CIRCULAR

Issuing Technical Regulations national technical standards

for alcoholic beverage products

Pursuant to the Law on Legislative Acts of Legal Normative Documents No. 64/2025/QH15, amended and supplemented by Law No. 87/2025/QH15;

Pursuant to the Food Safety Law No. 55/2010/QH12;

Pursuant to the Law Amending and Supplementing Certain Provisions of the Law on Standards and Technical Regulations No. 70/2025/QH15;

Pursuant to the Law Amending and Supplementing Certain Provisions of the Law on Product Quality and Goods No. 78/2025/QH15;

Pursuant to Decree No. 15/2018/NĐ-CP dated February 2, 2018 of the Government detailing implementation of certain provisions of the Food Safety Law;

Pursuant to Resolution No. 15/2026/NQ-CP dated April 6, 2026 of the Government suspending the effectiveness of Decree No. 46/2026/NĐ-CP dated January 26, 2026 and Resolution No. 66.13/NQ-CP dated January 27, 2026 of the Government;

Pursuant to Decree No. 22/2026/NĐ-CP dated January 16, 2026 of the Government detailing certain provisions and measures to organize and guide the implementation of the Law on Standards and Technical Regulations;

Pursuant to Decree No. 37/2026/NĐ-CP dated January 23, 2026 of the Government detailing certain provisions and measures to organize and guide the implementationLaw on Product Quality;

Pursuant to Decree No. 40/2025/NĐ-CP dated February 26, 2025, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

At the proposal of the Director of the Department of Innovation, Green Transition, and Small and Medium Enterprises;

The Minister of Industry and Trade issues this Circular on the issuance of national technical standards for alcoholic beverage products.

Article 1. Attached to this Circular are national technical standards for alcoholic beverage products.

Code: QCVN 30:2026/BCT.

Article 2. Effective Date

This Circular takes effect from January 1, 2027.

Article 3. Transitional Provisions

For products that have self-declared before the date of issuance of this Circular, organizations and individuals may continue to use the self-declaration within twelve months from the date this Circular takes effect, except in cases where there are food safety warnings.

Article 4. Reference Provisions

In case the legal provisions cited in this Circular are amended or replaced, they shall be applied according to the new document.

Article 5. Responsibilities for Implementation

1. The Director of the Industry Department shall be responsible for organizing, guiding, disseminating, promoting, and implementing this Circular.

2. Heads of agencies and units under and affiliated with the Ministry of Industry and Trade; Directors of Departments and sectors with functions and tasks prescribed by the Provincial People's Councils and other relevant agencies, organizations, and individuals shall be responsible for enforcing this Circular.

3. During the implementation process, if there are difficulties or obstacles, agencies, organizations, and individuals shall promptly reflect them in writing to the Ministry of Industry and Trade (Department of Industry) for guidance or consideration for appropriate amendment or supplementation.
