Decision No. 36/2020/QĐ-TTg Abolishes Certain Legal Normative Documents Issued by the Government

Pursuant to the Law on Government Organization dated June 19, 2015,

Pursuant to the Law Amending and Supplementing Several Provisions of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;

Based on the Law on Enactment of Legislative Acts dated June 22, 2015;

Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents;

At the proposal of the Minister of Justice;

The Prime Minister issues this Decision to abolish certain regulatory legal documents issued by the Prime Minister.

This Circular takes effect from January 25, 2026.

1. Circular No. 05/2000/TT-BXD dated June 27, 2000 of the Minister of Construction guiding the implementation of support for people participating in revolutionary activities before the August Revolution of 1945 to improve housing pursuant to Decision No. 20/2000/QĐ-TTg dated February 3, 2000 of the Prime Minister.

1. Decision No. 93/1999/QĐ-TTg dated April 5, 1999 of the Prime Minister regarding the allowance system for dike inspectors directly participating in flood and storm emergency response.

2. Decision No. 150/2003/QĐ-TTg dated July 22, 2003 of the Prime Minister amending and supplementing Decision No. 46/2001/QĐ-TTg on management of export and import of goods during the period 2001-2005 and Decision No. 79/2002/QĐ-TTg on management of foreign television program reception.

3. Decision No. 134/2004/QĐ-TTg dated July 20, 2004 of the Prime Minister on certain support policies for production land, residential land, housing, and drinking water for poor households of ethnic minorities with difficult living conditions.

4. Decision No. 198/2007/QĐ-TTg dated December 31, 2007 of the Prime Minister amending and supplementing certain provisions of Decision No. 134/2004/QĐ-TTg dated July 20, 2004 of the Prime Minister on certain support policies for production land, residential land, housing, and drinking water for poor households of ethnic minorities with difficult living conditions.

5. Decision No. 10/2006/QĐ-TTg dated January 11, 2006 of the Prime Minister approving the overall planning for the development of the fisheries sector until 2010 and orientation until 2020.

6. Decision No. 131/2007/QĐ-TTg dated August 9, 2007 of the Prime Minister promulgating the Regulation on hiring foreign consultants in construction activities in Vietnam.

7. Decision No. 167/2008/QĐ-TTg dated December 12, 2008 of the Prime Minister on housing support policies for poor households.

8. Decision No. 81/2010/QĐ-TTg dated December 13, 2010 of the Prime Minister stipulating the collection, storage, processing, exploitation, and utilization of national remote sensing data.

9. Decision No. 76/2014/QĐ-TTg dated December 24, 2014 of the Prime Minister amending and supplementing certain provisions of Decision No. 81/2010/QĐ-TTg dated December 13, 2010 of the Prime Minister stipulating the collection, storage, processing, exploitation, and utilization of national remote sensing data.

10. Decision No. 09/2011/QĐ-TTg dated January 30, 2011 of the Prime Minister promulgating poverty and near-poverty standards applicable from 2011 to 2015.

11. Decision No. 58/2012/QĐ-TTg dated December 24, 2012 of the Prime Minister on the use and management of diplomatic passports and official passports.

12. Directive No. 08/1998/CT-TTg dated February 18, 1998 of the Prime Minister on the review of five years of implementation of the Land Law.

13. Directive No. 10/1998/CT-TTg dated February 20, 1998 of the Prime Minister on accelerating and completing the allocation of land and issuance of certificates of land use rights for agricultural land.

14. Directive No. 18/1999/CT-TTg dated July 1, 1999 of the Prime Minister on certain measures to accelerate the completion of issuance of certificates of land use rights for agricultural land, forestry land, and rural residential land by the year 2000.

15. Directive No. 16/2002/CT-TTg dated July 31, 2002 of the Prime Minister on further strengthening state management over survey, exploration, extraction of sand and gravel, and dredging combined with sand and gravel recovery from riverbeds.

16. Directive No. 24/2003/CT-TTg dated October 8, 2003 of the Prime Minister on developing the processing industry for agriculture, forestry, and fisheries.

17. Directive No. 05/2004/CT-TTg dated February 9, 2004 of the Prime Minister on implementing the Land Law of 2003.

18. Directive No. 05/2006/CT-TTg dated February 22, 2006 of the Prime Minister on rectifying weaknesses and violations and continuing to promote the implementation of the Land Law.

19. Directive No. 09/2007/CT-TTg dated April 6, 2007 of the Prime Minister on strengthening land management for planning and investment projects.

20. Directive No. 29/2007/CT-TTg dated December 11, 2007 of the Prime Minister on implementing administrative reform in exit and entry management for officials, civil servants, and citizens.

21. Directive No. 31/2007/CT-TTg dated December 14, 2007 of the Prime Minister on inventorying land under management and use by organizations granted land use rights or land lease by the State.

22. Directive No. 18/2008/CT-TTg dated June 6, 2008 of the Prime Minister on strengthening management and correcting operations of stone mining to ensure safety in mining.

Article 2. Implementation clause

1. This Decision shall take effect from December 30, 2020.

2. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairmen of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.
