Pursuant to the Law on Legislative Acts of Regulatory Nature 64/2025/QH15, amended and supplemented by Law No. 87/2025/QH15;
Pursuant to the Food Safety Law No. 55/2010/QH12;
Pursuant to the Law Amending and Supplementing Certain Provisions of the Law on Standards and Technical Regulations No. 70/2025/QH15;
Pursuant to the Law Amending and Supplementing Certain Provisions of the Law on Product Quality and Goods No. 78/2025/QH15;
Pursuant to Decree No. 15/2018/NĐ-CP dated February 2, 2018 of the Government detailing implementation of certain provisions of the Food Safety Law;
Pursuant to Resolution No. 15/2026/NQ-CP dated April 6, 2026 of the Government suspending the effectiveness of Decree No. 46/2026/NĐ-CP dated January 26, 2026 and Resolution No. 66.13/NQ-CP dated January 27, 2026 of the Government;

At the proposal of the Director of the Department of Innovation, Green Transition, and Promoting Industry;
The Minister of Industry and Trade issues this Circular to issue National Technical Regulations for food-grade cassava starch products.
Article 1. Attached to this Circular are National Technical Regulations for food-grade cassava starch products.
Code: QCVN 31:2026/BCT.
Article 2. Effective Date
This Circular shall take effect from January 1, 2027.
Article 3. Transitional Provisions
For products that have self-declared before the date this Circular takes effect, organizations and individuals may continue to use their self-declaration for up to 12 months from the date this Circular takes effect, except where there is a food safety warning.
Article 4. Reference Provisions
In case the laws referred to in this Circular are amended or replaced, the new provisions shall apply.
Article 5. Responsibilities for Implementation
1. The Director of the Industry Department shall be responsible for organizing, guiding, disseminating, publicizing, and implementing this Circular.
2. Heads of agencies and units under and affiliated with the Ministry of Industry and Trade; Directors of provincial People's Committees' functional departments and relevant agencies, organizations, and individuals shall be responsible for enforcing this Circular.
3. During the implementation process, if difficulties arise, agencies, organizations, and individuals shall promptly report in writing to the Ministry of Industry and Trade (Industry Department) for guidance or consideration of amendments and supplements as appropriate./.
