CIRCULAR

ISSUING TECHNICAL REGULATIONS ON SAFETY OF INDUSTRIAL EXPLOSIVE MATERIAL PRODUCTS - WATER RESISTANT FUSE WIRE

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the Law on Management and Use of Weapons, Explosives, and Auxiliary Tools dated June 20, 2017;

Pursuant to the Law on Product Quality and Goods Quality dated November 21, 2007;

Pursuant to Decree No. 96/2022/NĐ-CP dated November 29, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade; Decree No. 105/2024/NĐ-CP dated August 1, 2024 of the Government amending and supplementing certain articles of Decree No. 96/2022/NĐ-CP dated November 29, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade; and Decree No. 26/2018/NĐ-CP dated February 26, 2018 of the Government on the Charter of Organization and Operation of Vietnam Electricity Corporation;

Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations; Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain articles of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations;

Pursuant to Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing the implementation of certain provisions of the Law on Product Quality; Decree No. 74/2018/NĐ-CP dated May 15, 2018 of the Government amending and supplementing certain articles of Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing the implementation of certain provisions of the Law on Product Quality; Decree No. 154/2018/NĐ-CP dated November 9, 2018 of the Government amending, supplementing, and abolishing certain provisions on investment and business conditions in the field of state management by the Ministry of Science and Technology and certain provisions on specialized inspection;

At the proposal of the Director of the Department of Safety Technology and Industrial Environment;

The Minister of Industry and Trade issues this Circular on the issuance of National Technical Regulations on safety of industrial explosive material products - water resistant fuse wire.

Article 1. Issuance of the National Technical Regulation

Attached to this Circular are the National Technical Regulations on safety of industrial explosive material products - water resistant fuse wire.

Code: QCVN 12-31:2024/BCT.

Article 2. Effective Date

This Circular takes effect from July 1, 2025, and replaces Circular No. 16/2015/TT-BCT dated June 22, 2015 of the Minister of Industry and Trade on national technical regulations on water resistant fuse wire.

Article 3. Implementation Organization

The Director of the Ministry's Office, Directors of the Departments of Industrial Safety and Environment, Chemicals; Heads of the Department of Science and Technology; Directors of Provincial and Municipal Industry and Trade Departments under the Central Government; Heads of agencies, organizations, and individuals related to this matter are responsible for implementing this Circular./.
