assets, and budgets allocated from the state and other sources in accordance with state regulations.
9. Performing other tasks assigned by the Minister.
Article 3. Organizational Structure
1. Leadership of the Theatre.
Director and Deputy Directors.
2. Functional Departments, Performance Groups, and Affiliated Organizations:
2.1. Administrative and General Affairs Department;
2.2. Performance Organization Department;
2.3. Art Department;
2.4. Performance Group I;
2.5. Performance Group II;
2.6. Performance Group III;
2.7. Kim Ma Theatre Management Board.
The Director of the Vietnamese Traditional Opera Theatre is responsible for specifying the specific functions and duties; arranging cadres and performers according to the job titles and professional standards for departments, performance groups, and affiliated organizations of the Theatre; drafting the operational rules of the Theatre for submission to the Minister for approval.
Article 4. Effective date
This Decision takes effect fifteen days from the date of signature, replacing Decision No. 302/VHTT-QĐ dated April 10, 1978 of the Minister of Culture and Information.
Article 5. Responsibilities for Implementation
The Chief of the Office, Heads of the Cadre and Civil Servant Department, the Planning and Finance Department, the Performing Arts Department, the Director of the Vietnamese Traditional Opera Theatre, and heads of relevant agencies and units under the Ministry shall be responsible for implementing this Decision./.
