THE MINISTER OF POSTS AND TELECOMMUNICATIONS

Pursuant to the Ordinance on Posts and Telecommunications;

Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;

Pursuant to Decree No. 160/2004/NĐ-CP dated September 3, 2004 of the Government detailing the implementation of certain provisions of the Ordinance on Posts and Telecommunications concerning telecommunication;

Pursuant to Decision No. 191/2004/QĐ-TTg dated November 8, 2004 of the Prime Minister on the establishment, organization, and operation of the Vietnam Public Telecommunications Service Fund;

Pursuant to Decision No. 74/2006/QĐ-TTg dated April 7, 2006 of the Prime Minister approving the program for providing public telecommunications services until 2010;

At the proposal of the Director of the Department of Planning and Finance,

DECISION:

Article 1. Announces (Phase 1) the areas to be provided with public telecommunications services until 2010, including:

1. Districts to be provided with public telecommunications services: 148 districts (including all communes within each district);

2. Communes to be provided with public telecommunications services (excluding the 148 districts mentioned in Clause 1 of this Article): 504 communes. The list (Phase 1) of districts and communes within the areas to be provided with public telecommunications services attached to this Decision (The remaining localities will be announced in Phase 2 by the Ministry of Posts and Telecommunications).

Article 2. The districts and communes mentioned in Article 1 of this Decision shall enjoy the support policies for providing public telecommunications services as prescribed by the State.

Article 3. This Decision shall take effect 15 days from the date of publication in the Official Gazette.

Article 4. Telecommunication enterprises shall be responsible for implementing the State's policies during the provision of public telecommunications services in the areas designated for such services.

Article 5. Local Posts and Telecommunications Departments shall be responsible for proposing to the People's Committees of provinces and centrally governed cities the implementation of public telecommunications service provision policies at the local level and managing the provision of public telecommunications services in accordance with the guidance of the Ministry of Posts and Telecommunications.

Article 6. Heads of the Planning and Finance Department, Telecommunications Department, Office Director, Legal Affairs Department; Directors of the Postal and Telecommunications Quality Management Bureau and Information Center, Vietnam Public Telecommunications Service Fund, and related units under the Ministry of Posts and Telecommunications within their respective functions and tasks assigned shall be responsible for disseminating and implementing this Decision.
