Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of Ministries and ministerial-level agencies;

Pursuant to Government Decree No. 43/2000/NĐ-CP dated August 30, 2000 detailing and guiding the implementation of certain provisions of the Education Law;

Pursuant to Decree No. 43/2000/NĐ-CP dated August 30, 2000 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

Pursuant to Directive No. 14/2001/CT-TTg dated June 11, 2001 of the Prime Minister on reforming general education programs;

At the proposal of the Director of the Department of Continuing Education and the Director of the Institute of Educational Science,

DECISION:

Article 1. These Interim Regulations on educational objectives and teaching plans for secondary school remedial education are hereby issued as the basis for developing curricula and compiling instructional materials for secondary school remedial education.

Article 2. This Decision shall take effect fifteen days from the date of signature.

Article 3. The Heads of the Office, the Directors of the Department of Continuing Education, the Director of the Institute of Educational Science, and the heads of relevant units are responsible for implementing this Decision./.

TEMPORARY PROVISIONS

ON EDUCATIONAL OBJECTIVES AND TEACHING PLANS FOR SECONDARY SCHOOL REMEDIAL EDUCATION
(Issued together with Decision No. 36/2002/QD-BGDĐT dated August 30, 2002 of the Minister of Education and Training)

I. OBJECTIVES

1. General objectives:

Secondary school remedial education helps learners consolidate and develop the results of primary education; attain a level of education equivalent to that of secondary school; be able to participate in labor life, perform their current jobs better, seek employment, or continue vocational training and further education.

2. Specific Objectives:

Secondary school remedial education provides learning opportunities for adolescents within the compulsory secondary education age range (under 19 years old) who lack the conditions and ability to attend regular classes, and adults who can achieve a secondary school equivalent level of education through non-formal education methods.

Help learners acquire basic knowledge and skills in some subjects of the secondary school curriculum; have initial understanding of citizens' rights and obligations, technical knowledge, and career orientation; become familiar with a common foreign language (if desired) to enable learners to participate in labor life, perform their current jobs better, change jobs, seek employment, or continue vocational training and further education.

Train learners to form necessary qualities and capabilities such as effective action capability; adaptability to changes; communication and interpersonal skills with empathy; and self-study, lifelong learning capabilities to survive and develop. These are essential capabilities for new workers in the era of industrialization and modernization of the country and in response to the demands of the new era.

II. TEACHING PLAN FOR SECONDARY SCHOOL REMEDIAL EDUCATION

1. Direction for building the teaching plan for secondary school remedial education:

Emphasize the objectives of the secondary school remedial education program.

Based on the needs, conditions, and limited abilities of learners, while also considering their existing experience, practical knowledge, and social understanding. Ensure feasibility and effectiveness: Ensure that the teaching plan can be implemented under the actual conditions of the secondary school remedial education teacher workforce, facilities, and equipment in all regions of the country.

Ensure continuity and development of previous experiences in building teaching plans for secondary school remedial education programs and refer to the experiences of countries in the region and around the world.

2. Required subjects:

7 required subjects (Vietnamese Language, Mathematics, Physics, Chemistry, Biology, History, Geography).

3 recommended subjects are Civic Education, Technology, and Foreign Language (English).

In addition, each week there is one class period for class activities and one class period for school activities. For grade 9, there will be an additional session/month for career guidance activities.
