CIRCULAR
Guidelines for positions of banking profession civil servants' jobs
in administrative organizations within the banking sector
Pursuant to the Law on the State Bank of Vietnam No. 46/2010/QH12;
Pursuant to Decree No. 26/2025/NĐ-CP dated February 24, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the State Bank of Vietnam;
Pursuant to Decree No. 62/2020/NĐ-CP dated June 1, 2020, of the Government, on positions and staffing of civil servants;
The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.
The Governor of the State Bank of Vietnam issues this Circular guiding positions of banking profession civil servants' jobs in administrative organizations within the banking sector.
Article 1. Scope of Regulation
This Circular guides the list of job positions, job descriptions, and competency frameworks for positions of banking profession civil servants in administrative organizations within the banking sector.
Article 2. Applicability
This Circular applies to administrative organizations under the State Bank of Vietnam.
Article 3. Principles and bases for determining positions of banking profession civil servants' jobs
1. Positions of banking profession civil servants' jobs are determined based on the principles set forth in Article 3 of Decree No. 62/2020/NĐ-CP of the Government on job positions and civil servant quotas (hereinafter referred to as Decree No. 62/2020/NĐ-CP).
2. Bases for determining positions of banking profession civil servants' jobs shall be implemented in accordance with Clause 1, Article 4 of Decree No. 62/2020/NĐ-CP.
Article 4. List of job positions, job descriptions, and competency frameworks for positions of banking profession civil servants' jobs
1. The list of job positions of banking profession civil servants in administrative organizations mentioned in Article 2 is specified in Appendix I attached hereto.
2. Job descriptions and competency frameworks for each position of banking profession civil servants in administrative organizations mentioned in Article 2 are specified in Appendix II attached hereto.
Article 5. Effective Date
1. This Circular takes effect from December 29, 2025, and replaces Circular No. 19/2022/TT-NHNN guiding positions of banking profession civil servants' jobs in agencies and administrative organizations within the banking sector.
2. Based on this Circular, administrative organizations mentioned in Article 2 shall develop their job position plans and submit them to the Department of Organization and Cadres for review and approval by the Governor of the State Bank of Vietnam in accordance with the law.
3. In cases where legal normative documents cited in this Circular are amended, supplemented, or replaced, they shall be implemented according to the newly issued documents.
Article 6. Transitional Provisions
For civil servants currently holding higher ranks than those required by the job positions specified in this Circular, they shall be retained until new guidelines on salary systems are issued.
Article 7. Implementation Organization
Heads of administrative organizations under the State Bank of Vietnam are responsible for implementing this Circular./.
