CIRCULAR
REGULATING TECHNICAL PROCEDURES AND ECONOMIC-TECHNICAL STANDARDS FOR ENVIRONMENTAL DOCUMENTS
The Prime Minister issues this Decision amending and supplementing certain provisions of the Regulation on Response Activities to Oil Spill Incidents issued together with Decision No. 02/2013/QĐ-TTg dated January 14, 2013 of the Prime Minister.
Pursuant to the Government Decree No. 80/2006/NĐ-CP dated August 9, 2006 detailing and guiding the implementation of certain provisions of the Environmental Protection Law;
WHEREAS Decree No. 21/2008/NĐ-CP dated February 28, 2008 of the Government amending and supplementing certain articles of Decree No. 80/2006/NĐ-CP dated August 9, 2006 of the Government on detailed regulations and guidance for implementation of certain provisions of the Environmental Protection Law;
Pursuant to Decree No. 29/2011/NĐ-CP dated April 18, 2011 of the Government on strategic environmental assessment, environmental impact assessment, and environmental protection commitment;
WHEREAS Decree No. 25/2008/NĐ-CP dated March 4, 2008 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment, amended and supplemented by Decree No. 19/2010/NĐ-CP dated March 5, 2010 of the Government and Decree No. 89/2010/NĐ-CP dated August 16, 2010 of the Government;
WHEREAS Decree No. 102/2008/NĐ-CP dated September 15, 2008 of the Government on data collection, management, exploitation, and utilization of natural resources and environmental data;
At the proposal of the Director General of the Environment Administration, the Head of the Planning Department, and the Head of the Legal Department,
c) Enterprises may be granted permission for no more than one block out of the total three dual-frequency blocks (FDD) B
