Guidelines for the inspection, supervision, and evaluation process of the National Target Program on Sustainable Poverty Reduction for the period 2016-2020

Pursuant to Decree No. 106/2012/NĐ-CP dated December 20, 2012, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;

/2013/QĐ-TTgNo. Decision No. 41/2016/QĐ-TTg dated October 10, 2016 of the Prime Minister promulgating the Regulation on management and implementation of National Target Programs;

Implementing Decision No. 1722/QĐ-TTg dated September 2, 2016 of the Prime Minister approving the National Target Program on Sustainable Poverty Reduction for the period 2016-2020;"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation."The Minister of Labor, Invalids and Social Affairs issues this Circular guiding the inspection, supervision, and evaluation process of the National Target Program on Sustainable Poverty Reduction for the period 2016-2020.

This Circular guides the inspection, supervision, and evaluation process of the National Target Program on Sustainable Poverty Reduction for the period 2016-2020 (hereinafter referred to as the Program).

Article 1. Scope of Regulation and Applicability

a) Agencies responsible for managing projects, sub-projects, and activities under the Program;

Thông tư này áp dụng đối với tổ chức, cá nhân có liên quan đến hoạt động kinh doanh đối tượng thủy sản nuôi chủ lực trên lãnh thổ Việt Nam.

b) Agencies, units, organizations, and individuals participating in the implementation of the Program.

1. "Supervision" is a regular and periodic activity to update information related to the implementation of the Program; to compile, analyze, and evaluate information, and propose solutions to serve decision-making at various levels to ensure that the Program is implemented according to its objectives, on schedule, with quality, and within the determined resources.

Article 2. Interpretation of Terms

2. "Inspection" is a planned or sudden activity aimed at checking compliance with regulations on Program management by relevant agencies, organizations, and individuals; promptly identifying any errors or weaknesses in Program management as prescribed by law; recommending competent authorities to handle any difficulties, new developments, or actions violating Program management regulations; supervising the handling and compliance with measures addressing identified issues.

3. "Evaluation" is a planned activity aimed at determining the level of achievement against specific targets and indicators compared to the approved Program decision. Program evaluation includes: Initial evaluation, mid-term evaluation, and final evaluation.

4. "Initial Evaluation" is conducted immediately after the start of Program or project implementation to assess the actual situation of the Program or project compared to the approval time, thereby taking appropriate measures.

5. "Mid-term Evaluation" is carried out halfway through the approved Program implementation timeline to review progress and results since implementation began, and to propose necessary adjustments.

6. "Final Evaluation" is conducted in the last year of the Program or project to examine the achieved results, draw lessons learned.

7. Monitoring, evaluation indicators, and Result Framework

a) Input: These are indicators reflecting the mobilization of resources for Program activities. For example, investment capital, number of working days, number of seedlings.

b) Output: These are indicators reflecting Program activities. For example, kilometers of new rural roads constructed or upgraded.

c) Outcome: These are indicators reflecting changes brought about by Program activities. In the short and medium term, these indicators reflect intermediate results. For example, time saved in transportation due to new or upgraded rural roads; increased crop yields thanks to production development support. In the long term, outcome indicators reflect the impact of the Program. For example, percentage increase in household income, poverty reduction rate.

d) Result Framework: This is a set of outcome indicators and some important outputs whose achievement will lead to the achievement of the Program's goals.

d) Framework of outcomes: is a set of outcome indicators and certain key outputs whose achievement will lead to the attainment of the Program's objectives.

Article 3. Procedures for inspecting, supervising, and evaluating the implementation of the Program

1. The procedure for inspecting the implementation of the National Target Program on Sustainable Poverty Reduction for the period 2016-2020 shall be carried out according to Appendix No. 01 attached hereto.

2. The procedure for supervising and evaluating the implementation of the National Target Program on Sustainable Poverty Reduction for the period 2016-2020 shall be carried out according to Appendix No. 02 attached hereto.

Article 4. Templates for inspection reports and supervision, evaluation reports on the implementation of the Program

1. The template for the Inspection Report on the National Target Program on Sustainable Poverty Reduction every six months and annually shall be carried out according to Template No. 01 attached hereto.

2. The template for the Supervision Report on the National Target Program on Sustainable Poverty Reduction every six months and annually shall be carried out according to Template No. 02 attached hereto.

3. The template for the Evaluation Report on the National Target Program on Sustainable Poverty Reduction at the beginning, mid-term, and end of the period shall be carried out according to Template No. 03 attached hereto.

Article 5. Forms for collecting information

1. The framework of results of the National Target Program on Sustainable Poverty Reduction for the period 2016-2020 shall be carried out according to Form No. 01 attached hereto.

2. The results of implementing the National Target Program on Sustainable Poverty Reduction for the period 2016-2020 shall be carried out according to Form No. 02 attached hereto.

3. Information serving the work of supervising and evaluating the implementation of the National Target Program on Sustainable Poverty Reduction for the period 2016-2020 shall be carried out according to Forms No. 03, No. 04, No. 05, No. 06, No. 07, No. 08, No. 09, and No. 10 attached hereto.

a) Form No. 03: General information for supervising and evaluating the implementation of the National Target Program on Sustainable Poverty Reduction for the period 2016-2020.

b) Form No. 04: Information for supervising infrastructure projects under the National Target Program on Sustainable Poverty Reduction for the period 2016-2020.

c) Form No. 05: Information for supervising activities supporting production development and livelihood diversification under the National Target Program on Sustainable Poverty Reduction for the period 2016-2020.

d) Form No. 06: Information for supervising activities expanding poverty reduction models under the National Target Program on Sustainable Poverty Reduction for the period 2016-2020.

đ) Form No. 07: Information for supervising activities supporting labor migration abroad under the National Target Program on Sustainable Poverty Reduction for the period 2016-2020.

e) Form No. 08: Information for supervising communication and poverty reduction through information activities under the National Target Program on Sustainable Poverty Reduction for the period 2016-2020.

g) Form No. 09: Information for supervising activities enhancing capacity for cadres and communities under the National Target Program on Sustainable Poverty Reduction for the period 2016-2020.

h) Form No. 10: Information on household participation in annual village-level planning for implementing the National Target Program on Sustainable Poverty Reduction for the period 2016-2020.

Article 6. Regime for collecting information, reporting on inspections, supervision, and evaluation of the implementation of the Program

1. Information collection and consolidation system for forms

a) Collecting and summarizing periodically every six months and annually: Form No. 01, Form No. 02, Form No. 04, Form No. 05, Form No. 06, Form No. 07, Form No. 08, and Form No. 09.

b) Collecting and summarizing annually: Form No. 03 and Form No. 10.

2. Reporting regime on inspections, supervision, and evaluation of the implementation of the Program

a) Inspection report: Within ten working days after the completion of the inspection round, Ministries, sectors, central agencies, and local levels shall submit the inspection report to the Program's permanent office at the same level for consolidation and reporting to higher authorities.

b) Supervision report: Before July 15 (for the six-month supervision report) and before March 15 (for the annual supervision report), Ministries, sectors, central agencies, and localities shall submit the supervision report to the Ministry of Labor, Invalids and Social Affairs, the Ministry of Planning and Investment, the Ministry of Finance, and the main project management agencies.

c) Initial, mid-term, and final evaluation reports.

- Before December 15, 2016, Ministries, sectors, central agencies, and localities shall submit the initial evaluation report (for 2016) to the Ministry of Labor, Invalids and Social Affairs, the Ministry of Planning and Investment, the Ministry of Finance, and the main project management agencies.

- Before December 15, 2018, Ministries, sectors, central agencies, and localities shall submit the mid-term evaluation report (for the period 2016-2018) to the Ministry of Labor, Invalids and Social Affairs, the Ministry of Planning and Investment, the Ministry of Finance, and the main project management agencies.

- Before September 15, 2020, Ministries, sectors, central agencies, and localities shall submit the final evaluation report (for the period 2016-2020) to the Ministry of Labor, Invalids and Social Affairs, the Ministry of Planning and Investment, the Ministry of Finance, and the main project management agencies.

d) Ad hoc reports upon request from the management agencies of projects, sub-projects, and activities under the Program.

3. Reporting formats

a) Commune-level agencies shall submit forms and templates to district-level agencies in paper form (and electronic form if available).

b) District-level agencies shall submit forms and reports to provincial-level agencies in both paper and electronic form.

c) Provincial-level agencies shall submit forms and reports to central-level agencies in both paper and electronic form.

Article 7. Implementation Organization

1. Ministries, sectors, and central agencies

a) The Ministry of Labor, Invalids and Social Affairs shall take the lead in building inspection and supervision plans, organizing inspections and supervision at local levels, and consolidating and reporting the overall results of inspections and supervision.

b) Ministries and agencies responsible for managing and participating in implementing projects, sub-projects, and activities under the Program shall guide localities in conducting inspections and supervision, collect and summarize information, and report to the Program's main agency according to the schedule.

2. Provinces and centrally-administered cities

People's Committees of provinces and centrally-administered cities shall direct relevant departments to build plans, organize inspections and supervision, and evaluate the implementation of the Program, including:

a) Department of Labor, Invalids and Social Affairs

- Building plans, organizing inspections and supervision, and evaluating the implementation of the Program.

- Consolidate and report the overall results of inspection, supervision, and evaluation of the Program on the local level to the Provincial People's Committee, the Ministry of Labor - Invalids and Social Affairs, and relevant central ministries, sectors, and agencies as prescribed.

- Guide the People's Committees at the district and commune levels to organize the implementation of inspection, supervision, and evaluation activities as prescribed.

b) Departments and sectors responsible for managing, participating in implementing projects, sub-projects, and activities under the Program

- Guide the People's Committees at the district and commune levels to implement inspection, supervision, and evaluation; consolidate the results of project implementation, sub-project, and activities managed and participated in by departments and sectors.

- Report the results of implementation for projects, sub-projects, and activities managed and participated in by departments and sectors to relevant ministries, sectors, supervisory agencies, and the Department of Labor - Invalids and Social Affairs for consolidation and reporting to the Provincial People's Committee, the Ministry of Labor - Invalids and Social Affairs, and relevant central ministries, sectors, and agencies.

c) People's Committees at the district and commune levels: develop plans, organize inspection, supervision, and evaluation according to the guidelines set forth in this Circular and detailed guidance from departments and sectors.

Article 8. Implementation funds

The funding for organizing inspection, supervision, and evaluation of the Program on the local level shall be allocated from the Project Budget for Enhancing Capacity and Monitoring Evaluation of the Program within the National Target Program on Sustainable Poverty Reduction for the period 2016-2020, local budget according to current financial regulations, and other legally raised funds.

Article 9. Effective Date

1. This Circular takes effect from December 10, 2016.

2. This Circular replaces Circular No. 30/2008/TT-BLDTBXH dated December 9, 2008, issued by the Ministry of Labor - Invalids and Social Affairs, guiding the annual periodic inspection and evaluation process under the National Target Program on Poverty Reduction at all local levels.

3. Any difficulties encountered during implementation should be reported to the Ministry of Labor - Invalids and Social Affairs for timely review and adjustment./.
