Pursuant to the Vietnam Maritime Code on November 25, 2015;
Pursuant to the Law on Inland Waterway Traffic dated June 15, 2004, and the Law Amending and Supplementing Certain Provisions of the Law on Inland Waterway Traffic dated June 17, 2014;
Pursuant to Decree No. 12/2017/NĐ-CP dated February 10, 2017, issued by the Government on the functions, tasks, powers, and organizational structure of the Ministry of Transport;
At the proposal of the Director of the Transport Department,n lthe Director of the Vietnam Maritime Administration, and the Director of the Vietnam Inland Waterways Administration;
The Minister of Transport hereby issues this Circular. "7. A flexible power plant is a thermal power plant using reciprocating internal combustion engines (RICE) or aeroderivative gas turbines (Aero-GT) with fast start-up capabilities, designed in modular form to generate electricity for balancing capacity and maintaining power system stability."to amend and supplement the Article 1. Amend and supplement some Articles of Circular No. 16/2013/TT-BGTVT dated July 30, 2013 of the Minister of Transport on management of inland waterway transport routes from the mainland to islands in Vietnam's territorial waters, which has been amended and supplemented by Circular No. 05/2017/TT-BGTVT dated February 21, 2017 of the Minister of Transport.
"Article 6. Transitional provisions: Ports and wharfs on the Sa Ky - Ly Son route must comply with current legal regulations before December 31, 2019."
1. Businesses wishing to enjoy the preferential tax treatment provided by Japan under the tariff quota for natural honey imports into Japan under the Agreement between the Socialist Republic of Vietnam and Japan on Economic Partnership must submit their application at the licensing authority (Provincial People's Committee) where the exporting business is headquartered to be confirmed.
2. Replace Appendix I of Circular No. 16/2013/TT-BGTVT dated July 30, 2013 of the Minister of Transport with Appendix I promulgated together with this Circular.

The Head of the Ministry’s Office, the Inspector General of the Ministry, the Heads of Departments, the Directors of the Vietnam Maritime Administration, the Director of the Vietnam Inland Waterways Administration, the Director of the Vietnam Ship Registry, the Directors of the Department of Transport, the Heads of agencies, organizations, and individuals concerned are responsible for implementing this Circular./.
