Pursuant to Decree No. 188/2007/NĐ-CP dated December 27, 2007 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Health;

Pursuant to Decision No. 36/2004/QĐ-TTg dated March 17, 2004 of the Prime Minister approving the National Strategy on HIV/AIDS Prevention and Control in Vietnam until 2010 with a vision to 2020;

At the proposal of the Director of the Department of Medical Examination and Treatment and the Director of the Department of HIV/AIDS Prevention and Control,

Article 1. Approves the National Action Program on Blood Safety to Prevent HIV Transmission for the period 2008-2010 (attached herewith), with the main contents as follows:

1. Objectives of the program

a) General objectives Transition to safe blood donors, establish a quality management system to ensure that all blood units are screened for 100% HIV.

b) Specific objectives by 2010

- Ensure that 100% of blood units and blood products (including emergency cases) are tested using ELISA or higher technology to screen for HIV infection.

- Study the quality of reagents used in HIV testing to recommend the use of high-quality reagents with high sensitivity and specificity in ELISA screening for 100% of collected blood units. Ensure the quality of HIV screening tests, establish national standard laboratories at central levels, study the quality of reagents. Train and retrain staff involved in blood safety work to enhance their knowledge about HIV and HIV screening.

- Significantly change the structure of blood donors. Promote voluntary blood donation without payment, aiming to eliminate the sale of blood. Exclude high-risk groups from donating blood, encourage repeat donations, and improve the health of blood donors.

- Enhance quality management in blood transfusion activities to ensure safe blood transfusions in accordance with legal regulations.

- Establish a unified management system for blood transfusion to prevent HIV nationwide, apply information technology in managing the blood transfusion system to prevent HIV, and build an electronic reporting system through the network to ensure comprehensive, accurate, timely, and standardized reporting.

2. Implementation measures

a) Social measures

- Strictly implement legal provisions on blood safety; develop and perfect regulatory documents on blood safety.

- Conduct guidance, inspection, and supervision of blood safety work to prevent HIV transmission from central to local levels.

- Strengthen cooperation with the Red Cross, Youth Union, and other agencies, especially with Party organizations, authorities, and all levels, focusing efforts on raising awareness about HIV and mobilizing healthy individuals without risk factors to voluntarily donate blood and maintain a safe donor pool to meet blood supply needs.

b) Technical measures

- Establish centralized blood banks (regional blood banks) through foreign aid and domestic funding, gradually modernize the blood safety system.

- Improve the quality of HIV screening for blood units and blood products before transfusion, provide sufficient and timely high-quality reagents for screening, ensure 100% HIV screening for all blood units and blood products before transfusion. Gradually socialize blood safety work through adequate pricing of blood units and blood products.

- Encourage the application of advanced medical techniques and appropriate blood transfusion indications such as partial blood transfusion, autologous blood transfusion, leukocyte filtration, etc., to reduce the risk of HIV transmission through blood transfusion.

- Adhere to the Blood Safety Regulations, appropriately prescribe blood transfusions, limit whole blood transfusions and prophylactic blood transfusions for anemia.

- Fully implement sterilization and disinfection regulations in both public and private healthcare services. Mobilize resources to build sterilization areas and equipment processing facilities meeting standards.

- Establish national reference laboratories to test blood safety quality including reagent quality, testing procedures, and equipment.

c) Measures to enhance capacity and mobilize resources

- Strengthen the capacity of the blood safety system; train staff in hematology and the healthcare sector in general to enhance their knowledge and technical skills regarding blood safety to prevent HIV transmission.

- Strengthen guidance, monitoring, and supervision of the blood safety program to prevent HIV transmission at all levels.

Article coordinating uniformly, providing technical support from central to local levels in blood safety work.

- Seek international community assistance.

Article 2. Provisions on organizational aspects

1. The Ministry of Health

a) The Department of Medical Examination and Treatment shall be the focal point, responsible for coordinating with the Department of HIV/AIDS Prevention and Control and relevant units to manage, supervise, and evaluate the national program; direct the planning and implementation of the National Action Program on Blood Safety to prevent HIV transmission until 2010.

b) The Planning and Finance Department shall be responsible for leading and coordinating with the Department of Medical Examination and Treatment and related agencies to guide financial regulations and ensure blood activities at all levels.

c) The Inspectorate of the Ministry of Health shall be responsible for leading and coordinating with the Department of Medical Examination and Treatment and relevant Departments and Bureaus to organize inspections of blood activities nationwide.

2. The National Steering Committee for Voluntary Blood Donation shall be the focal point to coordinate with the Central Institute of Hematology and Blood Transfusion, Vietnam Red Cross, Ho Chi Minh Communist Youth Union to promote the Humanitarian Blood Donation Movement, expand and develop blood donation forces in universities, agencies, enterprises, etc., call for funding from domestic and foreign organizations to enhance the effectiveness of the humanitarian blood donation program.

3. The Central Institute of Hematology and Blood Transfusion shall have the function of developing strategies, plans, organizing and implementing, inspecting, and evaluating the activities of the National Action Program on Blood Safety to prevent HIV transmission until 2010 nationwide.

4. Regional Blood Centers shall be responsible for directing professional technical matters to ensure quality and safety of blood transfusion for facilities assigned by the Ministry of Health.

5. Provincial Health Departments under centrally governed cities shall be responsible for directing the development of strategies and plans to prevent HIV infection within their jurisdictions, guiding the implementation of plans, inspecting, and supervising blood transfusion activities of units in their areas.

6. Responsibilities of blood transfusion facilities

a) Carry out professional activities according to assigned tasks, in accordance with existing material conditions, human resources, equipment, and must comply with regulations and procedures on blood safety.

b) Coordinate and support treatment facilities in safely performing clinical blood transfusions.

c) Coordinate with organizations and mass organizations in voluntary blood donation campaigns.

7. Responsibilities of treatment facilities using blood

a) Ensure quality in blood safety, perform clinical blood transfusions in accordance with regulations and procedures on blood safety.

b) Coordinate with blood transfusion facilities to ensure safe clinical blood transfusions.

Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Article 4. The Heads of the Ministry's Office, the Director of the Department of Medical Examination and Treatment, the Director of the Department of HIV/AIDS Prevention and Control, the Head of the Legal Affairs Department, heads of subordinate units of the Ministry, Directors of Health Departments of provinces and centrally governed cities, health chiefs of sectors and related units are responsible for implementing this Decision.
