Article 1. Amendment 01:2026 QCVN 01:2017/BCT National Technical Regulation on Levels of Formaldehyde and Certain Aromatic Amines Derived from Azo Dyes in Textile Products

Article 3. Amendment 01:2026 QCVN 08:2020/BCT National Technical Regulation on Lead Content Limits in Paints
Issuing Amendment 01:2026 QCVN 08:2020/BCT National Technical Regulation on Lead Content Limits in Paints issued together with Circular No. 51/2020/TT-BCT dated December 21, 2020 of the Minister of Industry and Trade at Appendix III attached to this Circular.
Article 4. Effective date
This Circular and Amendment 01:2026 QCVN 01:2017/BCT National Technical Regulation on Levels of Formaldehyde and Certain Aromatic Amines Derived from Azo Dyes in Textile Products, Amendment 01:2026 QCVN 02A:2020/BCT National Technical Regulation on Mercury Content in Fluorescent Lamps, Amendment 01:2026 QCVN 08:2020/BCT National Technical Regulation on Lead Content Limits in Paints shall take effect from July 1, 2026.
State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.
1. The Director of the Chemicals Administration shall be responsible for organizing guidance and implementation of this Circular.
2. Directors of the Chemical Control Agency, People's Committees of provinces and cities, Heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular.
3. In the course of implementation, if any difficulties arise, agencies, organizations, and individuals shall promptly report in writing to the Ministry of Industry and Trade (through the Chemical Control Agency) for guidance or research for appropriate amendments or supplements.

NATIONAL TECHNICAL REGULATION ON LEVELS OF FORMALDEHYDE AND CERTAIN AROMATIC AMINES DERIVED FROM AZO DYES IN TEXTILE PRODUCTS
National technical regulation on levels of formaldehyde and certain aromatic amines derived from azo colorants in textile products.
Amendment 01:2026 QCVN 01:2017/BCT amends and abolishes the following contents of QCVN 01:2017/BCT.
1. Amend Point 1.1.1 as follows:
1.1.1. This regulation sets the limits for formaldehyde and certain aromatic amines derived from azo dyes in textile products and goods before they are circulated in the Vietnamese market.
The list of textile products and goods subject to this regulation is specified in Circular No. 33/2026/TT-BCT dated June 30, 2026, issued by the Minister of Industry and Trade on the List of Products and Goods with Medium and High Risk Levels under the Management Responsibility of the Ministry of Industry and Trade.
2. Abolish Subpoints a, b, c, d, đ, e of Point 1.1.2, Points 1.3.1 and 1.3.4
3. Amend Point 2.2.1 as follows:
2.2.1. The level of formaldehyde in textile products shall be determined in accordance with the national standard TCVN 7421-1:2013 (ISO 14184-1:2011) Textiles - Determination of formaldehyde - Part 1: Free and hydrolyzable formaldehyde (aqueous extraction method).
4. Amend Clause b Point 2.2.2 as follows:
b) The level of aromatic amines derived from azo dyes in textile products shall be determined according to one of the following test methods:
- TCVN 12512-1:2018 (ISO 14362-1:2017): Textiles - Determination of some aromatic amines released from azo dyes - Part 1: Detection of the use of azo dyes by aqueous and non-aqueous fiber extraction.
- TCVN 12512-3:2018 (ISO 14362-3:2017): Textiles - Determination of some aromatic amines released from azo dyes - Part 3: Detection of certain azo dyes that may release 4-aminoazobenzene.
5. Amend Point 3.1 as follows:
3.1. For products, goods
Textile products and goods within the scope of this QCVN must be declared compliant in accordance with the provisions of QCVN 01:2017 and Amendment 01:2026 QCVN 01:2017/BCT, affixing the compliance mark (CR) and labeling in accordance with regulations before being circulated on the market.
The declaration of compliance shall be carried out in accordance with Article 13 of Circular No. 14/2026/TT-BKHCN dated April 9, 2026, issued by the Minister of Science and Technology regarding the declaration of conformity and the methods for assessing compliance with standards and technical regulations.
3.1.1. Forms of declaration of compliance
Textile products must be tested and certified for compliance according to Method 5 or Method 7 as stipulated in Appendix II attached to Circular No. 14/2026/TT-BKHCN dated April 9, 2026, issued by the Minister of Science and Technology regarding the declaration of conformity and the methods for assessing compliance with standards and technical regulations.
3.1.2. Documentation, procedures, and processes for declaring compliance
Organizations and individuals must register the declaration of compliance through the National Database on Standards, Metrology, and Quality. In cases where the National Database on Standards, Metrology, and Quality cannot meet the technical infrastructure requirements or cannot operate due to technical failures, the registration of the declaration of compliance shall be conducted through direct submission or via postal services in accordance with Article 13 of Circular No. 14/2026/TT-BKHCN dated April 9, 2026, issued by the Minister of Science and Technology regarding the declaration of conformity and the methods for assessing compliance with standards and technical regulations.
6. Amend Point 3.2 as follows:
3.2. For Conformity Assessment Bodies
Conformity assessment bodies shall operate in accordance with laws on standards, technical regulations, and product quality.
7. Amend Clause 4 as follows:
4. Responsibilities and implementation organizations
4.1. The Chemicals Administration shall coordinate with relevant agencies and units to guide and inspect the implementation of this Standard.
4.2. The Domestic Market Management and Development Department shall be responsible for coordinating with relevant agencies and organizations to inspect, control, and handle violations related to formaldehyde levels and aromatic amines derived from azo dyes in textile products on the market in accordance with this QCVN and current laws.
4.3. In cases where legal regulatory documents, materials, and standards cited in this Standard are amended, supplemented, or replaced, they shall be implemented in accordance with the new document.

National Technical Regulation on Mercury Content in Fluorescent Lamp
Amendment 01:2026 QCVN 02A:2020/BCT amends and repeals the following contents of QCVN 02A:2020/BCT.
I. General Provisions
1. Amend Clause 1 as follows:
This regulation sets limit levels of mercury content in fluorescent lamps before they are put on the Vietnamese market.
The list of fluorescent lamps subject to this regulation is specified in Circular No. 33/2026/TT-BCT dated June 30, 2026, issued by the Minister of Industry and Trade regarding the List of Products and Goods with Medium and High Risk Under the Responsibility of the Ministry of Industry and Trade.
a) Implementing promotions in the forms prescribed in Clause 8 of Article 92 of the Law on Trade and Articles 8, 9, 10, 11, and 14 of this Decree;
This regulation applies to organizations and individuals producing, importing, and trading fluorescent lamps containing mercury, as well as state management agencies and other related organizations and individuals.
III. MANAGEMENT PROVISIONS
1. Amend Point 1.2 as follows:
1.2. The declaration of compliance shall be carried out in accordance with Article 13 of Circular No. 14/2026/TT-BKHCN dated April 9, 2026, issued by the Minister of Science and Technology regarding the declaration of conformity and the methods for assessing compliance with standards and technical regulations (hereinafter referred to as Circular No. 14/2026/TT-BKHCN).
a) Implementing promotions in the forms prescribed in Clause 8 of Article 92 of the Law on Trade and Articles 8, 9, 10, 11, and 14 of this Decree;
2. Provisions on conformity assessment
2.1. Conformity assessment procedures
The import of fluorescent lamps containing mercury shall be carried out in accordance with Method 1 as specified in Appendix II of Circular No. 14/2026/TT-BKHCN.
The production of fluorescent lamps containing mercury within the country shall be carried out in accordance with Method 5 as specified in Appendix II of Circular No. 14/2026/TT-BKHCN.
2.2. Organizations shall conduct conformity assessment in accordance with laws on standards, technical regulations, and product quality.

IV. Responsibilities of organizations and individuals
