Article 1. Subjects eligible for support
Women who are ethnic minorities or women who are Han Chinese with husbands who are ethnic minorities belonging to poor households residing in administrative units within difficult areas (excluding those required to participate in mandatory social insurance) when giving birth under one of the following circumstances:
1. Giving birth to one or two children.
2. Giving birth to a third child if both spouses or either spouse belong to ethnic groups with less than 10,000 people or are at risk of population decline (birth rate lower than or equal to death rate) as officially announced by the Ministry of Planning and Investment.
3. Giving birth to three or more children for the first time.
4. Having one biological child but giving birth to two or more children for the second time.
5. Giving birth to three or more children from the third pregnancy onwards, if at the time of giving birth there is only one living biological child, including adopted children.
6. Giving birth to a third child if they already have two biological children but one or both children suffer from congenital defects or serious non-genetic diseases confirmed by the Provincial or Central Medical Examination Board.
7. Giving birth to one or two children if one of the spouses has a biological child (from a previous relationship).
8. Giving birth to one or two or more children in one pregnancy if both spouses have biological children (from a previous relationship), excluding cases where the couple has had two or more children together and all children are still alive.
Poor women who are ethnic minorities, unmarried, residing in administrative units within difficult areas (excluding those required to participate in mandatory social insurance), giving birth to one or two or more children in one pregnancy.
Article 2. Support amount, timing, and method of support
1. Support amount: Two million VND per person.
2. Timing of support: Starting from the month following the birth of the eligible child.
3. Method of support: In cash, directly provided to the beneficiary. The beneficiary voluntarily commits in writing not to give birth to additional children, and must return the received support funds if violated.
Article 3. Funding for support
1. Funding for support is guaranteed by local budgets from the social security expenditure according to current budgetary classification.
2. The central government will provide funding support to localities facing financial difficulties.
Article 4. Responsibilities of ministries, sectors, and localities
1. The Ministry of Health shall take the lead and coordinate with the Ministry of Finance, the Ministry of Labor, Invalids and Social Affairs, and relevant ministries and sectors to guide the implementation of this Decree.
2. People's Committees of provinces and centrally-administered cities shall direct the implementation, monitor, supervise, and ensure funding for beneficiaries.
Article 5. Effective Date
This Decree takes effect from June 15, 2015.
Article 6. Responsibility for Implementation
Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees directly under the Central Government shall be responsible for implementing this Decree.
