MINISTER OF CULTURE AND INFORMATION

Pursuant to Government Decree No. 63/2003/NĐ-CP dated June 11, 2003, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture and Information:

Pursuant to Prime Minister's Decision No. 340/2005/QĐ-TTg dated December 20, 2005, on the reorganization and restructuring of units under the Ministry of Culture and Information;

Based on the proposal of the Director of the Vietnam National Opera & Ballet and the Head of the Cadre and Civil Servant Department,

DECISION:

Article 1. Position and Functions

The Vietnam National Opera & Ballet (international name: Vietnam National Opera & Ballet) is a cultural and information service unit with revenue, directly under the Ministry of Culture and Information, with the function of performing opera and ballet arts; collecting, preserving, experimenting, and developing Vietnamese opera and ballet arts.

The Vietnam National Opera & Ballet has legal personality, its own seal, and is entitled to open accounts at the State Treasury and banks.

b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;

1. Submit to the Minister of Culture and Information for approval the development planning and annual activity plans of the theater, and organize their implementation after approval;

2. Stage programs, performances, operas, and ballets of world-class excellence, classical music excerpts, classical dance pieces, Vietnamese operas and ballets that ensure national characteristics and modernity according to the artistic orientation of the Ministry of Culture and Information. Organize performances to serve domestic and international audiences to enhance cultural, spiritual, and aesthetic life;

3. Collect, create, and experiment with operas and ballets. Summarize experiences, improve the quality of art in creation and performance to preserve and develop Vietnamese opera and ballet arts.

4. Perform services for political tasks; exchange and cooperate with foreign artistic groups according to the directives of the Ministry of Culture and Information;

5. Organize training and upgrading of professional skills for actors and staff of the theater;

6. Organize revenue-generating service activities consistent with the functions and tasks of the theater and legal regulations;

7. Manage organizational structures, staffing, and personnel; implement state policies and regulations for actors, staff, and workers within the theater's management scope according to state regulations and delegated management authority;

8. Manage and utilize land, finance, assets, and budgets allocated, and other sources of income according to state regulations;

9. Performing other tasks assigned by the Minister.

Article 3. Organizational Structure

1. Leadership of the Theater.

Director and Deputy Directors.

2. Functional Departments and Performance Groups:

2.1 Administrative Department;

2.2 Performance Organization Department;

2.3 Art Department;

2.4 Singing Group;

2.5 Music Group;

2.6 Dance Group.

The Director of the Vietnam National Opera & Ballet is responsible for defining specific functions and tasks; arranging staff and actors according to the job title structure and professional standards for departments and performance groups of the theater; establishing the operational rules of the theater to be submitted to the Minister for approval.

Article 4. Effective date

This Decision takes effect fifteen days from the date of signing, replacing Decision No. 125/VHTT-QĐ dated August 9, 1978 of the Minister of Culture and Information.

Article 5. Responsibilities for Implementation

The Chief of the Office, Heads of the Cadre and Civil Servant Department, the Planning and Finance Department, the Performing Arts Department, the Director of the Vietnam National Opera & Ballet, and heads of related agencies and units under the Ministry are responsible for implementing this Decision.
