Regulations on functions, tasks, powers
and organizational structure of the Ministry of Culture, Sports and Tourism
Pursuant to the Government Organization Law on February 18, 2025;
At the proposal of the Minister of Culture, Sports and Tourism;
The Government promulgates this Decree to stipulate the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism.
Article 1. Position and Functions
The Ministry of Culture, Sports and Tourism is an agency of the Government, performing state management functions over culture; family; physical education and sports; tourism; press; radio and television; news agencies; publishing, printing, distribution; electronic information; grassroots information and foreign information within the entire country; managing public services in sectors and fields under the Ministry's state management.
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;
The Ministry of Culture, Sports and Tourism performs tasks and powers as prescribed in the Law on the Organization of the Government, the Government's regulations on functions, tasks, powers, and organizational structure of ministries, ministerial-level agencies, and specific tasks and powers as follows:
1. Submit to the Government draft laws, draft resolutions of the National Assembly; draft ordinances, draft resolutions of the Standing Committee of the National Assembly; draft decrees, resolutions of the Government according to the annual legislative program of the Ministry that has been approved and other resolutions, projects, programs assigned by the Government.
2. Submit to the Prime Minister strategic plans, planning, development plans for long-term, medium-term, and annual periods, and national programs, projects, and important works in sectors and fields under the Ministry's state management.
3. Submit to the Prime Minister draft decisions, directives, and other documents concerning sectors and fields under the Ministry's state management.
4. Issue circulars, decisions, directives, and other documents regarding state management in sectors and fields under the Ministry's state management.
Develop national standards; issue national technical regulations, procedures, norms, economic-technical quotas in sectors and fields under the Ministry's state management.
5. Direct, guide, inspect, organize the implementation of normative legal documents, strategies, planning, programs, plans, important national projects and works that have been issued or approved; disseminate, promote, educate, and monitor the enforcement of laws in fields under the Ministry's state management.
6. Regarding cultural heritage:
a) Submit to the Prime Minister the ranking, de-ranking, supplementing, and amending scientific files and approving boundaries, adjusting boundaries of protection zones for special national relics; proposing to the United Nations Educational, Scientific and Cultural Organization (UNESCO): recognition, de-recognition, amending scientific files of historical-cultural sites, scenic spots of Vietnam, and those jointly with another country as World Heritage; inscription, supplementary inscription, and support for the protection of intangible cultural heritage, documentary heritage of Vietnam, and those jointly with another country;
b) Submit to the Prime Minister the recognition and de-recognition of national treasures; permit the export of national treasures, documentary heritage inscribed by UNESCO for display, exhibition, research, or preservation, and proposals for handling assets that are cultural heritage according to the law; proposals for recovery, purchase, and bringing back to the country cultural objects, antiques, national treasures, documentary heritage of Vietnamese origin from abroad; mechanisms and policies for mobilizing, managing, and utilizing resources to protect and enhance the value of cultural heritage;
c) Review and submit to the Prime Minister for approval the mission of planning and planning, adjustment of planning for the conservation, restoration, and recovery of world heritage and special national relics;
d) Issue the National Action Program for the protection of intangible cultural heritage after being inscribed by UNESCO; guide the reporting, review of proposals for protecting and enhancing the value of intangible cultural heritage, documentary heritage after being inscribed;
đ) Guide the organization of inventorying cultural heritage, preparing scientific files for the ranking, inscription, de-ranking, and de-inscription of national relics, intangible cultural heritage, and documentary heritage into national lists;
e) Review the mission of planning and planning, adjustment of planning for the conservation, restoration, and recovery of national relics; review projects, economic-technical reports for the conservation, restoration, and recovery of national relics, special national relics, world heritage; confirm cases where world heritage, special national relics, national relics are deteriorating and need to be included in conservation, restoration, and recovery projects; review management plans, protection regulations for world heritage; provide opinions on the suitability and enhancement of the value of cultural heritage for repairs, renovations, constructions, reconstructions of buildings and implementing activities directly serving the protection and enhancement of the value of relics, world heritage, individual residences, socio-economic works, using marine areas for resource exploitation and utilization, and socio-economic activities according to specialized laws;
g) Approve, decide boundaries, adjust boundaries of protection zones for national relics; decide on adding, relocating, changing objects in world heritage, special national relics;
h) Rank, re-rank museums at level I; confirm eligibility for establishing public museums; provide opinions on ranking, re-ranking museums at levels II and III according to the law; provide opinions on exhibition outlines, investment project designs, architectural and technical infrastructure upgrades, and museum exhibitions; decide on transferring cultural objects, antiques, national treasures to public museums or state agencies with appropriate functions and tasks according to the law;
i) Issue exploration permits, excavation permits for archaeological purposes, and approve the leader of such explorations and excavations; guide procedures for registering cultural relics and antiques, and the activities of businesses engaged in relic and antique appraisal, relic and antique trading; decide on exporting antiques for exhibition, research, or preservation abroad; decide on temporarily exhibiting, researching, or preserving national treasures within the country; issue import permits for relics and antiques, national treasures of Vietnamese origin from abroad; issue permits to make copies of national treasures; provide opinions on the research, collection, and documentation of intangible cultural heritage and documentary heritage by overseas Vietnamese residents, foreign organizations, and individuals in Vietnam distributed across two or more centrally-administered provinces or cities according to the provisions of the law.
k) Establish and manage the national database on cultural heritage.
Guide and inspect activities related to the protection and promotion of the value of cultural heritage.
7. Regarding performing arts:
a) Specify regulations on organizing competitions and festivals for various types of professional art forms.
b) Approve, suspend the organization of artistic performances, contests, and festivals of various performing art forms; cancel the results of contests and festivals of various performing art forms within the scope of authority of the ministry as prescribed by law.
c) Receive and review audio and video recordings containing commercial artistic performances made by central agencies according to the provisions of the law.
d) Guide the collection, preservation, and organization of introducing and promoting traditional Vietnamese performing arts values at the national level and the finest performing arts of the world.
8. Regarding cinema:
a) Organize national and international film festivals in Vietnam; approve the organization of specialized, thematic film festivals, film days, and weeks of foreign films in Vietnam and Vietnamese film days and weeks abroad.
b) Manage the registration, storage of films and moving images produced domestically; register foreign films that are publicly shown and distributed in Vietnam.
c) Issue and revoke licenses in the field of cinema within the scope of authority of the ministry as prescribed by law.
9. Regarding fine arts, photography, and exhibitions:
a) Implement state management over national cultural symbols according to the provisions of the law.
b) Manage the organization of nationwide or regional fine arts creation competitions; accept notification documents regarding photography creation campaigns, workshops, contests, and festivals in Vietnam organized by central ministries, sectors, mass organizations, and foreign organizations; accept notification documents regarding the submission of photographic works from Vietnam to international contests and festivals representing the Vietnamese nation.
c) Guide and directly organize exhibitions of fine arts and photographic works.
d) Guide the organization of fine arts and photographic work appraisal activities.
đ) Issue and revoke licenses in the fields of fine arts, photography, and exhibitions within the scope of authority of the ministry as prescribed by law.
10. Regarding copyright and related rights:
a) Implement measures to protect the lawful rights and interests of the State, organizations, individuals, and society in the field of copyright and related rights.
b) Guide the provision, cooperation, commissioning, use, and guarantee of copyright for works and related rights for performances, sound recordings, audiovisual recordings, and broadcasting programs.
c) Manage and exploit copyrights for works and related rights for performances, sound recordings, audiovisual recordings, and broadcasting programs where the State is the representative owner or manages on behalf of the State; receive the transfer of copyrights and related rights from organizations and individuals to the State according to the provisions of the law.
d) Manage the issuance, reissuance, replacement, and revocation of the validity of Copyright Registration Certificates and Related Rights Registration Certificates; authenticate copyright; establish a database system and set up a national information network on copyright and related rights.
đ) Manage and organize the implementation of copyright and related rights appraisal activities; issue, reissue, and revoke Copyright Appraiser Cards and Related Rights Appraiser Cards; Certificates of Copyright Appraisal Organizations and Related Rights Appraisal Organizations.
e) Approve the translation of works from foreign languages into Vietnamese and the reproduction of works for teaching and research purposes without commercial intent as stipulated in the Berne Convention's Appendix on the Protection of Literary and Artistic Works; approve the use of anonymous works; works, performances, sound recordings, audiovisual recordings, and broadcasting programs of Vietnamese organizations and individuals when the copyright owner or related rights owner cannot be found or identified.
g) Manage the activities of collective representation organizations, advisory services, and copyright and related rights service providers; approve fee schedules and payment methods for royalties.
11. Regarding libraries:
a) Direct the implementation of library interconnectivity; direct and guide the organization of professional library activities and reading culture development; guide the implementation of library activity evaluations according to national standards and legal provisions.
b) Guide the establishment and operation conditions of libraries according to the provisions of the law; receive and respond to notification file applications for the establishment, merger, consolidation, division, separation, dissolution, and cessation of operations of central specialized libraries and provincial and municipal public libraries under the central government; respond to the determination of public libraries with significant roles prioritized for state investment according to the provisions of the law.
c) Develop mechanisms and policies to mobilize, manage, and utilize resources for the development of the library profession and reading culture according to the provisions of the law.
12. Regarding advertising:
a) Implement state management over advertising according to the provisions of the law.
b) Guide the development of outdoor advertising planning at local levels.
c) Organize the review of advertising products according to the provisions of the law.
d) Implement tasks related to the management of advertising in newspapers, on the internet, and in publications in accordance with the provisions of the law;
đ) Issue, extend, amend, supplement, and revoke permits for broadcasting channels and advertising programs for radio and television broadcasts; receive notifications of the issuance of special supplements dedicated to advertising for printed newspapers;
e) Receive notifications of cross-border advertising service activities in Vietnam; receive and process notifications regarding cross-border advertising that violates the law and implement measures to prevent such advertising in accordance with the law;
13. Regarding grassroots culture and propaganda:
a) Guide and organize the implementation of regulations concerning the establishment day, traditional day, response day, commemoration ceremonies, funerals, and other rituals within the scope of the Ministry's management or as assigned by the Government;
b) Direct, guide, and organize the implementation of content for propaganda and mobilization (excluding broadcasting and radio activities; public bulletin boards) about the Party's guidelines and the State's policies and laws through cultural, artistic, visual propaganda, and mobile propaganda activities in accordance with the law;
c) Guide the use of the National Flag, Emblem, National Anthem, and portraits of President Ho Chi Minh in accordance with the law;
d) Specify the organization of folk art festivals, competitions, and performances, mobile propaganda (excluding broadcasting and radio activities), and cultural activities; manage cultural activities, business services, and public entertainment;
đ) Manage state affairs regarding festivals in accordance with the law; guide the implementation of civilized customs in weddings, funerals, lifestyle building; implement the "All People United to Build a Cultural Life" movement; implement measures to prevent superstition, outdated customs, and obscene cultural products contrary to social norms, harmful to health, and destructive to the ecological environment;
e) Monitor, inspect, and compile information on the organization of fireworks displays by localities, report to the Prime Minister to direct relevant ministries, sectors, and localities in organizing fireworks displays; take the lead and coordinate with the Ministry of Defense, Ministry of Public Security, and provincial/municipal people's committees to organize fireworks displays, decide on changes to firing range and duration of fireworks displays in accordance with the law;
14. Implement state management over the formulation, implementation of village covenants, and community agreements in accordance with the law;
15. Regarding ethnic culture:
a) Develop, guide, and implement policies, programs, projects, and plans to preserve and promote the cultural values of ethnic minorities in Vietnam;
b) Guide and implement ethnic cultural, sports, and tourism festivals regionally and nationally; guide cultural and artistic activities serving remote areas, border regions, islands, and ethnic minority areas; promote and publicize the traditional culture of ethnic minorities in Vietnam;
c) Directly manage the Ethnic Cultural and Tourism Village in accordance with the law;
16. Regarding literature:
a) Develop and guide the implementation of mechanisms and policies for literary activities;
b) Guide the implementation and inspect literary activities;
c) Organize literary and artistic creation camps;
d) Guide and organize national-level literary contests;
17. Regarding family affairs:
a) Promote education on ethics, lifestyle, behavior in families, and the value of Vietnamese families in the new era;
b) Develop and promote the new era family value system; establish standards for cultural families;
c) Establish a database on families and prevent domestic violence; develop and guide the replication of models of happy, sustainable families;
d) Guide and organize commemorations of family-related days in accordance with the law;
18. Regarding physical exercise and sports for all:
a) Submit to the Prime Minister for decision-making on organizing regional, continental, and world sports events for persons with disabilities held in Vietnam;
b) Set criteria for evaluating mass sports and physical exercise movements;
c) Organize and guide the development of a team of physical exercise and sports instructors; promote and guide methods of physical exercise and sports training; provide professional training for grassroots sports instructors;
d) Conduct surveys on the physical condition of the population; guide and develop traditional health-enhancing sports and methods both domestically and internationally;
đ) Decide on organizing regional, continental, and world sports competitions for persons with disabilities held in Vietnam; national-level mass sports competitions;
e) Coordinate with the Ministry of Education and Training, Ministry of Defense, and Ministry of Public Security to guide and implement physical education and sports activities in schools and among the armed forces;
g) Guide the registration of activities of sports clubs, grassroots sports facilities, and fan clubs;
19. Regarding high-performance sports and professional sports:
a) Submit to the Prime Minister for decision-making on organizing regional, continental, and world sports events held in Vietnam; National Sports Congresses;
b) Guide and implement regulations on the treatment and policies for athletes, coaches, and referees;
c) Decide on organizing championships and youth championships in various sports at the regional, continental, and world levels held in Vietnam; organize national championships and annual youth championships in various sports based on proposals from national sports federations; specify the management of international sports activities held in Vietnam; approve the charter of the National Sports Congress;
d) Issue standards and guide the promotion of athletes, coaches, and referees; recognize the promotion of international sports organizations for Vietnamese athletes, coaches, and referees in accordance with the law;
d) Provide regulations on the management of athlete transfers, the selection of athletes for national sports teams; stipulate procedures and formalities for establishing national sports delegations and national sports teams for each discipline;
e) Guide the development of training programs for athletes, coaches, and sports referees; stipulate specialized sports training programs for professional staff of businesses operating sports activities;
g) Guide the registration of operations for professional sports facilities.
20. Regarding tourism resources and planning the tourism system:
a) Guide and organize surveys, evaluations, and classifications of tourism resources; build databases on tourism resources;
b) Guide and implement the planning of the tourism system.
21. Regarding tourist areas and tourist spots:
a) Decide on recognizing national tourist areas; submit to the Prime Minister for recognition of national tourist areas located across two or more provincial administrative units;
b) Guide and inspect the recognition of tourist spots and tourist areas;
c) Guide the management of national tourist areas;
d) Coordinate and link cross-border, inter-regional, and inter-provincial tourism activities.
22. Regarding tourism business, tourism guidance, and tourism promotion:
a) Manage and organize the issuance, revocation of tour guide licenses and other certification documents related to tourism activities;
b) Guide conditions, procedures, and documentation for issuing, amending, reissuing, and revoking travel agency licenses;
c) Guide standards, procedures, and documentation for registering and recognizing accommodation facility ratings and revoking rating decisions;
d) Implement the assessment, recognition of accommodation facility ratings, and quality inspections of accommodation facilities according to the law;
đ) Guide standards, signboard models, documentation, procedures, and formalities for recognizing tourism service businesses meeting guest service standards;
e) Specify requirements for travel service managers; content of training, upgrading, examination, and issuance of tour operation vocational certificates; content of training, upgrading, examination, and issuance of tour guide vocational certificates; inspection content of tour guide skills at sites; language proficiency standards;
g) Develop and implement national tourism promotion strategies, plans, and programs domestically and internationally; coordinate regional and local tourism promotion activities;
h) Review applications for establishing representative offices in Vietnam by foreign tourism agencies, international and regional organizations;
i) Build databases for tourism management.
23. Regarding press (including print newspapers, online newspapers, radio, television, news agencies, bulletins, special editions):
a) Organize information for the press and manage press information; conduct and publish statistics related to press activities according to the law;
b) Issue regulations on organizing press contests and festivals;
c) Inspect printed press materials; manage the national printed press archive system; implement electronic archiving of radio, television, and online press materials according to the law; guide and inspect the implementation of press statements and information provision by state administrative agencies according to the law;
d) Issue, amend, supplement, temporarily suspend, suspend, and revoke various types of permits in the field of press, broadcasting, and television; issue and revoke journalist cards; approve press conferences according to the law on press;
đ) Guide the operation of the press and journalists nationwide; coordinate with relevant agencies to manage the activities of Vietnamese press related to foreign countries and the activities of foreign press and organizations in Vietnam;
e) Provide opinions on the appointment, reappointment, and assignment of leadership responsibilities in press agencies according to regulations.
24. Regarding publishing (including publishing, printing, distribution):
a) Issue, renew, amend, supplement, temporarily suspend, suspend, and revoke various types of permits in the fields of publishing, printing, and distribution according to the law;
b) Confirm and manage publication registrations by publishers, activity registrations of printing establishments, non-permit required product printing activity registrations, publication distribution activity registrations, electronic publication activity registrations, and electronic publication distribution activity registrations according to the law;
c) Organize the evaluation of publications according to the law; organize the inspection of archived publications and manage their archiving; organize the procurement and delivery of publications to regions with particularly difficult economic and social conditions, remote areas, mountainous regions, border areas, and islands; organize national book fairs and manage the distribution of publications abroad according to the law;
d) Decide on suspending, revoking, confiscating, prohibiting circulation, and destroying publications that violate the law;
đ) Issue, renew, and revoke editing practice certificates according to the law;
e) Manage support activities for publishing according to the law;
g) Provide opinions on the appointment, reappointment, and assignment of leadership responsibilities in publishing houses according to regulations.
25. Regarding electronic information:
a) Manage online gaming services; web pages, social networks; information content and applications providing information on the internet according to the law;
b) Issue, renew, amend, supplement, temporarily suspend, suspend, and revoke various types of permits and certificates regarding online gaming, setting up web pages, providing social network services, and electronic information services according to the law;
c) Manage the content, quality, and pricing of broadcasting and television services according to the law.
26. Regarding grassroots information:
a) Develop propaganda content at the grassroots level within the functions and tasks of the ministry and guide the organization and implementation;
b) Guide the establishment and operation of the grassroots information system;
c) Organize the provision of information and manage the content of the grassroots information system nationwide.
27. Regarding external information:
a) Guide the content and coordinate the provision of external information to Vietnamese news agencies and press.
b) Take the lead and coordinate in inspecting and evaluating the effectiveness of external information work of ministries, ministerial-level agencies, government agencies, provincial people's committees under central cities, domestic and foreign press and publishing agencies.
c) Develop mechanisms for exchange, coordination, provision, and sharing of information between state agencies and press agencies.
d) Monitor, compile, and report to the Prime Minister on the organization of providing explanations and clarifications regarding distorted information about Vietnam across various fields.
28. Organize the implementation of legal provisions on intellectual property rights for journalistic products, encoded radio and television programs, and publications in accordance with the law; coordinate and direct enterprises providing intermediary services to implement legal provisions on intellectual property rights.
29. Regarding international cooperation:
a) Submit to competent authorities for signing, approval, ratification, or accession to international treaties within the scope of management of the ministry in accordance with the law; participate in international organizations as assigned by the Government;
b) Organize negotiations on international treaties according to the authorization of competent state agencies; organize the implementation of international treaties according to the directives of the Prime Minister; sign and implement international agreements on behalf of the ministry in accordance with the law;
c) Sign, organize the implementation, and inspect the implementation of international programs and projects funded; decide on organizing and permitting the organization of international conferences and seminars in fields within the scope of management under the authority of the ministry in accordance with the law;
d) Submit to competent authorities for establishing Vietnamese Cultural Centers abroad and permit the establishment of foreign cultural institutions in Vietnam;
đ) Manage the activities of Vietnamese Cultural Centers abroad and foreign cultural establishments in Vietnam in accordance with the law;
e) Organize events, trade fairs, seminars, exhibitions, and foreign affairs programs on culture, family, sports, tourism, journalism, and publishing at national and international levels to introduce and promote the image of the country, people, and arts and culture of Vietnam.
30. Regarding training, development, and human resource management:
a) Guide, inspect, and evaluate according to authority the implementation of legal provisions on training, development, and human resource management within the fields managed by the ministry;
b) Develop and issue, or submit to competent authorities for issuance, normative legal documents, strategies, plans, and programs on training, development, and human resource management within the fields managed by the ministry and special policies in training, development, utilization, and incentives for talents in artistic and sports fields.
31. Regarding cultural industry:
Guide the implementation of the strategy for developing cultural industries after approval; directly organize the implementation of strategies and programs for developing cultural industries in sectors under the state management of the ministry in accordance with the law.
32. Manage state services in sectors and fields under the state management of the ministry in accordance with the law.
33. Perform tasks and powers over associations and non-governmental organizations operating in sectors and fields under the state management of the ministry in accordance with the law.
34. Approve export and import of goods in sectors and fields under the state management authority of the ministry in accordance with the law.
35. Approve and organize the implementation of investment projects in fields within the scope of authority of the ministry in accordance with the law.
36. Direct and organize scientific research, application of advanced science and technology, digital transformation, and environmental protection, climate change response in sectors under the state management of the ministry in accordance with the law.
37. Exercise the rights and responsibilities of the representative of the state capital owner in state-owned enterprises, enterprises with state capital, and state financial funds outside the budget under the management of the ministry in accordance with the law.
38. Manage business professions and services with conditions in sectors and fields under the authority of the ministry in accordance with the law.
25. Inspect and supervise; receive citizens; resolve complaints and denunciations; prevent corruption and wastefulness; and handle violations in accordance with the law; conduct specialized inspections on cultural heritage.
40. Decide and direct the implementation of the administrative reform program of the ministry according to the goals and content of the state administrative reform program approved by the Government and the Prime Minister; propose or decide according to authority the implementation of decentralization in state management over sectors and fields under the scope of state management of the ministry.
41. Organize and guide the implementation of commendation and reward work in fields under the scope of state management of the ministry in accordance with the law.
42. Manage organizational structure, job positions, civil servant structure by rank, career-based staff structure, civil servant quota, and number of employees in public service units in accordance with the law; manage cadres, civil servants, staff, and workers under the ministry; implement salary systems and incentive, reward, and disciplinary policies for cadres, civil servants, staff, and workers under the management of the ministry in accordance with the law.
43. Manage finances and assets entrusted and organize the implementation of allocated budgets in accordance with the law.
44. Perform other tasks assigned by the Government and the Prime Minister and as stipulated by the law.

The organizations specified from Clause 1 to Clause 20 of this Article are administrative agencies assisting the Minister in performing state management functions; the organizations specified from Clause 21 to Clause 25 of this Article are public service units serving the state management functions of the ministry.
The National Tourism Administration of Vietnam, the Directorate of Physical Training and Sports of Vietnam, and the Directorate of Ethnic Cultures of Vietnam shall have seals bearing the State Emblem.
The Minister of Culture, Sports and Tourism shall submit to the Prime Minister for decision on issuing the list of other public service units under the ministry.
The Minister of Culture, Sports and Tourism shall stipulate the functions, tasks, powers, and organizational structure of the agencies and units under the ministry.
The Planning and Finance Department has four divisions; the Organization and Cadre Affairs Department has four divisions.
Article 4. Effective date
1. This Decree shall take effect from March 1, 2025.
2. This Decree replaces Decree No. 01/2023/NĐ-CP dated January 16, 2023 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism.
Article 5. Responsibilities for Implementation
The Minister of Culture, Sports and Tourism, the Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees directly under the central government are responsible for implementing this Decree.
