in accordance with Law on Standards and Technical Regulations dated June 29, 2006;
On the basis of Decision No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing implementation of certain provisions of
Decree No. Law on Standards and Technical Regulations and Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decision No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing implementation of certain provisions Law on Standards and Technical Regulations; The Minister of Construction issues this Circular to issue Amendment 1:2025 QCVN 07:2023/BXD National Technical Regulation on Technical Infrastructure System.
Decree No. Decree No. 33/2025/NĐ-CP dated February 25, 2025 of the Government stipulating the functions, tasks, authorities, and organizational structure of the Ministry of Construction;
At the proposal of the Director of the Infrastructure Construction Department;
Accompanying this Circular is Amendment 1:2025 QCVN 07:2023/BXD National Technical Regulation on Technical Infrastructure System including:
Article 1. 1. Amendment 1:2025 QCVN 07-1:2023/BXD - Water Supply Works.
2. Amendment 1:2025 QCVN 07-9:2023/BXD - Solid Waste Collection, Treatment Works and Public Toilets.
Provisions not mentioned in Amendment 1:2025 QCVN 07:2023/BXD issued accompanying this Circular continue to be applied according to QCVN 07:2023/BXD issued accompanying Circular No. 15/2023/TT-BXD dated December 29, 2023 of the Minister of Construction.
Article 2. This Circular takes effect from January 23, 2026.
Article 3. Transitional Provisions
Article 4. Investment projects related to the provisions at Amendment 1:2025 QCVN 07:2023/BXD issued accompanying this Circular that have been approved before this Circular takes effect shall continue to be implemented according to the regulations at the time of approval; the investment decision maker has the right to choose to apply Amendment 1:2025 QCVN 07:2023/BXD issued accompanying this Circular.
Ministries, agencies equivalent to ministries, government agencies, provincial People's Committees, and organizations and individuals related thereto are responsible for implementing this Circular./.

Amend and supplement Point 2.5.9.1 as follows:
The water storage capacity of clean water tanks in water treatment plants and waterworks must be sufficient to regulate the flow between the volume of water entering the tank and the operating mode of the clean water pump station, the volume of water for the water treatment plant and waterworks themselves, and the volume of water for firefighting, in accordance with the population scale of the urban area served, as stipulated in QCVN 06:2022/BXD and Amendment 1:2023 QCVN 06:2022/BXD. The minimum tank capacity is 20% of the capacity of the water treatment plant or waterworks.".
Amend Point 2.6.2.1 as follows:
“2.5.9.1 The water supply network must be placed in trenches or technical trenches constructed in accordance with QCVN 07-3:2023/BXD.".
