This Decree amends and supplements provisions concerning the registration, technical quality certification, and environmental protection of motor vehicles, as well as the procedures for issuing certificates to inspection personnel. It applies from June 8, 2026.

amended and supplemented by the Law No. 48/2014/QH13, Law No. 97/201 /QH13, Law No. 35/2018/QH14, Law No. 44/2019/QH14,, Law No. 84/2025/QH15 and Law No. 112/2025/QH15 Based on the Law on Traffic Order, Safety on Road No. 36/2024/QH15Based on Decree No. 02/2025/NĐ-CP5dated February 18, 2025 of the Government, regulating functions, tasks, powers and organizational structure of the Ministry of Public Security amended and supplemented by Decree No. 11/2025/NĐ-CP; In accordance with the proposal of the Director of the Traffic Police Department;;

CIRCULAR NO. 13/2025/TT-BCA DATED MONTH YEAR 2025 AND CIRCULAR NO. 51/2025/TT-BCA DATED June 30, 2025 OF THE MINISTER OF PUBLIC SECURITY Article 1. Amend and supplement Clause 6 of Point 3 "6. The acceptance of vehicle registration results is carried out through the Public Service Portal or through postal services, or directly at the vehicle registration office according to the request of the vehicle owner. Electronic data of the vehicle registration certificate is integrated into the National Identity Application, the National Traffic Application for citizens' digital devices managed and operated by the Ministry of Public Security (VNeTraffic). Article 2. Amend and supplement Point c of Clause 2, Point 16 "c. Documents transferring ownership as prescribed. Where data on the marital status of the vehicle owner has been updated in the National Population Database, 28 electronic data for transferring ownership on the Public Service Portal 02 shall have legal value equivalent to a paper transfer document.
