CIRCULAR

REGULATING STUDENT WORK

 

BASED ON THE EDUCATION LAW NO. 43/2019/QH14 AMENDED AND ENHANCED BY LAWFUL DECREE NO. 123/2025/QH15;

BASED ON THE HIGHER EDUCATION EDUCATION LAW NO. 125/2025/QH15;

BASED ON THE VOCATIONAL EDUCATION AND TRAINING EDUCATION LAW NO. 124/2025/QH15;

BASED ON CIRCULAR NO. 37/2025/NĐ-CP OF THE GOVERNMENT REGULATING THE FUNCTION, MISSION, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF EDUCATION AND TRAINING;

IN ACCORDANCE WITH THE REQUEST OF THE VICE-MINISTER OF STUDENTS AND YOUTH AFFAIRS;

THE MINISTER OF EDUCATION AND TRAINING ISSUES THIS CIRCULAR REGULATING STUDENT WORK.

CHAPTER I

GENERAL PROVISIONS

ARTICLE 1.SCOPE OF APPLICATION

This Circular stipulates the content of student work and the responsibilities of entities, organizations, and individuals in student work.

ARTICLE 2.APPLICABLE OBJECTS

1. This Circular applies to higher education institutions, vocational education institutions (hereinafter referred to collectively as schools); students enrolled in programs leading to a secondary vocational qualification; students enrolled in programs leading to a college or university degree within the school; and entities, organizations, and individuals related thereto.

2. Schools under the armed forces and vocational high schools are not subject to this Circular.

3. Foreign students studying in Vietnam and Vietnamese students studying abroad are not subject to this Circular.

ARTICLE 3.EXPLANATION OF TERMS

In this Circular, the following terms shall be understood as follows:

1.Student work is a system of educational, promotional, management, counseling, and support activities conducted by schools for students to ensure the realization of educational objectives.

2. On-campus students are students residing in areas designated by the school within on-campus dormitories or student accommodations (hereinafter collectively referred to as on-campus dormitories) managed by the school.

3. Off-campus students are students who do not reside in on-campus dormitories managed by the school.

ARTICLE 4.PRINCIPLES OF IMPLEMENTING STUDENT WORK

1. Student work must be carried out in accordance with the Party's guidelines, State policies and laws, and regulations of the Ministry of Education and Training; ensuring objectivity, fairness, transparency, democracy, modernity; and fully leveraging the application of information technology and digital transformation in implementing student work.

2.All activities of student work must be directed towards students and supported by the school to ensure conditions for implementation during the student's study and training at the school.

3.Student work must be carried out on the basis of ensuring close coordination between the school with relevant entities, organizations, and individuals; among related units with youth organizations within the school; while simultaneously strengthening coordination mechanisms between the school, families, and society to enhance the effectiveness of management.

CHAPTER II

CONTENT OF STUDENT WORK

SECTION 1

POLITICAL EDUCATION, IDEOLOGICAL AND LEGAL EDUCATION; ETHICS, LIFESTYLE, CULTURE, AESTHETICS; PHYSICAL FITNESS; SKILLS FOR STUDENTS

Article 5.Political and Ideological Education

1. To educate students to recognize, understand, and implement correctly the Party's policies, guidelines, State laws; cultivate patriotism, pride, and national self-respect; enhance political acumen and confidence in the country's development path.

2. The content of education focuses on disseminating and promoting the Party’s policies, State policies, and major directions for the Education sector; providing information on domestic and international political issues relevant to students; guiding students' political awareness, equipping them with knowledge to identify and combat erroneous, hostile, or distorted views.

3. Organize diverse and practical educational forums linked to core curricula; facilitate opportunities for students to express their personal viewpoints; gather information, develop methods, forms, and content of propaganda and education suitable for student realities.

Article 6.Legal Education

 

1.To educate students to understand and comply with the Constitution and laws, fostering a culture of law-abiding behavior, ensuring that respect for the Constitution and laws become the standard of conduct for students in their daily lives, studies, and work.

2. Promote, disseminate, and educate on legal knowledge regarding the Constitution, human rights-related laws, fundamental rights and obligations of citizens, students' rights and responsibilities, and directly relevant legal provisions.

3. Organize diverse, practical extracurricular activities such as forums, competitions, to facilitate students’ enhancement of their understanding and compliance with the law in practice; strengthen the application of information technology and digital transformation in legal education for students.

Article 7. Moral Education, Lifestyle, Culture, Aesthetics

1. To educate and cultivate in students the fundamental values of a Vietnamese citizen in the new era: patriotism, benevolence, diligence, honesty, responsibility, discipline, creativity; to live independently, humanistically, behave civilly; respect traditional national culture, absorb the best of world cultures; have appropriate aesthetic tastes consistent with local customs and cultural values.

2. Build students' value system in educational environments through civic education, awareness of personal responsibilities towards oneself, family, community, and society; spirit of contribution, aspiration for advancement, entrepreneurship, and sustainable development; conscious behavior in academic, social, and online spaces; respect for diversity, promote cooperation, integration, and sustainable development.

3. Organize cultural, artistic, aesthetic, sports, and social experience activities suitable to foster character, creative abilities, and the spread of humanistic values in learning, work, and daily life.

Article 8. Physical Education

1. To educate students about the role and impact of physical exercise, sports activities, and balanced nutrition for health improvement and comprehensive development.

2. Guide students on proper methods and safe practices in physical exercise and sports; foster a habit of regular self-exercise to enhance their health and physical development.

3. Organize student sports activities as prescribed by law.

Article 9. Education of Skills

1. Education to enable students to adapt to the changes in society, technology, and labor market; contribute to the comprehensive development of personality, enhance professional skills, and civic competence.

2. Promote, educate, and develop digital skills, risk prevention skills on cyberspace, social evils prevention skills, entrepreneurship skills, integration skills; emphasize the development of soft skills and essential life and career skills.

3. Based on the characteristics of training and practical needs, develop appropriate programs and educational activities for skill education to form and develop skills sustainably and effectively.

Section 2

COUNSELING AND SUPPORT FOR STUDENTS

Article 10. Counseling and Support for Students

1. Provide counseling and support to enhance students' self-study, training, and all-round development; assist students in improving their ability to prevent, identify, and resolve difficulties in learning, physical and mental health, social relationships; simultaneously create conditions for students to access necessary resources, services, and opportunities for study, training, scientific research, entrepreneurship, and personal development.

2. The content of counseling and support for students includes the following main activities:

a) School guidance and community work;

b) Career guidance, employment, and entrepreneurial support for students;

c) Health care counseling and support;

d) Other counseling and support.

3. School guidance and community work; career guidance, employment, and entrepreneurial support activities in schools are carried out in accordance with the provisions of the law.

4. Counseling and Support for Health Care

a) Provide assistance and counseling to students facing health issues; coordinate with relevant agencies and units to organize health consultation services to provide necessary interventions when students encounter issues affecting physical and mental well-being;

b) Assist and counsel students on study, living habits, balanced diet, nutrition, hygiene, safety; skills for preventing and protecting oneself from drugs; equip students with knowledge and skills in health care, disease prevention, injury prevention, and other health protection knowledge and skills; c) Implement guidance on school health work according to the provisions of the law.

5. Other Counseling and Support

a) Organize selection, awarding of gifts, scholarships for students; cooperate with sponsors and individuals to establish and manage scholarship funds and student support funds in accordance with the law;

b) Assist students in accessing and using accommodation and essential services for study, training, and daily activities based on the actual conditions of the school; c) Promote, guide, and provide counseling on registration procedures such as temporary residence extension, military service obligations, driver's license renewal, and other necessary procedures related to students according to the law;d) Review, identify, and promptly support students with difficult circumstances; implement measures such as fee reduction or exemption, scholarships, student credit, and mobilize legal resources to ensure educational opportunities for students;

e) Identify, nurture, and support students with talents in study, scientific research, innovation, entrepreneurship, and other fields; create conditions for developing abilities, leveraging personal strengths consistent with the school's training objectives.

c) To disseminate, guide, and advise on the registration procedures for temporary residence, extension of temporary residence, military service obligations, driver's license issuance, and other necessary procedures related to students in accordance with the provisions of the law;

d) Conduct a review, identify, and provide timely support to students facing difficult circumstances; implement measures such as fee waivers, scholarships, student credit programs, and mobilize other lawful resources to ensure educational opportunities for students;

đ) Identify, nurture, and support students with academic talent, scientific research, innovation, entrepreneurship, and other fields; create conditions to develop their abilities and leverage personal strengths in line with the school's training objectives.

Article 11. Implementation of Policies for Students

Guide and implement procedures for fee waivers, support for educational expenses, social allowances, and other national policies for students.

Part 3

PART III

STUDENT MANAGEMENT WORK

Article 12. Organization and Administration 1. Receive admitted candidates, arrange students into classes; designate temporary class student affairs committee; issue identification cards to students.

2. Manage and store student-related records in accordance with legal provisions, ensuring safety, confidentiality, proper purpose, appropriate authority, and compliance with data protection regulations.

3. Verify, issue documents, and process procedures for students in accordance with legal provisions.

4. Develop, implement annual and phase plans for student work.

5. Manage, update, utilize student database, connect, share data to support management, training, and issuance of academic credentials according to legal provisions.


Article 13. Evaluation assessment of students' conduct and commendation and disciplinary actions

1. Conduct evaluation of students' conduct in accordance with the provisions of Section IV of this Circular.

2. Implement commendation work according to regulations on competition, commendation for the education sector and handle student discipline in accordance with the provisions of Section V of this Circular. The head of the school or the head of a subordinate unit may, based on authority, review and decide on commendations for students and student groups annually and throughout their academic period.

Article 14. Management of On-Campus Students

1. Arrange personnel to ensure timely resolution of issues related to campus students; regularly inspect compliance with internal rules, regulations, and guidelines by on-campus students and take action when violations occur.

2. Organize self-governance activities for students to promote their proactive role and responsibility, fostering respect for the collective; commend on-campus students who make significant contributions to campus activities.

3. Establish communication channels between the unit responsible for the on-campus area and students and their families to monitor situations and promptly address issues that arise in the on-campus area. establish channels for communication between the unit responsible for on-campus accommodation and students and their families to monitor situations and promptly address incidents occurring within the on-campus accommodation area.

4. Develop and organize competitive events within the on-campus area focusing on security, order, safety, environmental hygiene, disease prevention, and room aesthetics.

Article 15. Management of Off-Campus Students

1. Develop annual plans to coordinate with local authorities in managing and supporting off-campus students.

2. Establish communication channels between the school, local government, families, and landlords; update on changes in student residences; cooperate with police for resident management, connect national population database systems as required by law; promptly address issues arising from off-campus students; conduct annual summaries of off-campus student work.

3. Publicize contact points for information to enable students to provide necessary updates and feedback to the school.

Article 16. Ensuring Security and Order, School Safety

1. Develop, promulgate, and implement regulations, guidelines, programs, plans, and reports on the implementation of directives concerning ensuring security and order, school safety among students in accordance with the law.

2. Continuously monitor and grasp the situation of students to take timely management measures, propaganda, education, or cooperate with competent authorities to proactively prevent and promptly handle incidents related to security and order, school safety in accordance with the law.

Section 4

ASSESSMENT OF THE RESULTS OF TRAINING FOR STUDENTS

Article 17. Content, Grading Scale, and Criteria

The assessment of students' training results is an evaluation of their responsibility, spirit, and attitude in cultivating qualities. The grade is given on a scale of 100. The content and grading criteria are as follows: 1. Responsibility

Compliance with laws and school regulations (maximum 25 points): a) Responsibility to comply with legal provisions for citizens, directives from ministries and agencies, and management bodies implementing in the school;

b) Responsibility to comply with school regulations and other rules.

2. Responsibility, spirit, and attitude in studies (maximum 20 points):

a) Responsibility and attitude in participating in study activities and scientific research activities;

b) Responsibility and spirit in participating in exams and competitions;

c) Spirit of overcoming difficulties, striving to excel in studies.

3. Responsibility in participating in political-social, cultural-arts, sports, crime prevention, and social vices activities (maximum 20 points): a) Responsibility and effectiveness in participating in training activities related to politics, society, culture, arts, and sports. Students with disabilities are evaluated based on their health condition appropriately, ensuring fairness in each specific case;b) Responsibility in participating in public welfare, voluntary work, social work;

c) Participation in propaganda and crime prevention efforts.

4. Civic responsibility in community relations (maximum 15 points):

a) Participating in the dissemination of Party policies and national laws within the community;

b) Responsibility to participate in social activities recognized, commended, or rewarded by authorities.

5. Responsibility and results in participating in class cadre work, mass organization work, other school organizations, or having outstanding achievements in studies and training that are recognized and rewarded by competent authorities (maximum 20 points):

a) Responsibility, spirit, attitude, reputation, organizational skills, and effectiveness of the student assigned to manage the class, Communist Party of Vietnam organizations, Youth League, Vietnamese Student Association, and other school organizations;

b) Active support and participation in collective activities of the class, department, and school;

c) Achievements in scientific research, participating in competitions, innovation and technological improvement initiatives, entrepreneurial activities, and other student contests recognized by the school or competent authorities.

a) The responsibilities, spirit, attitude, credibility, organizational skills, and work effectiveness of students assigned management tasks in classes, Communist Party of Vietnam organizations, Youth League Communist Party of Ho Chi Minh, Vietnamese Student Association, and other school organizations;

b) Support and actively participate in class-wide, faculty-wide, and school-wide activities;

c) Achieve academic excellence by participating in scientific research, innovation competitions, technical improvement initiatives, entrepreneurship activities, and other student contests recognized by the school or competent authorities.

 

Article 18. Evaluation and Grading

1.The head of the school or the head of a unit subordinate to the school, which has been delegated authority to establish an evaluation committee for student conduct, shall carry out the evaluation of students' training results.

2.The school shall issue detailed regulations on the form, procedure, content, grading scale, and criteria for evaluating students' training results.

3.Classification of students' training results:

a) Students' training results are categorized into 05 types: Excellent, Good, Satisfactory, Average, and Poor. Excellent: from 90 to 100 points; Good: from 80 to less than 90 points; Satisfactory: from 70 to less than 80 points; Average: from 50 to less than 70 points;Poor: : below 50 points;b) Students who receive a disciplinary warning shall not have their training results exceed the Satisfactory category, and those who receive a more severe form of discipline (warning or above) shall not have their training results exceed the Average category;c) Students who are suspended from studies shall not be evaluated for their training during the period of suspension; students who are expelled shall not be evaluated for their training;

d) Students who take a temporary leave of absence may retain their training results and will be evaluated upon returning to study. Students who complete their program and graduate later than specified by the academic year shall continue to be evaluated during the period they are completing additional coursework and graduating, depending on the reason for evaluation at the supplementary examination; e) Students enrolled in two concurrent programs of study will be evaluated for their training results at the managing unit of the first program and receive an opinion from the managing unit of the second program as a basis for additional evaluation. If the first program is completed, the managing unit of the second program shall continue to evaluate the student's training; f) Students who transfer schools have their training results preserved at the previous school and will be evaluated at the new school. Students transferring from abroad will only be evaluated for their studies in Vietnam and preserve the evaluation from the previous school (if applicable);

g) Students participating in exchanges with foreign educational institutions dispatched by the school for a period of half an academic semester or more shall have their training results evaluated according to the conversion criteria set by the school with the foreign educational institution. The training results of students must be communicated to the student at least five days before the decision on the training results is issued. In case of disagreement with the announced training results, the student may appeal to the department responsible for communicating the training results for reconsideration and resolution. Time frame and method of calculating points:

a) The evaluation of students' training results shall be conducted per semester, academic year, and throughout the entire academic program;

b) The training score of a student in an academic term is the total number of points achieved according to the specified evaluation criteria and content. The training score for an academic year is the average of the training scores from all terms within that academic year. The overall training score is the average of the training scores from all academic years.

Use of results:

a) The overall training score of students shall be recorded in the student management file at the school and reflected in the final grade report upon completion of the program;

4.b) Training scores are used to assess, grant scholarships for academic excellence, evaluate annual and overall academic performance awards, and other benefits related to the rights of students;

5.c) Excellent training results will be considered by the school for commendation and rewards. Method of calculating points:

a) The evaluation of students' conduct is conducted on a per semester, per academic year, and overall basis;

b) A student's conduct score for an academic term is the total score achieved based on specified criteria and content. The annual conduct score is the average of the conduct scores from all terms in that academic year. The overall conduct score is the average of the conduct scores from all academic years.

6.Use of results:

a) The overall conduct score of students is recorded in their management files at the school and reflected in the final grade report upon completion of the course;

b) Conduct scores are used to evaluate, award scholarships for academic excellence, consider annual and overall commendations, and other benefits related to student rights;

c) Outstanding conduct scores are considered by the school for recognition and awards.

Part 5

DISCIPLINE FOR STUDENTS

Article 19. Purpose and Principles of Disciplinary Handling

1. To educate, prevent, stop, and handle violations of school rules, regulations, and laws; to educate and assist students in self-regulating their behavior, correcting deficiencies, changing perceptions, voluntarily cultivating themselves for progress; to increase the initiative and positivity in exercising rights, duties, and responsibilities as a student towards oneself, the school, and society; contributing to maintaining discipline and order within the school.

2. To be objective, transparent, fair, strict according to law, and educational; not to infringe upon the physical, mental, honor, or dignity of students during disciplinary handling procedures for students.

3. Each violation shall be handled only once with one form of discipline. When considering multiple violations at the same time, each violation should be evaluated separately and a decision made using the highest applicable form of discipline corresponding to the severity of the violation.

4. Disciplinary handling shall not be considered for students during periods of medical leave; authorized absences from school; or pending investigation and verification by competent authorities regarding violations of law. 5. The disciplinary handling must be based on the content, nature, severity, consequences of the violation, reasons for the violation; evidence collected; attitude towards admitting fault and correcting the violation, mitigating the harm caused. Students subject to disciplinary handling shall participate in the disciplinary hearing to protect their lawful rights and interests.

6. While a student is serving a disciplinary decision, if they commit further violations, the following forms of discipline will be applied: a) If the new violation warrants a form of discipline that is lighter or equal to the current form of discipline being served, then a more severe form of discipline one level higher than the current form shall be applied; b) If the new violation warrants a form of discipline that is more severe than the current form of discipline being served, then a more severe form of discipline one level higher than the newly violated form of discipline shall be applied.

Article 20. Violations Subject to Disciplinary Handling

1. Students who commit any of the following acts shall be considered for disciplinary handling:

a) Acts strictly prohibited in educational institutions as stipulated by the Education Law;

b) Acts violating school regulations, rules, codes, and ethics;

c) Acts violating laws directly related to the educational environment, lawful rights and interests of learners, staff, workers, and school operations.

2. The severity of violations is determined as follows:

a) Level 1: Violations with minor nature and impact, affecting one class; b) Level 2: Violations with significant nature, impact, causing negative public opinion within or outside the school;

c) Level 3: Violations with very serious nature, impact, affecting beyond the school, causing strong dissatisfaction among teachers, administrators, staff, students of the educational institution, impacting the reputation of the school;

d) Level 4: Violations with extremely serious nature and impact, affecting society as a whole, causing strong public opinion dissatisfaction among teachers, administrators, staff, students of the educational institution, significantly impacting the reputation of the school.

a) Level 1 is a violation with minor characteristics, impact limited within one class;

b) Level 2 is a violation with significant characteristics, impact extensive across multiple classes or faculties of the school, causing negative public opinion within or outside the school;

c) Level 3 is a violation with very significant characteristics, impact beyond the school, causing strong dissatisfaction among faculty members, management staff, employees, and students at the educational institution, affecting the reputation of the school;

d) Level 4 is a violation with extremely significant characteristics, impact on society as a whole, causing strong public dissatisfaction among faculty members, management staff, employees, and students at the educational institution, significantly impacting the reputation of the school.

Article 21. Disciplinary Measures

1. Censure.

2. Warning.

3. Suspension from studies for a limited period.

4. Compulsory withdrawal from school.

Article 22. Application of Disciplinary Measures

Students who violate the provisions set forth in Article 20 of this Circular may be subject to one of the following disciplinary measures, depending on the nature, extent, and consequences of the violation:

1. Censure for students whose violations are at level 1 as specified in point a, clause 2, Article 20 of this Circular.

2. Warning for students who have been disciplined with censure and then repeat or commit a violation at level 2 as specified in point b, clause 2, Article 20 of this Circular.

3. Suspension from studies for a limited period for students who have been disciplined with warning and then repeat or commit a violation at level 3 as specified in point c, clause 2, Article 20 of this Circular. The duration of the suspension is determined by the head of the school or the head of an affiliated unit within the school based on the nature, extent, and consequences of the violation but not exceeding 12 months (or one academic year).

4. Compulsory withdrawal from school for students who have been disciplined with suspension from studies for a limited period and then repeat or commit a violation at level 4 as specified in point d, clause 2, Article 20 of this Circular.

Article 23. Procedure and Disciplinary File

1. Procedure for disciplinary action:

a) The student who has committed a violation must prepare an introspective statement and accept the form of discipline;

b) An individual responsible for student affairs shall convene a meeting with the class committee, analyze, and reach a consensus on the proposed form of discipline to be submitted to the unit responsible for student affairs; c) The unit responsible for student affairs shall organize a meeting, review, and submit a report to the head of the school or the head of an affiliated unit within the school based on their authority to propose the establishment of the Student Disciplinary Committee of the school; d) No later than 10 days after its formation, the Disciplinary Committee must convene a meeting to conduct disciplinary proceedings. The participants in the meeting include members of the School Student Disciplinary Committee, representatives from the class where the student violated, the student who committed the violation, and other relevant agencies, units, and individuals.

If the student who has violated the rules is invited but does not attend without a valid reason or fails to submit an introspective statement, the Disciplinary Committee shall still proceed with the meeting and consider additional deficiencies in the student's organizational discipline awareness. The Disciplinary Committee will review, vote secretly, make recommendations on the form of discipline, and request the head of the school or the head of an affiliated unit within the school based on their authority to examine and decide on disciplinary action. Only members of the School Student Disciplinary Committee have the right to vote. 2. Disciplinary file: a) The introspective statement of the student who has committed a violation;

b) Minutes of the meeting for the student's inspection and discipline;

c) Proposal document from the unit responsible for student affairs; d) Other relevant documents. 3. The head of the school or the head of an affiliated unit within the school based on their authority may issue a disciplinary decision without following the procedure and file requirements set forth in paragraphs 1 and 2 of this Article, provided that: The violation has specific provisions for the form of discipline; there is sufficient evidence to clearly identify the violation; the case does not involve complex circumstances requiring additional verification, and the proposed form of discipline is neither suspension from studies for a limited period nor compulsory withdrawal from school.

2. Disciplinary processing records:

a) The student's self-examination report for the violated behavior;

b) Minutes of the disciplinary examination meeting for the student with the violated behavior;

c) Document requesting action from the unit responsible for student affairs;

d) Other relevant documents.

3. The head of the school or the head of a subordinate unit within the school, as delegated by authority, may issue disciplinary decisions without following the procedures and records specified in paragraphs 1 and 2 of this Article for violations that meet all conditions including: The violation has specific provisions regarding disciplinary measures; there is sufficient evidence to clearly determine the violated behavior; the case does not involve complex circumstances requiring additional verification, and the proposed disciplinary measure is not suspension or expulsion.

Article 24. Student Discipline Committee of the School

1. The Student Discipline Committee of the School:

a) The Chairman of the Committee is the head of the school, the head of an affiliated unit directly subordinate to the school who has been delegated authority or his deputy, and the deputy head of the affiliated unit directly subordinate to the school who has been delegated authority;

b) The Standing Committee of the Committee consists of the head or deputy head of the unit responsible for student affairs at the school;

c) Members of the Committee include persons assigned to oversee students under consideration for disciplinary action; representatives of the Communist Youth League of Vietnam, the Vietnamese Student Association of the school, and relevant agencies and units. 2. The Student Discipline Committee of the School is established by the head of the school or an affiliated unit directly subordinate to the school who has been delegated authority to discipline students individually after a violation and dissolves itself upon completion of its task.

Article 25. Time Limit, Effectiveness of Disciplinary Decisions

The time limit for disciplinary action is twelve months

1.with respectto acts of misconduct that warrant reprimand; the time limit for disciplinary action does not apply to acts of misconduct that warrant warning or higher. The effectiveness of a disciplinary decision commences from the date it is issued. The effective period runs from the date of issuance until the end of the disciplinary term. A disciplinary decision must specify the form, duration of effect, reasons for imposing discipline on the student, and the rights that the disciplined student does not enjoy during the disciplinary period.

2.3. Disciplinary decisions become ineffective in the following cases:

a) After three months from the date of issuance of a reprimand decision, if the student does not engage in misconduct warranting disciplinary action;

b) After six months from the date of issuance of a warning decision, if the student does not engage in misconduct warranting disciplinary action, then the disciplinary decision automatically terminates its effectiveness;

c) In cases where a student who has been disciplined with reprimand or warning has completed one-third of their disciplinary term and has demonstrated merit recognized by an individual, organization, or authority competent to recognize such merit, the Student Discipline Committee may consider terminating the disciplinary decision before the scheduled end date.

4. Upon expiration of the suspension period for a disciplinary action that involves suspension from studies, if the student does not engage in misconduct warranting disciplinary action during this period, the head of the school

or an affiliated unit directly subordinate to the school who has been delegated authority may decide on the re-admission of the student. Chapter III RESPONSIBILITIES OF ORGANIZATIONS, ENTITIES, AND INDIVIDUALS IN STUDENT WORK

Article 26. Responsibilities of the Direct Management Authority

Guide, direct, supervise, and inspect subordinate schools in implementing student work as prescribed by this Circular.

Article 27. Responsibilities of the School

1. Based on the provisions of this Circular and relevant regulatory documents, the school issues documents to implement student work, stipulating periodic evaluations of students' conduct that are appropriate to actual conditions; for institutions of higher education with affiliated units or subordinate units, such units shall develop and issue documents concerning student work and ensure their implementation uniformly across all affiliated and subordinate units. 262. Implement the Party's guidelines, State policies, and regulations of the Ministry of Education and Training, as well as local regulations on student work; annually, formulate a plan for implementing student work and allocate resources to support such work, creating conditions for students to fully exercise their rights and fulfill their obligations under the law. 3. Actively coordinate with youth organizations, students' families, and relevant agencies to implement student work.

4. Provide complete, accurate, and timely information to students during their studies and training.

 

5. Annually, organize inspections, evaluations, interim reviews, and final reviews of student work in accordance with the provisions of paragraph 6 of this Article.

6. Evaluation of Student Work

a) The evaluation of student work at the school is conducted according to three groups of criteria and scored on a scale of 100 points, with up to 10 bonus points for the application of information technology and digital transformation in student work. Specific scoring framework:

- Political education, ideological education; legal education; moral and lifestyle education; physical fitness training; skills (30 points);

- Counseling and support services for students (30 points);

- Student management (40 points);

- Application of information technology and digital transformation in student work (10 points).

b) Evaluation, grading:

- Organize the evaluation and grading of student work before August 30th each year;

- Grading of student work is based on the total score achieved across all evaluated content and graded into five categories: Excellent: a total score of 90 points or above; Good: a total score from 80 to less than 90 points; Satisfactory: a total score from 70 to less than 80 points; Average: a total score from 50 to less than 70 points; Unsatisfactory: a total score below 50 points;

- Utilization of evaluation results: The results of the student work evaluation are made public on the school's electronic information platform. These results serve as the basis for annual assessment and recognition by the school.

- Application of information technology and digital transformation in student affairs (10 points).

b) Evaluation and classification:

- Organize evaluation and classification of student affairs, completed by August 30th each year;

- Classification of student affairs based on the total score achieved across all evaluated content, with five categories: Excellent: a total score of 90 points or above; Good: a total score between 80 and less than 90 points; Satisfactory: a total score between 70 and less than 80 points; Average: a total score between 50 and less than 70 points; Unsatisfactory: a total score below 50 points;

- Use of evaluation results: The results of the student affairs evaluation are publicly disclosed on the school's electronic information platform. These results serve as the basis for annual assessment by the school and organization of commendations for units.

Article 28. Responsibilities of the Principal of the School

1. The principal of the school shall be fully responsible for implementing student affairs; evaluating student affairs; directing, organizing, and managing activities; and allocating resources to ensure effective implementation of student affairs.

2. To define the functions and tasks of units participating in student affairs at the school; assign a unit responsible for student affairs as the focal point, leading advisor, and coordinator to assist the principal in implementing school student affairs.

3. Organize educational activities prescribed under Section 1 of Chapter II with appropriate duration and form according to the practical conditions of the school.

4. Annually, direct and organize dialogues with students to provide necessary information, grasp their thoughts and aspirations, and promptly address their legitimate concerns and needs.

5. Promote the effective role, responsibility, and participation of the Communist Youth League of Ho Chi Minh, Vietnam Student Association in student affairs at the school.

6. Decide on students' participation to ensure representation for the school when called upon by local authorities, higher levels, other sectors, or other organizations.

7. Annually, organize training for advisors and implementers of student affairs at the school.

Article 29. Responsibilities of Individuals and Groups Implementing Student Affairs

1. The unit responsible for student affairs at the school shall be accountable to the principal in advising and organizing the implementation of student affairs.

2. Units participating in student affairs at the school shall conscientiously fulfill the provisions concerning student affairs as assigned by the principal.

3. Individuals entrusted with responsibility and implementing student affairs shall conscientiously fulfill the provisions concerning student affairs at the school.

 

Chapter IV

CONDITIONS OF IMPLEMENTATION

Article 30. Effective Date of Implementation

1. This Circular will take effect from June 30, 2026.

2. This Circular shall replace Decision No. 50/2007/QĐ-BGDĐT dated August 29, 2007, by the Minister of Education and Training on regulations for political quality education, moral conduct, and lifestyle for students in universities, academies, colleges, vocational colleges, and specialized secondary schools; Decision No. 42/2007/QĐ-BGDĐT dated August 13, 2007, by the Minister of Education and Training on regulations for students in regular full-time higher education institutions; Circular No. 10/2016/TT-BGDĐT dated April 5, 2016, by the Minister of Education and Training on regulations for student affairs in bachelor's degree programs under the regular system; Circular No. 17/2017/TT-BLĐTBXH dated June 30, 2017, by the Minister of Labor, Invalids, and Social Affairs on regulations for student affairs in vocational schools and colleges; Decision No. 60/2007/QĐ-BGDĐT dated October 16, 2007, by the Minister of Education and Training on regulations for evaluating students' conduct at higher education institutions and specialized secondary schools under the regular system; Circular No. 16/2015/TT-BGDĐT dated August 12, 2015, by the Minister of Education and Training on regulations for evaluating students' conduct in bachelor's degree programs under the regular system; Circular No. 39/2010/TT-BGDĐT dated December 23, 2010, by the Minister of Education and Training on regulations for student affairs at universities, colleges, and specialized secondary schools; Circular No. 27/2009/TT-BGDĐT dated October 19, 2009, by the Minister of Education and Training on regulations for off-campus activities of students in higher education institutions, vocational colleges, and specialized secondary schools under the regular system.

3. Amend and supplement paragraph 2 of Article 1 of the Regulations Governing Student Affairs at Boarding Schools within Educational Institutions under the National Education System, issued with Circular No. 27/2011/TT-BGDĐT dated June 17, 2011, by the Minister of Education and Training on regulations governing boarding student affairs in educational institutions under the national education system as follows: "2. This Regulation applies to students residing within the campus dormitories of primary schools, secondary schools, and non-formal education (hereinafter collectively referred to as school); relevant agencies, organizations, and individuals."

Article 31. Transitional Provisions

1. The evaluation of students' training results and the student affairs work conducted before the effective date of this Circular but not yet concluded shall continue to be carried out in accordance with the provisions of the law then in force.

2. With respect to violations that are under examination or disciplinary action as of the effective date of this Circular, such actions shall continue to apply the provisions of the law at the time the violation occurred. In cases where violations occurred before the effective date of this Circular but are examined and subject to disciplinary action after its effective date, the provisions of the law favorable to the student shall be applied.

Article 32. Implementation Responsibility

The Minister, Heads of Sectoral Ministries, Chairmen of People's Committees of Provinces and Municipalities, Directors of Departments of Education and Training; Directors of Universities and Academies; Principals of Schools; relevant agencies, organizations, and individuals shall be responsible for the implementation of this Circular./.
