CIRCULAR

Issuing National Technical Regulations on Electrical Safety

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the Electricity Law dated November 30, 2024;

Pursuant to Decree No. 40/2025/NĐ-CP dated February 26, 2025, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Standardization and Technical Regulation Law, and Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Standardization and Technical Regulation Law;

At the proposal of the Director of the Department of Safety Technology and Industrial Environment;

The Minister of Industry and Trade issues this Circular on the issuance of National Technical Regulations on Electrical Safety.

Article 1. Issuance of the National Technical Regulation

Attached hereto are the National Technical Regulations on Electrical Safety.

Designation: QCVN 25:2025/BCT.

Article 2. Effective Date

1. This Circular shall take effect from August 8, 2025, and replace Circular No. 39/2020/TT-BCT dated November 30, 2020 of the Minister of Industry and Trade on National Technical Regulations on Electrical Safety.

2. Transitional Provisions

a) Existing electrical safety warning signs that have the same content but differ in format from those specified in Article 128 of these Regulations may continue to be used until they are replaced.

b) Existing electric field intensity maps at power stations that differ from the provisions set forth in Point 93.3.3 of Article 93 of these Regulations may continue to be used until they are replaced, but not more than 18 months from the date these Regulations come into effect.

Article 3. Implementation Organization

1. The Minister, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Chairpersons of People's Committees of provinces and centrally governed cities, and related organizations and individuals are responsible for implementing this Circular.

2. During the implementation of this Circular, if any difficulties or obstacles are discovered, organizations and individuals shall promptly report them to the Ministry of Industry and Trade for consideration and resolution./.
