Considering the proposal of the Director of the Forestry Development Department and the Head of the Science, Technology, and Product Quality Department,

Now hereby promulgates with this Decision the Regulations on Procedures and Contents for Preparing Design Estimate Files for forestry works under Project 661 and other projects funded by state budget (or sponsored funds).

The scope of application is for Project 661 and other projects funded by state budget (or sponsored funds).

Article 1. The Heads of the Ministry's Office, the Director of the Forestry Development Department, and the Heads of related units shall be responsible for implementing this Decision.

REGULATIONS

A. GENERAL PROVISIONS FOR THE DESIGN ESTIMATE FILE
1. Design unit

For forestry works, the design unit is specialized organizations having legal personality or the project owner having sufficient design capacity (having experienced and qualified engineers).

2. Time for preparing the design estimate file

After receiving the annual production plan, the unit shall proceed to develop the design estimate and complete it for review one to three months before the forest planting season (the forest planting season varies by region).

For forestry activities not dependent on the planting season, upon receipt of the assigned plan, the design estimate file must be prepared immediately for review and implementation.

3. Format of the design estimate file

- Uniformly use A-size paper

bound into volumes, with covers durable enough for long-term management and use (throughout the production cycle). For large maps or charts, A-size paper may be used.

- The cover clearly states the title: Design Estimate File for Forestry Work Item ...4 - The file includes four parts:3.

+ Cover letter.

+ Design content.

+ Estimate.

+ Recommendations and proposals.

4. Quantity:

5 to 7 copies.

Prepare one original copy for submission to the approving authority. After receiving it, the approving authority makes revisions, and the design unit must supplement and complete the revised copies and send them to the approving authority (for formal approval) and other relevant authorities for monitoring. I. MAPS

1. General Planning Map of the Project

The general planning map of the project shall be submitted only once at the start of the project implementation for the approving authority to monitor throughout the entire project phase. Therefore, the map must be accurately drawn, complete, aesthetically pleasing, on high-quality paper, and should include:

- The name of the project map and the implementation phase.

- Scale 1/10,000

- Legend according to the regulation "symbols for the results of investigation, planning, design, and business operation maps" - (Investigation Manual for Forest Planning and Design - Agricultural Publishing House 1995).

- A schematic diagram of the project's location within the administrative area in the top right corner of the map sheet.

- Color coding to distinguish different project items and standard objects.

- Signature and stamp of the design unit, signature and stamp of the main project unit.

2. Plot Design Maps

- Scale 1/5,000 to 1/10,000 depending on the project scale (for special projects or small-scale projects, the scale may be larger); showing the complete system of plots, standard objects, and forest conditions (including natural forests under protection, planted forests, annual care forests...), color-coded to manage and track progress.

- Name of the map and year of implementation.

- A schematic diagram of the project's location within the project area in the top right corner of the map sheet.

- Legend according to the regulation "symbols for the results of investigation, planning, design, and business operation" - (Investigation Manual for Forest Planning and Design - Agricultural Publishing House 1995), and must correspond to the general planning map of the project.

- Signature and stamp of the head of the main project unit, signature and stamp of the design unit.

II. TECHNICAL DESIGN DESCRIPTION

State the basis for establishing the design estimate

Description for each individual project item.

Below is the technical design content for some key investment items in Project 661:

1. Planting Various Types of Forests

1.1. Planting Protective and Special-Purpose Forests, Green Belts

Follow the Technical Design Procedure for Forest Planting issued by Decision No. 516/QĐ-BNN-KHCN dated February 18, 2002 of the Ministry of Agriculture and Rural Development (Industry Standard 04-TCN-46-2001).

1.2. Planting Botanical Garden Forests

In addition to preparing tables describing natural factors and statistical tables of planting areas and locations according to the above forest planting design procedure, technical solutions need to include:

- Prepare a list of tree species planned for collection planting in the project, a list of tree species for collection planting in the planned year, with a minimum of 30 species/ha, and the number of trees/species of large timber trees.

- Selection criteria for species to be included in collection planting:

+ The selected tree species must have ecological characteristics suitable or relatively suitable for the collection planting site. If planting is unsuitable and the trees die, they must be replaced with suitable species the following year.

+ Tree species planted the following year must not overlap with those planted the previous year (collection through seedling cultivation or collection from natural forests for domestication to reduce costs).

+ Trees with economic value that are not present in the region or are very rare.

+ Rare and precious tree species.

- For natural forests requiring additional collection planting to increase diversity, a list of existing species and planned supplementary collection planting species (for the entire project and for the planned year) must be prepared. Seedlings planted in natural forests must meet the following standards:

+ In addition to the selection criteria for collection planting species mentioned above, supplementary collection planting species must not overlap with existing species in the natural forest.

+ Height ≥ 1m, stem diameter ≥ 1.5cm.

- Describe/draw a layout of the tree species planting.

- When the trees have stabilized (H ≥ 2m, D0 ≥ 3cm), install identification signs (for both collection planting trees and existing trees in the natural forest), with two to three signs per representative tree, clearly indicating the species name in Latin and Vietnamese (specify the number, size, material, etc., of the signs).

- Other technical measures shall be carried out according to the Technical Design Procedure for Forest Planting issued by Decision No. 516/QĐ-BNN-KHCN dated February 18, 2002 of the Ministry of Agriculture and Rural Development (Industry Standard 04-TCN-46-2001).

Similarly, for other project items, the unit is requested to describe the current status and construction content to detail technical solutions, serving as a basis for accurate calculation and review of the budget estimate.

PART 3. BUDGET ESTIMATE
* Investment cost in Project 661 and budget estimates using government funds (or sponsorship) are established from when the plan is assigned (quantity and capital), mainly for direct investment, management costs, detailed design costs are separately regulated according to the mechanism of each project.

Given this characteristic, the detailed budget estimate in Project 661 and projects using government/sponsorship funds should not be fully applied according to Decree No. 52/1999/NĐ-CP dated July 8, 1999 of the Government promulgating the Regulation on Investment Management and Construction: Specifically, it does not include general costs, pre-tax costs, value-added tax … but only details the budget estimate into the following three main parts:

- Labor costs.

- Material costs.

- Other costs (review, approval, acceptance …)

* To calculate the above budget costs, reference can be made to the economic and technical norms specified separately for each locality or apply the economic and technical norms issued in Decision No. 532/VKT dated July 15, 1998, No. 426/KLND dated November 16, 1996 of the former Ministry of Forestry (now the Ministry of Agriculture and Rural Development).

* For the inventory survey of wildlife and forest plants - the budget estimate is based on the "Economic and Technical Norms for Forest Inventory and Planning" issued together with the Ministerial Decision of the Ministry of Agriculture and Rural Development No. 2366 NN-TCCB/QĐ dated September 16, 1997.
