JOINT CIRCULAR

Regulations on code number and qualification standards for career titles of civil servants in the field of natural resources and environment investigation

teaching in public higher education institutions

Pursuant to the Civil Servant Law dated November 15, 2010;

Pursuant to Decree No. 29/2012/NĐ-CP dated April 12, 2012 of the Government on recruitment, utilization, and management of civil servants;

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 58/2014/NĐ-CP dated June 16, 2014, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;

The Minister of Education and Training and the Minister of Interior shall jointly issue a Circular to specify the job code and standards for teaching staff in public higher education institutions.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

1. This Circular specifies the job code and standards for teaching staff in public higher education institutions, including: National Universities, regional universities, academies, public universities, and public colleges within the national education system.

2. This Circular applies to teaching staff working in public higher education institutions and other related organizations and individuals.

Article 2. Job Code and Classification of Teaching Staff in Public Higher Education Institutions

The job titles of teaching staff in public higher education institutions include:

1. Senior Lecturer (Class I)                 Job Code: V.07.01.01

2. Principal Lecturer (Class II)                    Job Code: V.07.01.02

3. Lecturer (Class III)                            Job Code: V.07.01.03

Article 3. Professional Ethics Standards for Teaching Staff in Public Higher Education Institutions

Implement the Regulations on Teachers' Professional Ethics issued together with Decision No. 16/2008/QD-BGDĐT dated April 16, 2008, by the Minister of Education and Training, and other current laws.

Chapter II

OCCUPATIONAL STANDARDS

Article 4. Senior Lecturer (Class I) - Job Code: V.07.01.01

1. Duties:

a) Teach at the college and university levels or higher; guide and grade final projects and theses for college and university graduates; guide master's theses and doctoral dissertations; chair or participate in doctoral dissertation evaluation boards;

b) Chair the development of training plans, contents, and programs for majors; propose directions and measures for the development of fields or majors;

c) Chair or participate in the compilation of textbooks, reference books, monographs, guides, translations of foreign language books and textbooks into Vietnamese (hereinafter referred to as educational materials). Proactively update scientific achievements into training content and programs; innovate teaching methods and assessment methods to improve student learning outcomes;

d) Chair or participate in research programs and topics; guide research for teams or groups;

đ) Chair or participate in evaluating research proposals and topics; organize and present scientific reports at conferences and seminars. Chair or participate in the acceptance and publication of scientific reports, research works, and experience exchanges contributing to the development of departments and majors;

e) Participate in international cooperation activities and ensure the quality of higher education;

g) Organize guidance for students in scientific research; instruct students effective study and research methods; identify students' strengths and organize training and talent development;

h) Organize scientific and technological consulting activities, technology transfer services for economic, social, defense, and security purposes;

i) Engage in professional development to enhance expertise and vocational skills;

k) Chair or participate in the development of teaching staff according to the requirements of departmental or major professional development;

l) Participate in management tasks, Party and mass organization work, and other assigned tasks.

2. Qualifications regarding education and training:

a) Hold a doctorate degree relevant to the position and teaching field;

b) Have a certificate in pedagogical training for lecturers;

c) Have a certificate in senior lecturer training (Class I);

d) Possess a minimum level 4 (B2) in foreign languages as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training regarding the six-level foreign language proficiency framework for Vietnam;

For lecturers teaching foreign languages, their second foreign language must also reach level 4 (B2) as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training regarding the six-level foreign language proficiency framework for Vietnam;

đ) Possess basic computer skills as specified in Circular No. 03/2014/TT-BTTTT dated March 11, 2014, issued by the Ministry of Information and Communications regarding the standard for information technology skills;

3. Qualifications regarding professional expertise and skills:

a) Have in-depth knowledge of the subjects assigned to teach and solid knowledge of some related subjects within the assigned major;

b) Be well-versed in the practical aspects and trends of teaching and research in the assigned major;

c) Chair the implementation of at least two (2) research projects at the institutional level or one (1) higher-level research project that has been accepted with satisfactory results;

d) Guide at least two (2) successful master's thesis defenses or one (1) successful doctoral dissertation defense;

For lecturers teaching health sciences, guiding one (1) successful postgraduate diploma defense is equivalent to guiding one (1) successful master's thesis defense;

For lecturers teaching arts, one (1) award-winning research or creative work can substitute for guiding one (1) doctoral candidate;

For lecturers not involved in guiding master's theses or doctoral dissertations, the number of accepted research projects must be twice the number required under Point c Clause 3 of this Article;

đ) Chair the compilation of at least two (2) educational materials used in teaching and training.

e) Have at least six (6) scientific articles published, including: Scientific articles published in scientific journals; scientific reports presented at national or international conferences and workshops and published in conference proceedings; results of applying science and technology (hereinafter referred to as scientific articles);

g) A staff member promoted from the title of Associate Professor (Class II) to the title of Senior Professor (Class I) must have held the title of Associate Professor (Class II) or equivalent for a minimum of six (6) years, with at least two (2) years in the most recent period holding the title of Associate Professor (Class II).

Article 5. Associate Professor (Class II) - Code: V.07.01.02

1. Duties:

a) Teaching, guiding, and grading final projects and graduation theses at the college and bachelor's levels;

b) Participating in teaching postgraduate programs at the master's and doctoral levels and guiding, evaluating master's theses and doctoral dissertations if they meet the required criteria;

c) Leading or participating in developing plans, contents, and training programs; proposing policies, directions, and measures for the development of the assigned field or specialty;

d) Leading or participating in compiling books for training purposes. Proactively proposing solutions to improve teaching quality, examination methods, and assessment of students' learning outcomes and discipline;

đ) Leading or participating in implementing research programs and topics. Participating in evaluating research proposals and topics; writing and participating in presenting scientific reports at conferences and workshops;

e) Participate in international cooperation activities and ensure the quality of higher education;

g) Participating in class headmaster duties, academic advising; guiding discussions, practical exercises, experiments, internships;

h) Participating in scientific and technological consulting activities, technology transfer services for economic, social, defense, and security purposes;

i) Engage in professional development to enhance expertise and vocational skills;

k) Participating in training lecturers according to the requirements for professional development of the department or specialty;

l) Participate in management tasks, Party and mass organization work, and other assigned tasks.

2. Qualifications regarding education and training:

a) Hold a master's degree or higher relevant to the job position and teaching specialty;

b) Have a certificate in pedagogical training for lecturers;

c) Hold a certificate for training associate professors (Class II);

d) Possess a foreign language proficiency level of B1 as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training on the Six-Level Foreign Language Proficiency Framework for Vietnam;

For lecturers teaching foreign languages, the second foreign language proficiency level must reach B1 as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training on the Six-Level Foreign Language Proficiency Framework for Vietnam;

đ) Possess basic computer skills as specified in Circular No. 03/2014/TT-BTTTT dated March 11, 2014, issued by the Ministry of Information and Communications regarding the standard for information technology skills;

3. Qualifications regarding professional expertise and skills:

a) Have a solid grasp of the subjects assigned to teach and basic knowledge of related subjects within the assigned training specialty;

b) Be thoroughly familiar with the objectives, plans, contents, and programs of the subjects assigned to teach; understand the practical requirements for the training specialty;

c) Lead the implementation of at least one (1) research project at the institutional or higher level that has been accepted with satisfactory results or better;

d) Lead or participate in compiling at least one (1) book for training purposes used in teaching and training;

đ) Have at least three (3) published scientific articles;

e) A staff member promoted from the title of Lecturer (Class III) to the title of Associate Professor (Class II) must have held the title of Lecturer (Class III) or equivalent for a minimum of nine (9) years for those with a master's degree, and six (6) years for those with a doctoral degree; with at least two (2) years in the most recent period holding the title of Lecturer (Class III).

Article 6. Lecturer (Class III) - Code: V.07.01.03

1. Duties:

a) Teach, guide, and grade final projects and graduation theses at the college and university levels. During the period of assisting lecturers, lecturers shall support senior lecturers, associate professors, and professors in teaching activities, including preparing lectures, tutoring, guiding exercises, discussions, experiments, practices, and grading assignments;

b) Participating in teaching postgraduate programs at the master's and doctoral levels and guiding, evaluating master's theses and doctoral dissertations if they meet the required criteria;

c) Participate in building plans, contents, and training programs; participate in innovating teaching methods, examination and evaluation methods for students' learning outcomes and training;

d) Lead or participate in compiling books for training purposes;

đ) Organize and participate in scientific research activities; write and participate in scientific reports at conferences and seminars; participate in implementing technology transfer activities to production bases;

e) Participate in international cooperation activities and ensure the quality of higher education;

g) Participate in class management, academic advising; guide discussions, practices, experiments, and internships;

h) Engage in professional development to enhance expertise and vocational skills;

i) Participate in management work, Party and mass organization activities, and perform other assigned tasks;

2. Qualifications regarding education and training:

a) Hold a bachelor's degree or higher that is relevant to the job position and teaching specialty;

b) Have a certificate in pedagogical training for lecturers;

c) Possess a foreign language proficiency level of Level 2 (A2) as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training on the Foreign Language Competency Framework for Vietnam with six levels;

For lecturers teaching foreign languages, the second foreign language proficiency level must reach Level 2 (A2) as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training on the Foreign Language Competency Framework for Vietnam with six levels;

d) Possess computer skills meeting the basic standard for information technology usage as stipulated in Circular No. 03/2014/TT-BTTTT dated March 11, 2014, issued by the Ministry of Information and Communications on the Standard for Information Technology Usage Skills;

3. Qualifications regarding professional expertise and skills:

b) Understanding and correctly implementing the goals, plans, contents, and curricula of the assigned subjects within the training program;

b) Master the objectives, plans, contents, and programs of courses assigned within the training specialty. Identify practical aspects and trends in training and research in the specialty both domestically and internationally;

c) Compile lesson plans, collect related reference materials for the subject, lead or participate in compiling textbooks, exercise guides, practice manuals, and experiment manuals;

d) Have the ability to participate in scientific research and organize scientific research for students; apply and implement research and technological results in educational and training activities, production, and daily life;

đ) Have effective teaching methods suitable for course content; achieve teaching standards or above;

Chapter III

IMPLEMENTING PROVISIONS

Article 7. Effective Date

1. This Circular takes effect from February 1, 2015.

2. This Circular replaces Decision No. 538/TCCP-TC dated December 18, 1995, of the Minister, Head of the Civil Service Organization and Cadre Department of the Government on changing the titles of teaching civil service positions and the professional standards of these positions in universities and colleges;

3. Abolish the professional standards of teaching civil service positions in the education and training sector at the university and college levels as stipulated in Decision No. 202/TCCP-VC dated June 8, 1994, of the Minister, Head of the Civil Service Organization and Cadre Department of the Government on issuing the professional standards of civil service positions in the education and training sector;

4. Abolish the provisions regarding the list of teaching staff positions in public higher education institutions in the List of Civil Service Positions and Staff Positions issued together with Decision No. 78/2004/QĐ-BNV dated November 3, 2004, of the Minister of Home Affairs;

Article 8. Implementation organization

1. This Circular serves as the basis for implementing the recruitment, utilization, and management of teaching staff in public higher education institutions;

2. Private higher education institutions may apply the provisions of this Circular to recruit, utilize, and manage their teaching staff.

Article 9. Responsibility for implementation

1. The Minister, the Head of a ministry-level agency, the Head of an agency under the Government; the Chairman of the People's Committee of a province or centrally governed city shall be responsible for implementing this Joint Circular;

2. Any difficulties encountered during implementation should be reported to the Ministry of Education and Training for consolidation and coordination with the Ministry of Home Affairs to examine and resolve./.
