Pursuant to Decree No. 55/2003/NĐ-CP dated May 28, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry;
Pursuant to the Investment and Construction Management Regulations issued together with Decree No. 52/1999/ND-CP dated July 8, 1999, and amended and supplemented by Decrees No. 12/2000/ND-CP dated May 5, 2000, No. 07/2003/ND-CP dated January 30, 2003, and No. 16/2005/ND-CP dated February 7, 2005 of the Government;
Pursuant to Circular No. 2325/BXD-KTTC dated November 11, 2005 of the Ministry of Construction on unit prices for power development planning;
Considering the proposal No. 3754/TTr-EVN-KTDT dated July 22, 2005 of Vietnam Electricity Corporation regarding the issuance of unit prices for power development planning;
At the proposal of the Director of the Energy and Oil Department,

Article 1. Issued together with this Decision is the "Unit Price for Power Development Planning" to replace the unit price set forth in Decision No. 14/2003/QD-BKHN dated February 27, 2003 of the Ministry of Industry.
Article 2. The Unit Price for Power Development Planning serves as the basis for preparing and developing cost estimates for power development planning work and shall take effect from the date of signing.
For power development planning tasks that have completed acceptance and payment of costs according to the contents of the unit price set forth in Decision No. 14/2003/QD-BKHN dated March 27, 2005 and previous guiding documents of the Ministry of Industry, this unit price shall not be applied.
Vietnam Electricity Corporation, Departments of Industry are assigned to monitor and compile statistics on the application of the unit price, and promptly propose necessary adjustments and supplements when needed.
Article 3. The Head of the Ministry's Office, Director of the Energy and Oil Department, General Director of Vietnam Electricity Corporation, Directors of Departments of Industry and related units are responsible for implementing this Decision.
