Pursuant to the Vietnam Maritime Code on June 27, 2005;

Pursuant to Decree No. 173/2007/NĐ-CP dated November 28, 2007 of the Government on the organization and operation of pilotage services and Decree No. 49/2011/NĐ-CP dated June 21, 2011 of the Government amending and supplementing Article 11 of Decree No. 173/2007/NĐ-CP dated November 28, 2007 of the Government on the organization and operation of pilotage services;

Pursuant to Decree No. 107/2012/NĐ-CP dated December 20, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;

IN RESPONSE TO THE PROPOSAL OF THE HEAD OF THE SCIENCE AND TECHNOLOGY DEPARTMENT AND THE DIRECTOR OF THE VIETNAM MARITIME ADMINISTRATION;

The Minister of Transport issues this Circular to supplement the Appendix of Economic and Technical Standards for Public Service Pilotage Services issued together with Circular No. 69/2011/TT-BGTVT dated December 30, 2011 of the Minister of Transport,

Article 1. Supplementing the Appendix of Economic and Technical Standards for Public Service Pilotage Services issued together with Circular No. 69/2011/TT-BGTVT dated December 30, 2011 of the Minister of Transport

1. Supplementing Table 1. "Code and distance of pilotage channels" from item number 99 to item number 110 in Appendix I attached hereto.

2. Supplementing Table 2. "Operating distance of waterborne vessels for each pilotage channel" from item number 83 to item number 92 in Appendix II attached hereto.

3. Supplementing Table 3. "Operating distance of land-based means for each pilotage channel" from item number 84 to item number 96 in Appendix III attached hereto.

4. Supplementing Table 4. "Fuel consumption standards and lubricating oil consumption of waterborne vessels transporting pilots for pilotage services" in Appendix IV attached hereto as follows:

a) Supplementing Item I at item number 19;

b) Supplementing Item II at item numbers from 14 to 17.

5. Supplementing Table 5. "Fuel consumption and lubricating oil consumption standards for land-based means transporting pilots for pilotage services" at item numbers 30 and 31 in Appendix V attached hereto.

6. Supplementing Table 7. "Technical time standards for pilotage services" from route 99 to route 110 in Appendix VI attached hereto.

Article 2. Effective Date

This Circular takes effect from January 1, 2014.

Article 3. Implementation Organization

The Director of the Ministry's Office, the Inspector General of the Ministry, the Heads of Departments, the Director of the Vietnam Maritime Administration, and the Heads of agencies, organizations, and individuals concerned are responsible for implementing this Circular./.
