Issuing Statistical Indicators System for the E-commerce Sector

THE MINISTER OF INDUSTRY AND TRADE
On the basis of the Statistics Law dated June 17, 2003;
On the basis of the Governmental Decree No. 189/2007/NĐ-CP dated December 27, 2007, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
On the basis of the Governmental Decree No. 40/2004/NĐ-CP dated February 13, 2004, detailing and guiding the implementation of certain provisions of the Statistics Law;
On the basis of the Decision No. 222/2005/QĐ-TTg dated September 15, 2005 of the Prime Minister promulgating the Overall Plan for Developing E-commerce from 2006 to 2010;
On the basis of the Decision No. 305/2005/QĐ-TTg dated November 24, 2005 of the Prime Minister promulgating the National Statistical Indicator System;
On the basis of the Decision No. 111/2008/QĐ-TTg dated August 15, 2008 of the Prime Minister promulgating the Reporting System for Comprehensive Statistics applicable to Ministries and Sectors;
Considering the proposal of the Director of the Planning Department and the Director of the E-commerce and Information Technology Department;
DECISION:
Article 1. Attached to this Decision is the Statistical Indicator System for the E-commerce Sector.
Article 2. The E-commerce and Information Technology Department shall be responsible for leading and coordinating with relevant Departments and specialized Bureaus:
1. Standardizing concepts, contents, and calculation methods for each indicator in the Statistical Indicator System for the E-commerce Sector;
2. Establishing periodic reporting systems for the Statistical Indicator System for the E-commerce Sector, organizing training sessions for units to ensure uniform application throughout the sector;
3. Developing industry-wide statistical survey programs on the E-commerce Sector, submitting them for approval by competent authorities and implementing them;
4. Compiling and publishing statistical data on the E-commerce Sector nationwide;
5. Building and developing statistical databases based on the Statistical Indicator System for the E-commerce Sector.
Article 3. Provincial Departments of Industry and Trade under centrally governed cities have the responsibility to organize the collection of information on statistical indicators related to the E-commerce Sector within their jurisdictions and to implement the reporting system according to regulations.
Article 4. This Decision shall take effect fifteen days after its publication in the Official Gazette.
Article 5. The Director of the Planning Department, the Director of the E-commerce and Information Technology Department, heads of subordinate units of the Ministry, and Directors of Provincial Departments of Industry and Trade under centrally governed cities are responsible for enforcing this Decision./.
