Pursuant to Decree No. 106/2020/NĐ-CP dated September 10, 2020 of the Government on job positions and the number of employees in public service units;

BASED ON THE DECREE NO. 56/2022/ND-CP dated August 24, 2022 of THE GOVERNMENT stipulating the functions, tasks, powers, and organizational structure of THE MINISTRY OF TRANSPORT;

The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.

The Minister of Transport issues this Circular guiding leadership and management job positions and occupational titles specialized in transportation within public service units; the structure of staff positions according to occupational titles in public service units under the transportation sector.

Article 1. Scope of Regulation

This Circular guides the list of job positions, job descriptions, and competency frameworks for leadership and management job positions and occupational title job positions for staff specialized in transportation within public service units; the structure of staff positions according to occupational titles in public service units under the transportation sector.

Article 2. Applicability

Article 1. This Circular applies to public service units under the transportation sector belonging to ministries, ministerial-level agencies (excluding the Ministry of Public Security and the Ministry of National Defense), provincial People's Committees, centrally governed municipalities, district People's Committees, town People's Committees, and municipal districts of centrally governed municipalities (excluding public service units under the administrative-economic special zone management authority) and related organizations and individuals.

2. Non-public service units may apply the provisions of this Circular.

Article 3. Principles and basis for determining leadership and management job positions and occupational title job positions for staff specialized in the field

1. Leadership and management job positions and occupational title job positions for staff specialized in the field in public service units shall be determined in accordance with the principles stipulated in Article 3 of Decree No. 106/2020/NĐ-CP dated September 10, 2020 of the Government on job positions and the number of employees in public service units.

2. The basis for determining leadership and management job positions and occupational title job positions for staff specialized in the field in public service units shall be implemented in accordance with the provisions of Clause 1, Article 4 of Decree No. 106/2020/NĐ-CP dated September 10, 2020 of the Government on job positions and the number of employees in public service units.

Article 4. Leadership and management job positions

1. The list and job descriptions of leadership and management job positions as prescribed in Appendix I attached hereto.

2. Competency framework for leadership and management job positions as prescribed in Appendix II attached hereto.

Article 5. Occupational title job positions for staff specialized in transportation

1. The list and job descriptions of occupational title job positions for staff specialized in transportation as prescribed in Appendix III attached hereto.

2. Competency framework for occupational title job positions for staff specialized in transportation as prescribed in Appendix IV attached hereto.

Article 6. Structure of civil servants according to occupational titles

The determination of the structure of staff positions according to occupational titles shall be carried out in accordance with the provisions of Clause 5, Article 3 and Clause 3, Article 4 of Decree No. 106/2020/NĐ-CP dated September 10, 2020 of the Government on job positions and the number of employees in public service units.

Article 7. Transitional Provisions

For staff currently holding civil servant ranks or higher occupational title grades than those required by the job positions specified in this Circular before the effective date of this Circular, they shall continue to hold their current civil servant ranks or occupational title grades and salary levels until new guidelines on salary systems are issued.

Article 8. Effective Date

1. This Circular takes effect from March 1, 2023.

2. In cases where the legal normative documents referred to in this Circular are amended, supplemented, or replaced, they shall be implemented in accordance with the provisions of the amended, supplemented, or replacing documents.

Article 9. Implementation Organization

The Director of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments, Heads of agencies, units, organizations, and individuals concerned shall be responsible for implementing this Circular./.
