PRIME MINISTER
Pursuant to the Law on Government Organization dated December 25, 2001;
On the basis of Decision No. 58/2002/QĐ-TTg dated April 26, 2002 of the Prime Minister on issuing criteria and classification lists for state-owned enterprises and state-owned holding companies;
Considering the proposal of the Ministry of Labor, Invalids, and Social Affairs; opinions from the Ministries of Finance, Planning and Investment, and Home Affairs.
DECISION:
Article 1. Approves the overall restructuring and modernization plan for state-owned enterprises under the Ministry of Labor, Invalids, and Social Affairs as follows:
1. State-owned enterprises holding 100% of the charter capital and maintaining their legal entity status until 2005: International Human Resources Supply and Trade Company; Export Labor, Trade, and Tourism Company.
2. Enterprises to be restructured in 2003: Social Labor Printing Company: merging Social Labor Publishing House (a public service unit) into Social Labor Printing Company to form Social Labor Publishing House.
Article 2. The Ministry of Labor, Invalids, and Social Affairs shall be responsible for directing the implementation of the restructuring and modernization of state-owned enterprises under its jurisdiction according to the approved content and schedule.
Article 3. The Ministries of Finance, Planning and Investment, Home Affairs, and related agencies shall be responsible for coordinating with the Ministry of Labor, Invalids, and Social Affairs in implementing this Plan.
The Steering Committee for Enterprise Reform and Development shall be responsible for urging, guiding, and monitoring the implementation of this Plan.
Article 4. This Decision takes effect from the date of issuance.
The Minister of Labor, Invalids, and Social Affairs and the heads of related agencies are responsible for enforcing this Decision.
