CIRCULAR

ISSUING NATIONAL OCCUPATIONAL SKILL STANDARDS FOR

OCCUPATIONS IN THE AGRICULTURAL GROUP

Decree No. 199/2013/NĐ-CP dated 26/11/2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

BASED ON Decision No. 09/2008/QĐ-BLĐTBXH dated March 27, 2008 of the Minister of Labor, War Invalids and Social Affairs promulgating Regulations on Principles and Procedures for Developing and Issuing National Occupational Skill Standards;

The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.

The Minister of Agriculture and Rural Development issues this Circular to issue National Occupational Skill Standards for occupations in the agricultural group.

Article 1. This Circular includes 11 National Occupational Skill Standards for occupations in the agricultural group:

1. National Occupational Skill Standard for Rice Cultivation;

2. National Occupational Skill Standard for Legume Cultivation;

3. National Occupational Skill Standard for Vegetable Cultivation;

4. National Occupational Skill Standard for Fruit Tree Cultivation;

5. National Occupational Skill Standard for Mulberry Silk Production Technology;

6. National Occupational Skill Standard for Vegetable and Fruit Processing;

7. National Occupational Skill Standard for Sugarcane Production Technology;

8. National Occupational Skill Standard for Aquatic Disease Prevention and Treatment;

9. National Occupational Skill Standard for Artificial Wood Panel Production Technology;

10. National Occupational Skill Standard for Bronze Art Casting and Inlaying;

11. National Occupational Skill Standard for Operation and Maintenance of Dredging Boats.

Article 2. This Circular takes effect from January 2, 2015.

Article 3. The Director of the Ministry's Office, Heads of the Cadre and Civil Servant Department, Heads of agencies and units, and related organizations and individuals are responsible for implementing this Circular.
