Amending and supplementing certain contents of Circular No. 21/2013/TT-BNNPTNT dated April 17, 2013, issued by the Minister of Agriculture and Rural Development on the List of Plant Protection Chemicals Permitted for Use, Restricted Use, and Prohibited Use in Vietnam; issuing the List of Products for Livestock Environment Treatment Permitted for Circulation in Vietnam Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008, promulgated by the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development, and Decree No. 75/2009/NĐ-CP dated September 10, 2009, promulgated by the Government amending Article 3 of Decree No. 01/2008/NĐ-CP dated January 3, 2008, promulgated by the Government; Pursuant to the Plant Protection and Quarantine Law dated July 25, 2001;

Pursuant to Decree No. 33/2005/NĐ-CP of the Government dated March 15, 2005 detailing and guiding the implementation of certain provisions of the Veterinary Law, and Decree No. 119/2008/NĐ-CP dated November 28, 2008 amending and supplementing certain provisions of Decree No. 33/2005/NĐ-CP;

The Minister of Agriculture and Rural Development issues this Circular amending and supplementing certain contents of Circular No. 21/2013/TT-BNNPTNT dated April 17, 2013, issued by the Minister of Agriculture and Rural Development on the List of Plant Protection Chemicals Permitted for Use, Restricted Use, and Prohibited Use in Vietnam; issuing the List of Products for Livestock Environment Treatment Permitted for Circulation in Vietnam.
1. Amending and supplementing certain contents of Circular No. 21/2013/TT-BNNPTNT dated April 17, 2013, issued by the Minister of Agriculture and Rural Development on the List of Plant Protection Chemicals Permitted for Use, Restricted Use, and Prohibited Use in Vietnam, including:
a) Amending the name of the registering organization, trade name, active ingredient content, and active ingredient name (Annex 1 attached hereto);
Article 1.
b) Officially registering 14 types of chemicals (including 3 insecticides, 7 fungicides, and 4 herbicides) into the List of Plant Protection Chemicals Permitted for Use in Vietnam (Annex 2 attached hereto);
c) Supplementally registering 275 types of chemicals (including 99 insecticides, 122 fungicides, 36 herbicides, 3 plant growth regulators, 12 molluscicides, and 3 rodenticides) into the List of Plant Protection Chemicals Permitted for Use in Vietnam (Annex 3 attached hereto).
2. Issuing the List of Products for Livestock Environment Treatment Permitted for Circulation in Vietnam (Annex 4 attached hereto).
This Circular takes effect from September 15, 2013.
The Heads of the Ministry's Office, the Director of the Legal Department, the Director of the Plant Protection Department, the Director of the Livestock Production Department, the Directors of the Departments of Agriculture and Rural Development of the provinces and centrally governed cities, the Heads of units under the Ministry, and related organizations and individuals are responsible for implementing this Circular./.

This Circular takes effect from September 15, 2013.
Article 3. Responsibility for Implementation
The Head of the Ministry's Office, the Director of the Department of Legal Affairs, the Director of the Plant Protection Agency, the Director of the Livestock Production Department, the Directors of the Departments of Agriculture and Rural Development of the provinces and centrally governed cities, the Heads of units under the Ministry, and relevant organizations and individuals are responsible for implementing this Circular./.
