Pursuant to the Education Law dated December 2, 1998;
Pursuant to Decree No. 55/2003/NĐ-CP dated May 28, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry;
Pursuant to Decision No. 56/2003/QĐ-BGD&ĐT dated December 10, 2003 of the Minister of Education and Training promulgating the Charter of Colleges;
Considering the proposal of the Rector of Sao Đỏ College of Industry at Report No. 458/TTr-HCTC dated December 6, 2005;

Article 1. Approves the attached to this Decision Regulations on Organization and Operation of Sao Đỏ College of Industry.
Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
The Heads of the Ministry's Office, Inspectorate, Departments, Bureaus, and the Rector of Sao Đỏ College of Industry shall be responsible for implementing this Decision.

Organization and Operation of
Sao Đỏ College of Industry

PART I
GENERAL PROVISIONS
Article 1Sao Đỏ College of Industry (hereinafter referred to as the College) is under the Ministry of Industry, with the function of training and upgrading human resources at the college level and lower levels in the fields of: Mechanical Engineering, Electrical Engineering, Electronics, Information Technology, Textile - Garment, Leather - Footwear, Economics, Technical Education, Vietnamese Studies according to the framework of the national education system, the system of educational and training certificates as prescribed by law; simultaneously serving as a research and technology development base for management, production and business activities in the industry sector and socio-economic development.
Full name in Vietnamese: Sao Đỏ College of Industry;
International trade name: SAO DO INDUSTRIAL COLLEGE.

Article 2. The College is subject to comprehensive and direct leadership and management by the Ministry of Industry; it is under state management by the Ministry of Education and Training, the Ministry of Labor, Invalids and Social Affairs, and guidance in various professional areas by relevant ministries and sectors; it is under administrative territorial management by the People's Committee of the province or centrally governed city where the College is located; it enjoys policies and systems applied to universities, colleges, vocational high schools, and vocational training institutions.
Article 3. The College is a training public service unit with revenue, having legal personality, operating on state budget funds for public services and certain research, consulting, and service activities with revenue as prescribed by the State, opening accounts at the State Treasury and banks, and using seals (including embossed and reduced seals) for operations and transactions in accordance with the law.
Article 4. Organization of the Communist Party of Vietnam and mass organizations.
1. The College has an organizational unit of the Communist Party of Vietnam operating within the framework of the Constitution, laws, and the Party Charter; leading the College to implement the Party's guidelines, policies, and state laws, mobilizing the masses to unite and carry out the College's political tasks.
2. Mass organizations and social organizations within the College operate in accordance with the law, responsible for implementing educational goals and principles as prescribed by the Education Law and consistent with the objectives, functions, and responsibilities of these organizations.
Chapter II
TASKS AND POWERS OF THE COLLEGE
Article 5. The College has the following tasks:
1. Training human resources at the college level in technical and economic fields and lower levels in the fields of: Mechanical Engineering, Electrical Engineering, Electronics, Information Technology, Textile - Garment, Leather - Footwear, Economics, Technical Education, Vietnamese Studies according to the framework of the national education system, the system of educational and training certificates as prescribed by law.
2. Upgrading and training cadres in technical and industrial economic management, high-level technical workers meeting the standards set by the State and the requirements of domestic and foreign organizations and individuals.
3. Researching and implementing science and technology in industrial economic fields; linking training with scientific research and labor production to improve training quality to meet increasingly higher production and business requirements.
4. Conducting scientific and technological service activities, technology transfer, experimental production, production and business activities suitable to the training fields; providing career counseling, job placement, participating in labor export, organizing study abroad for students and other units as prescribed by law.
5. Organizing information activities through forms such as specialized conferences, training seminars, surveys, experience learning tours, printing and publishing publications, materials, textbooks to serve training and scientific research activities as prescribed by the State.
6. Implementing international cooperation and collaboration in training and upgrading human resources, research, and technology implementation with domestic and foreign agencies, organizations, and individuals.
7. Managing organization and staffing in accordance with state regulations and the Ministry of Industry's delegated management authority.
8. Managing and utilizing land, material assets, property, and capital sources assigned by the State.
9. Maintaining political security and social order and safety within the College; protecting property, national secrets, and implementing protective and safety measures.
10. Implementing regular and ad hoc reports as prescribed and upon the requirements of the Ministry of Industry.
Article 6. Powers of the School
1. To develop and organize the implementation of planning, programs, curricula for training at the School in accordance with the national education strategy and the network planning of vocational colleges.
2. To cooperate in joint ventures, linkages, receive sponsorships, and contribute capital with organizations and individuals both domestically and internationally to train high-level human resources serving the development of the School and the industry, in accordance with state regulations.
3. To mobilize funds from staff members to serve the goals of training, scientific research, technological development, production and business operations, services, in accordance with the law.
4. To be allocated land by the State, lease land, borrow funds; to be exempted or reduced from taxes according to current regulations.
5. To promulgate internal management regulations and rules in compliance with current regulations.
6. To decide on the establishment of subordinate organizations based on the organizational structure approved by the Ministry of Industry, appoint and relieve from office heads of departments, faculties, subject groups, centers, production workshops, stores, and make decisions regarding personnel issues from the rank of lecturer down.
7. To decide on the recruitment, rotation, salary increase, retirement, rewards and disciplinary actions, sending for study and work assignments both domestically and internationally, according to the hierarchical management of personnel by the Ministry of Industry.
Article 7. Civil Liability of the School
The School shall bear civil liability in accordance with the law; it shall not allow organizations or individuals to exploit the name and material facilities of the School to conduct illegal activities.
Chapter III
ORGANIZATION AND STAFFING
Article 8. Organizational Structure of the School
1. Leadership:
a) Principal;
b) Deputy Directors.
2. Councils: Training, Science, and advisory councils.
3. Functional Departments:
a) Training Department;
b) Scientific Research and Continuing Education Department;
c) Planning and Technical Department;
d) Project Management and International Cooperation Department;
đ) Finance and Accounting Department;
e) Organization and Administrative Department;
g) Student and Pupil Affairs Department;
h) Administration and Living Services Department.
4. Faculties and Subject Groups:
a) Electrical Engineering Faculty.
b) Mechanical Manufacturing Faculty;
c) Power Machinery Faculty;
d) Metal Structures Faculty;
đ) Electronics and Informatics Faculty;
e) Textile and Garment Technology Faculty;
g) Economics Faculty;

5. Service and Training Support Units, including enterprises, centers: Industrial Scientific Research and Technology Transfer Center; Admissions and Employment Promotion Center; Labor Export Center; Scientific and Technological Services Center; Experimental Production Center; Production and Business Center; Career Counseling and Job Introduction Center; Practical Workshop; Product Exhibition Store.
Article 9. Director
The Director is the legal representative of the School, directly responsible for managing and operating the School's activities in accordance with the law. The Director is appointed and relieved from office by the Minister of Industry for a term and in accordance with the criteria set forth by the Ministry of Education and Training. The Director has the following duties and powers:
1. To submit to the Minister of Industry for approval the Regulations on the Organization and Operation of the School based on the provisions of the College Charter issued together with Decision No. 56/2003/QĐ-BGDĐT dated December 10, 2003 of the Minister of Education and Training; the Vocational School Charter issued together with Decision No. 775/2001/QĐ-BLĐTBXH dated August 9, 2001 of the Minister of Labor, Invalids, and Social Affairs, and to implement after approval. Within the scope of the authority granted, promulgate internal management regulations and rules in compliance with current state regulations to bring the School's activities into order.
2. To submit to the Minister of Industry for approval the long-term, five-year, and annual planning, financial budget, and final accounts of the School, and to implement after approval.
3. To implement the tasks, powers, and responsibilities of the School as stipulated in Articles 5, 6, and 7 of this Regulation.
4. To effectively utilize all resources to achieve the School's development goals and improve the quality and effectiveness of training, scientific research, production, and business operations.
5. To decide on the establishment, division, merger, dissolution of internal organizations within the School's organizational structure approved by the Ministry, appoint positions of heads and deputies of departments, faculties, subject groups, service units, and business units according to the hierarchical management of the Ministry of Industry.
6. To manage and use assets and funds provided by the State for the correct purposes, including:
a) To perform the function of the main account holder; to be responsible under the law for managing the School's financial and asset resources in accordance with Articles 22, 23, 24, 25, and 26 of this Regulation;
b) To manage and use funds for training, scientific research, production and business operations, and basic construction of the School in accordance with current state regulations;
c) To comply with state regulations on labor, wages, remuneration, tuition fees, scholarships, social allowances, and state policies and systems for lecturers, staff, and students of the School.
7. To determine the management costs and operational expenses in the financial budget based on the results of training, scientific research, scientific and technical services, production and business operations of the School.
8. To organize scientific research and technological activities, experimental production, production and business operations, scientific and technical services, technology transfer; to accept foreign sponsorship in accordance with the law.
9. To implement certain investment projects using budget funds according to the decision of the Ministry of Industry; for self-financed investment projects, to follow current regulations.
10. To ensure the leadership of the Communist Party of Vietnam's grassroots organization and build close relations with mass organizations in the School.
11. When absent, the Director shall delegate a Deputy Director to manage and resolve matters but still be responsible under the law and to the Minister of Industry for the delegation.
12. To ensure order, security, and safety within the School.
Article 10. Deputy Director
The Deputy Director assists the Director and is assigned by the Director to be responsible for one or several areas of work at the School. The Deputy Director handles tasks and is accountable to the Director for the results of the assigned work.
The appointment and removal of Deputy Directors are proposed by the Director and decided by the Minister of Industry according to the term and criteria set forth by the Ministry of Education and Training.
Article 11. Scientific and Training Council
1. The Scientific and Training Council advises the Director on:
a) Objectives, programs, long-term plans, annual plans regarding education and training, and science and technology of the School;
b) Training and developing the faculty and staff.
2. The Scientific and Training Council of the School consists of: the Director, Deputy Directors, Heads of Departments, Center Directors, some Heads of Divisions, Departmental Team Leaders, lecturers, scientific and technological staff members, scientists, and representatives from certain economic and social organizations outside the School.
3. The Director decides to establish the Scientific and Training Council; the Chairman of the Council is elected by the Council members based on the majority principle, in case of equal votes, the side with the Director's vote will decide. The Director decides to appoint the Chairman of the School's Scientific and Training Council.
4. The Scientific and Training Council of the School convenes at least once every six months, convened by the Council Chairman.
5. The Chairman of the School's Scientific and Training Council is responsible for drafting and submitting to the Director for approval the Rules of Operation of the Council.
Article 12. Other Advisory Councils
Other Advisory Councils (including Councils on Salary; Staffing and Recruitment; Competition; Awards; Disciplinary...) are established by the Director and have their own rules of operation; their composition follows current state regulations and those of the Ministry of Industry.
Article 13. Functional Departments
The School organizes functional departments to assist the Director in organizational, personnel, training, administrative, planning, financial, international relations, student management matters, and has the following main responsibilities:
1. Organizing and implementing tasks according to assigned functions and authorities.
2. Proposing projects, initiatives, policies, and draft management decisions within their authority for the Director's consideration and decision.
3. Implementing the Director's decisions and handling regular tasks within their assigned functions and responsibilities.
4. Managing staff according to the division of authority by the Director.
The Head of the department is appointed and removed by the Director upon the recommendation of the Head of the Organization and Administration Division. Assistant Heads of the department are appointed and removed by the Director upon the recommendation of the Head of the department. The appointment and removal of Assistant Heads of the department are also recommended by the Head of the Organization and Administration Division. The term and criteria for the Head and Assistant Heads of the department follow the regulations of the Ministry of Education and Training.
Article 14. Departments and Departmental Teams under the School
1. Based on the number of majors and scale of training, the Director decides to establish departments and departmental teams under the School according to the structure approved by the Ministry of Industry. Departments and departmental teams under the School have the following main responsibilities:
a) Organizing and implementing the training process, teaching plans, study plans, and other educational activities according to the general teaching plan and schedule of the School;
b) Organizing scientific research and technological development; implementing the integration of training with scientific research, production-business, and social life.
c) Organizing the compilation of course programs, textbooks, teaching materials, and improving teaching and learning methods; proposing plans for supplementing and maintaining teaching equipment, practical training, and experimental scientific facilities;
d) Developing and implementing plans for training and enhancing professional skills for lecturers, staff, and employees under the department;
đ) Managing lecturers, staff, and employees under the department according to the division of authority by the Director.
The Head of the department is appointed and removed by the Director upon the recommendation of the Head of the Organization and Administration Division. Assistants to the Head of the department are appointed and removed by the Director upon the recommendation of the Head of the department and the Head of the Organization and Administration Division. The term and criteria for the Head and Assistant Heads of the department follow the regulations of the Ministry of Education and Training.
2. The Director specifies the specific responsibilities of the departmental teams under the School.
Article 15. Departments under the Faculty
1. Departments under the faculty are basic training units, engaging in scientific and technological activities. The main tasks of departments include:
a) Being responsible for the content, quality, and progress of teaching certain subjects within the faculty's and the school's general teaching program and plan.
b) Organizing the development, improvement of content, programs, textbook compilation, and teaching materials related to the specialized fields and vocational training programs assigned by the faculty and the school.
c) Implementing teaching and learning plans, scientific and technological activities, and managing facilities and equipment as assigned by the faculty and the school.
2. The head of the department is the Department Head appointed and relieved from duty by the Rector upon the recommendation of the faculty. Assisting the Department Head are Deputy Department Heads appointed and relieved from duty by the Rector upon the recommendation of the faculty. The term of office and criteria for Department Heads and Deputy Department Heads are regulated by the Ministry of Education and Training.
Article 16. Research and Development Organization
1. Research and technology transfer organizations are established in various forms such as centers and science and technology enterprises, with the mission to conduct scientific research, experimental production, production and business operations, and technology transfer to enhance educational quality and serve economic and social development needs.
2. Scientific research and technology development organizations operate according to the Law on Science and Technology dated June 9, 2000, as decided by the Rector. For research organizations with full legal personality, bank accounts, and seals, the Rector prepares a proposal for the Ministry of Industry to consider and decide.
Article 17. Service and Training Support Facilities
The school may organize service and training support facilities, including:
1. Service facilities: Laboratories; Practical and internship rooms; Libraries; Tradition rooms, clubs, sports and cultural houses, dormitories.
2. Service and technology transfer facilities: Science and technology centers, language, computer, part-time, experimental production, production and business, driving, career counseling, job placement, and student life services. The Rector decides on the establishment of these facilities, defines their functions, tasks, authorities, and appoints management positions. For facilities with incomplete legal personality, bank accounts, and seals, the Rector prepares a proposal for the Ministry of Industry to consider and decide.
FACULTY, STAFF, AND EMPLOYEES
Chapter IV
LECTURERS, STAFF MEMBERS, AND EMPLOYEES
Article 18. Lecturers
Lecturers include those who belong to the school's staff engaged in teaching work, and technical and managerial personnel working inside and outside the school participating in teaching on a part-time basis, having a bachelor's degree or higher, possessing pedagogical skills, meeting the professional standards set by the Ministry of Education and Training, and capable of teaching theoretical and practical courses at the college level and below. Lecturers have the following duties and powers.
1. Duties of lecturers:
a) Strictly adhering to the Party's policies and guidelines; state laws and regulations; implementing the rules, regulations, provisions, and internal rules of the Ministry of Education and Training, the Ministry of Industry, and the school;
b) Teaching according to the content and curriculum prescribed by the Ministry of Education and Training and the school; writing textbooks and developing teaching materials as assigned by the school, faculty, and department;
c) Being subject to supervision by the school regarding the content, quality, and methods of teaching and scientific research;
d) Participating or leading research projects, applications, and technology transfers as assigned by the school, faculty, and department;
đ) Completing other tasks assigned by the school, faculty, and department;
e) Continuously improving professional skills and teaching methods to enhance teaching quality;
g) Maintaining personal integrity, reputation, and honor; respecting the dignity of students and protecting their legitimate rights and interests; guiding students in study, research, scientific and technological application, ideological cultivation, moral character, style, and lifestyle.
2. Powers of lecturers:
a) Being assigned teaching duties according to their specialized training fields, and determining the content of textbooks in accordance with the general regulations of the Ministry of Education and Training;
b) Selecting teaching methods and tools to maximize individual capabilities and ensure teaching quality and effectiveness;
c) Participating in scientific research and technological application; receiving training and professional enhancement; being eligible for promotion examinations for lecturer ranks according to the Civil Servant Regulations;
d) Enjoying material and spiritual benefits according to state policies for educators;
đ) Signing teaching and scientific research contracts with agencies, units, and enterprises in accordance with the Labor Code and the Visiting Lecturer Regulations issued by the Ministry of Education and Training;
e) Participating in democratic regulations within the school;
g) Being considered for national awards such as People's Teacher, Outstanding Teacher, Commendation Medal for the Education Cause, and other commendations.
Article 19. Staff Members
Staff members of the School include: School leadership and management staff, functional units, specialized units, service units, employees, technical workers working in units within the organizational structure of the School and have the following tasks and authorities:
1. To be assigned clear tasks and be responsible for completing the assigned work.
2. To strictly comply with regulations and decisions of the Rector and current laws.
3. To use work equipment as required by their job and have the obligation to maintain and preserve the common property of the School.
4. To participate in discussions and provide opinions on building programs, plans, mid-term reviews, and final evaluations of their working units and the School. They are entitled to propose measures to improve organizational management, working conditions, material and spiritual life, environmental hygiene, and training and development of staff to meet the requirements of the School's tasks.
5. To participate in discussions and build regulations on organizational management, rights, and obligations of staff members within the School.
6. To be proposed by the Rector to arrange and utilize according to the State’s policies and systems for staff members as stipulated in the Labor Code.
The positions, tasks, and authorities, working systems of staff members (excluding Party and mass organization staff) shall be decided by the Rector according to the cadre management classification of the Ministry of Industry.
Chapter V
STUDENTS
Article 20. Admissions Candidates
Vietnamese citizens, overseas Vietnamese, and foreigners who meet the admission criteria set forth in the Admissions Regulations for universities and colleges issued by the Ministry of Education and Training are eligible to apply for admission to the School.
Article 21. Tasks and Authorities of Students
1. Tasks of students:
a) To strictly comply with national laws, the School's regulations, rules, and internal regulations, as well as training regulations and student regulations both on-campus and off-campus as currently prescribed;
b) To complete all study contents, scientific research, and training activities as stipulated in the School's training program and plan;
c) To respect lecturers, staff members, and employees of the School;
d) To fulfill the obligation to pay tuition fees according to the current regulations of the State;
đ) To participate in class activities, mass organizations, public welfare labor, and social service activities;
e) To maintain and preserve the School's property;
g) Students under the quota system must comply with the dispatching of the competent state management agency that sends them to study; if they fail to comply, they must compensate for scholarships and training costs according to the law.
2 . Rights of students:
a) To be respected and treated equally by the School and to be provided with timely and comprehensive information about their studies;
b) To be guaranteed study systems according to State regulations;
c) To participate in mass organizations and social organizations according to the law;
d) To use the School's equipment and facilities for learning, scientific research, physical education, and sports according to the School's regulations;
đ) To directly or through the organizations and mass organizations they belong to, make suggestions to the School regarding solutions to contribute to building the School and protecting their legitimate rights and interests;
e) To enjoy social policies according to State regulations and benefits according to the law on scientific research achievements and productive labor;
g) To receive a degree upon graduation.
Chapter VI
ASSETS AND FINANCES
Article 22. Assets
1. The assets of the School located at the following sites are assigned by the State and the Ministry of Industry:
a) The main office of the School at No. 24 Nguyen Thai Hoc Street, Sao Do Town, Chi Linh - Hai Duong;
b) Site 2: Thai Hoc Commune, Chi Linh - Hai Duong;
Including: land, working houses, laboratories, enterprises, consulting and scientific-technological service centers, experimental production workshops, equipment and machinery invested by the State and self-provided by the School, architectural structures, and the entire infrastructure within the planned area according to the economic-technical justification approved by the Ministry of Industry.
2. The School shall be responsible for:
a) Properly preserving and using the material facilities and assets for their intended purposes effectively in all fields of activity of the School;
b) Organizing an annual inventory and revaluation of the School's assets;
c) All assets must be fully recorded and entered in books in accordance with the regulations of the State.
Article 23. The liquidation, transfer, and reallocation of the School's assets must be carried out in accordance with the regulations of the State.
Article 24. Sources of financial resources ensuring the operation of the School
1. Operating funds for training provided by the State include: salaries, administrative expenses, repair costs, upgrading of equipment, construction projects for material facilities, state-level research topics, ministry-level research topics, institutional-level research topics, and training quotas assigned by the State for human resource development.
2. Tuition fees and service charges as prescribed by the State.
3. Revenue from cooperative training, scientific-technological experimentation, experimental production, production and business activities, and services in accordance with current regulations.
4. Other revenues as prescribed by law, including: sponsorships, grants, donations, gifts, and capital contributions from organizations, businesses, and individuals both domestically and internationally for broad investment and development of the School.
5. Borrowed credit and capital mobilization from faculty members, staff, and employees in accordance with the provisions of the law.
6. Supplementary capital from the School's operations after fulfilling its obligations to the State.
Article 25. Contents of Expenditures of the School
1. Regular expenditures according to the functions and tasks assigned by the competent authority are as follows:
a) Expenditure on personnel, including: salaries, wages, allowances, social insurance contributions, health insurance contributions, training and development programs for lecturers, staff, and employees, and union activity funds in accordance with current regulations;
b) Administrative management expenditure, including: office supplies, administrative services, communication and information, travel expenses, conference fees;
c) Professional and vocational activity expenditure for teaching, learning, and scientific research conducted by lecturers, staff, and employees and students;
d) Expenditure on purchasing assets and regular maintenance of fixed assets and material facilities.
2. Production activity expenditure: providing services and fulfilling tax obligations to the State budget and depreciation of fixed assets.
3. Expenditure on implementing research topics at the School level, ministry level, and state level; expenditure on counterpart funds for implementing projects with foreign capital in accordance with the regulations.
4. Expenditure on streamlining staffing in accordance with the State's regulations.
5. Development investment expenditure, including: construction of material facilities, purchase of fixed assets and equipment, implementation of other investment projects in accordance with State regulations.
6. Expenditure on urgent tasks assigned by the competent authority.
7. Repayment of loans and capital contributions.
8. Other expenditures.
Article 26. Financial Management
The institution shall manage its finances in accordance with the State's regulations on financial systems applicable to training units with income as follows:
1. Manage the financial resources assigned by the State and implement the current financial expenditure system.
2. Manage credit capital, bank loans, development support funds, and other funds to expand and improve the quality of training activities, scientific research, production organization, service provision, and bear responsibility for repaying borrowed capital.
3. Establish and proactively utilize funds such as: Income Stability Reserve Fund, Reward Fund, Welfare Fund, and Development Fund for training activities according to the State's regulations.
4. Subordinate units that operate with income, have legal personality, seals, and separate accounts must report their financial status regularly to the institution in accordance with the law. Subordinate units without legal personality must manage their finances through the institution’s Finance and Accounting Department.
5. Open an account at the National Treasury to reflect budgetary funds and institutional income, and open a deposit account at a bank to reflect production and service activity income; fulfill tax obligations to the State and enjoy tax exemption and reduction benefits for productive and service-providing activities with income.
6. Prepare annual financial revenue and expenditure budgets and report them to the Ministry of Industry and the National Treasury where the institution has an account. Budgetary revenues and expenditures must be reflected in the National Treasury account in accordance with current regulations. Funds from the State budget ensuring regular operations and institutional income not spent in the year may be carried over to the next year for continued use.
7. Organize accounting, statistics, financial reporting, and publicly disclose financial information in accordance with the law.
8. Implement auditing systems to evaluate the effectiveness of capital and asset management; accept supervision and inspection by the Ministry of Industry and relevant state management agencies.
Chapter VII
RELATIONSHIP OF THE INSTITUTION WITH STATE AGENCIES AND LOCAL AUTHORITIES
AND LOCAL AUTHORITIES
Article 27. The institution is subject to inspection and oversight by the Ministry of Industry and relevant state management agencies within their jurisdiction as defined by law, as follows:
1. Adhere to laws, implement State and Ministry of Industry regulations related to the institution's areas of operation.
2. Adhere to financial, credit, tax, profit distribution, accounting, and statistical systems as prescribed by law.
3. Comply with State and Ministry of Industry regulations regarding organizational and personnel work, including: establishment, division, merger, restructuring, approval, amendment, supplementation of the Charter on Organization and Operation, appointment, dismissal, transfer, reward, and disciplinary action of the President and Vice Presidents.
4. Implement State regulations on external relations.
5. Fulfill rights and obligations towards lecturers, staff, and workers in the institution in accordance with the law.
Article 28. The institution is permitted to cooperate and coordinate with functional departments, specialized management agencies under the Ministry, research and technology institutions, information media organizations, training institutions, enterprises, and other organizations across all fields to fulfill its mission.
The institution is allowed to establish cooperative relationships and exchange professional experience in training and cadre development with domestic and international organizations in accordance with the law.
Article 29. Relationship between the President and Party organization and mass organizations:
1. The relationship between the President and the Party Committee of the institution is implemented in accordance with Decision No. 97/QĐ-TW dated March 22, 2004 of the Central Committee of the Communist Party of Vietnam.
2. The relationship between the President and the Trade Union Committee is a cooperative relationship to resolve issues related to the functions, responsibilities, powers, obligations, and rights of trade union members as stipulated in the 1990 Trade Union Law.
3. The President creates favorable conditions for work and provides necessary information for the Communist Youth Union to perform its functions, duties, powers, obligations, and rights as prescribed in the Union Charter.
4. The President facilitates and supports social organizations within the institution to operate in accordance with their objectives, functions, and tasks, contributing positively to the implementation of educational principles of the Party and the State within the institution.
Article 30. The institution is subject to administrative territorial management by the People's Committee of the province or centrally-administered city where it is located.
Chapter VIII
IMPLEMENTING PROVISIONS
Article 31. This Regulation applies to the Red Star College of Industry, subordinate units, lecturers, staff, and employees in the institution who are responsible for implementing this Regulation.
Article 32. Based on this Regulation, the President of the institution is responsible for establishing and promulgating internal rules and regulations concerning the functions, duties, powers of each department within the institutional structure.
Article 33. Any amendments, supplements, or adjustments to this Regulation shall be proposed by the President and decided upon by the Minister of Industry after review./.
