Decision No. 42/2003/QĐ-BNN of the Ministry of Agriculture and Rural Development allows the registration of eight types of plant protection chemicals for special permission to be included in the list of chemicals permitted for use in Vietnam. The Decision also stipulates the export and import of these chemicals.

THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Article 29 of the Plant Protection and Quarantine Ordinance promulgated on August 8, 2001;
Considering the proposal of the Director of the Plant Protection Department and the Deputy Minister in charge of Science and Technology and Product Quality;
DECISION:
Article 1. Registering eight insecticides and snail control products for special cases to be included in the list of plant protection products permitted for use in Vietnam (attached list);
Article 2. The export and import of the plant protection products issued together with this decision shall be carried out in accordance with Article 12 of the Plant Protection Product Management Regulation promulgated together with Decree No. 58/2002/NĐ-CP dated June 3, 2002 of the Government; as stipulated in Decision No. 46/2001/QĐ-TTg dated April 4, 2001 of the Prime Minister on management of export and import goods during the period 2001-2005; and as stipulated in Decision No. 145/2002/QĐ-BNN dated December 18, 2002 of the Ministry of Agriculture and Rural Development.
Article 3. This Decision shall take effect fifteen days from the date of signature.
The Plant Protection Department shall be responsible for providing detailed guidance on safe and effective use of the aforementioned plant protection products.
Article 4. The Heads of the Ministry's Office, the Director of the Plant Protection Department, the Deputy Minister in charge of Science and Technology and Product Quality, the Heads of units under the Ministry, and domestic organizations and individuals, as well as foreign individuals managing, producing, trading, and using plant protection products in Vietnam shall be responsible for implementing this decision.
