Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Government Decree No. 170/2004/NĐ-CP dated September 22, 2004 on the restructuring, renovation, and development of state-owned farms;
Pursuant to Decision No. 155/2004/QĐ-TTg dated August 24, 2004 of the Government Chairman on issuing criteria and classification lists for state-owned enterprises and independent accounting member companies under state-owned corporations;
Considering the proposal of the Minister of Agriculture and Rural Development,
DECISION:
Article 1. Approves the Plan for the reorganization and modernization of state-owned rubber farms under the Vietnam Rubber Corporation as follows:
1. Continue to consolidate and maintain 113 rubber farms directly under the following 19 rubber companies:
- Dong Nai Rubber Company
- Binh Long Rubber Company
- Phu Rieng Rubber Company
- Loc Ninh Rubber Company
- Phuoc Hoa Rubber Company
- Dau Tieng Rubber Company
- Ba Ria Rubber Company
- Tan Bien Rubber Company
- Binh Thuan Rubber Company
- Ea Leo Rubber Company
- Chu Se Rubber Company
- Chu Prong Rubber Company
- Chu Pahh Rubber Company
- Mang Yang Rubber Company
- Kon Tum Rubber Company
- Quang Tri Rubber Company
- Quang Nam Rubber Company
- Ha Tinh Rubber Company
- Thanh Hoa Rubber Company
2. Pilot the shareholding reform of the Dong Phu Rubber Company and the Limited Liability One-Member Company West Ninh Rubber, with the State retaining controlling shares (shareholding reform of processing facilities linked to rubber plantations).
Article 2. Minister of Agriculture and Rural Development:
1. Direct the implementation of the reorganization and modernization of state-owned rubber farms as stipulated in Article 1 of this Decision.
2. Decide to adjust the area and boundaries of land allocated to the rubber farms in accordance with local planning and the development planning of each rubber farm as proposed by the Ministry of Agriculture and Rural Development in the report No. 2809/BNN-ĐMDN dated October 28, 2005.
Article 3. Ministries: Finance, Planning and Investment, Home Affairs, Labor - Invalids and Social Affairs, and related agencies shall cooperate with the Ministry of Agriculture and Rural Development and the Vietnam Rubber Corporation in implementing this Plan.
