CIRCULAR
ABOLISHING CERTAIN LEGAL REGULATORY DOCUMENTS WITHIN THE ISSUANCE AUTHORITY OF THE MINISTER OF NATIONAL DEFENSE
Pursuant to the Law on Issuing Legal Regulatory Documents dated June 22, 2015; amended and supplemented on June 18, 2020;
Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Issuing Legal Regulatory Documents; amended and supplemented by Decree No. 154/2020/NĐ-CP dated December 31, 2020 and Decree No. 59/2024/NĐ-CP dated May 25, 2024 of the Government;
Pursuant to Decree No. 01/2022/NĐ-CP dated November 30, 2022 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of National Defense;
At the proposal of the Director of the Legal Department;
The Minister of National Defense issues this Circular to abolish certain legal regulatory documents within the issuance authority of the Minister of National Defense.
Article 1. Abolish entirely six legal regulatory documents on military affairs, national defense, and cryptographic communications within the issuance authority of the Minister of National Defense.
1. Decision No. 1024/1998/QĐ-QP dated August 20, 1998 of the Minister of National Defense supplementing Decision No. 1636/QĐ-QP dated October 5, 1996 of the Minister of National Defense regarding the establishment and operation of medical examination boards at various levels in the Military - Establishment of the Medical Examination Board of Hospital 87 - Department of Military Medicine - General Logistics Department.
2. Circular No. 83/2011/TT-BQP dated June 16, 2011 of the Minister of National Defense guiding the management and use of funds for competition, rewards, and reward amounts in the Vietnam People's Army.
3. Decision No. 13/2012/QĐ-BQP dated February 21, 2012 of the Minister of National Defense stipulating the payment system for leave allowances for personnel receiving salaries working in military agencies and units.
4. Circular No. 14/2013/TT-BQP dated January 24, 2013 of the Minister of National Defense promulgating the Regulations on the organization and operation of the Competition and Reward Council of the Ministry of National Defense.
5. Circular No. 111/2014/TT-BQP dated August 25, 2014 of the Minister of National Defense guiding the implementation of Decree No. 40/2013/NĐ-CP dated April 26, 2013 of the Government on cryptographic activities to protect state secrets.
6. Circular No. 129/2014/TT-BQP dated September 23, 2014 of the Minister of National Defense stipulating the management of investment promotion activities of the Ministry of National Defense.
Article 2. This Circular takes effect from July 7, 2024.
Article 3. The Head of the Legal Affairs Department, Heads of agencies and units under the Ministry of National Defense; relevant agencies, units, and individuals are responsible for implementing this Circular./.
