Issuing the List of Open Source Software Products Meeting the Requirements for Use in State Agencies and Organizations

Based on Decision No. 169/2006/QĐ-TTg dated July 17, 2006, of the Prime Minister regarding investment and procurement of information technology products by agencies and organizations using state budget funds, and Decision No. 223/2006/QĐ-TTg dated October 4, 2006, of the Prime Minister amending certain provisions of Decision No. 169/2006/QĐ-TTg;

BASED ON THE GOVERNMENT DECREE NO. 187/2007/NĐ-CP OF DECEMBER 25, 2007 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATIONS;

This Circular issues the List of Open Source Software Products Meeting the Requirements for Use in State Agencies and Organizations (hereinafter referred to as the List of Open Source Software) as the basis for implementing Decisions No. 169/2006/QĐ-TTg and 223/2006/QĐ-TTg of the Prime Minister.
When state agencies and organizations use state budget funds or funds derived from state budgets to invest in and procure software products listed in this List of Open Source Software, they must prioritize investment, procurement, and use of corresponding software products in the List.

Article 1. Amending and supplementing Circular No. 09/2013/TT-BTTTT dated April 8, 2013 of the Minister of Information and Communications on the List of software and hardware, electronic products as follows:

c) Enterprises may be granted permission for no more than one block out of the total three dual-frequency blocks (FDD) B

Article 1. It is encouraged that state agencies and organizations invest in, procure, and use upgraded, supplemented, modified, and localized versions of software products listed in the List.

Article 2. The above-mentioned List of Open Source Software will be reviewed and updated as necessary to suit actual conditions.

This Circular takes effect from February 15, 2010, and replaces Decision No. 08/2007/QĐ-BTTTT dated December 24, 2007, of the Minister of Information and Communications issuing the List of Open Source Software Products Meeting the Requirements for Use in State Agencies and Organizations.

Article 3. During implementation, if there are difficulties or obstacles, agencies and organizations should report them to the Ministry of Information and Communications for study and resolution./.

Article 4. This Circular takes effect from February 15, 2010, and replaces Decision No. 08/2007/QĐ-BTTTT dated December 24, 2007, of the Minister of Information and Communications on the List of Open Source Software Products Meeting Requirements for Use in State Agencies and Organizations.

In the course of implementation, if there are difficulties or obstacles, agencies and organizations shall report to the Ministry of Information and Communications for study and resolution./.
