RESOLUTION:

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Resolution stipulates competition and rewards for National Assembly deputies, the Ethnic Council, committees of the National Assembly, agencies under the Standing Committee of the National Assembly, and civil servants under the management authority of the Standing Committee of the National Assembly.

Article 2. Funding for competition and reward activities

Funding for competition and reward activities is guaranteed from the Competition and Reward Fund of the National Assembly Office in accordance with the provisions of the law.

Article 3. Honorary titles and forms of state-level rewards

Honorary titles and forms of state-level rewards are implemented in accordance with the provisions of the law on competition and rewards.

Chapter II

ORGANIZATION OF COMPETITION AND HONORARY TITLES

AND CRITERIA FOR HONORARY TITLES

Article 4. Scope of competition organization

1. The National Assembly.

2. Block of competition among agencies of the National Assembly and Committees under the Standing Committee of the National Assembly.

3. Agencies of the National Assembly and Committees under the Standing Committee of the National Assembly.

Article 5. Authority to launch, direct, and implement competition movements

1. The Standing Committee of the National Assembly launches and directs competition movements at the National Assembly.

2. The Permanent Delegation of the Ethnic Council, the Permanent Delegation of the Committees of the National Assembly, and the Heads of Committees under the Standing Committee of the National Assembly implement competition movements within their respective agencies.

Article 6. Competition for National Assembly deputies and civil servants under the management authority of the Standing Committee of the National Assembly; competition for the Institute of Legislative Research

1. Full-time National Assembly deputies working at the central level, Heads and Deputy Heads of Committees under the Standing Committee of the National Assembly participate in regular competition, undergo evaluation at their place of work, and participate in specialized competitions launched by the Standing Committee of the National Assembly.

2. Full-time National Assembly deputies working at local levels participate in regular competition, undergo evaluation at the Office of the Provincial People's Council and the Provincial People's Assembly, and participate in specialized competitions launched by the Standing Committee of the National Assembly.

3. Part-time National Assembly deputies participate in regular competition, undergo evaluation at their place of work, and participate in specialized competitions launched by the Standing Committee of the National Assembly.

4. Heads and Deputy Heads of the National Assembly Office, Assistants to the Chairman and Vice Chairmen of the National Assembly, Directors and Deputy Directors of the Institute of Legislative Research, and other civil servants under the management authority of the Standing Committee of the National Assembly participate in regular competition, undergo evaluation at the National Assembly Office, and participate in specialized competitions launched by the Standing Committee of the National Assembly.

5. The Institute of Legislative Research participates in regular competition, undergoes evaluation at the National Assembly Office, and participates in specialized competitions launched by the Standing Committee of the National Assembly.

Article 7. Commendation Titles

1. Commendation titles for full-time National Assembly deputies at the central level, Chairpersons and Vice-Chairpersons of Committees under the National Assembly Standing Committee include:

a) "Model Worker of the National Assembly's Office";

b) "Model Worker at the Base Level";

c) "Advanced Laborer".

2. Commendation titles for the Ethnic Council, Committees of the National Assembly, and Committees under the National Assembly Standing Committee include:

a) "Flag of Excellence of the National Assembly's Office";

b) "Outstanding Labor Collective";

c) "Advanced Labor Collective".

Article 8. Title "Model Worker of the National Assembly's Office"

The title "Model Worker of the National Assembly's Office" is awarded to individuals who meet the following criteria:

1. Outstanding achievements selected from those individuals who have been consecutively awarded the title "Model Worker at the Base Level" three times;

2. Proposals that have been effectively applied and have potential for replication within the National Assembly's offices and Committees under the National Assembly Standing Committee, recognized by competent authorities, or scientific topics, research projects, scientific and technological works that have been accepted and effectively applied with influence within the National Assembly's offices and Committees under the National Assembly Standing Committee.

Article 9. Title "Model Worker at the Base Level"

The title "Model Worker at the Base Level" is awarded to individuals who meet the following criteria:

1. Meeting the criteria for the title "Advanced Laborer";

2. Excellently completing tasks or having proposals recognized by the National Assembly's offices and Committees under the National Assembly Standing Committee, or having scientific topics, research projects, scientific and technological works that have been accepted.

Article 10. Title "Advanced Laborer"

The title "Advanced Laborer" is awarded to individuals who meet the following criteria:

1. Completing tasks well or better;

2. Demonstrating self-reliance, self-strengthening, unity, mutual assistance, and active participation in competition movements.

Article 11. Title "Flag of Excellence of the National Assembly's Office"

1. The title "Flag of Excellence of the National Assembly's Office" is annually awarded to leading collectives in the competition movement of the competition group and meeting the following criteria:

a) Exceeding competition targets and assigned tasks for the year; being an outstanding exemplary collective;

b) Internal solidarity; clean and strong party organizations and mass organizations; actively practicing thrift, combating waste, corruption, and other social evils.

2. The title "Flag of Excellence of the National Assembly's Office" is awarded to leading collectives in specialized competition movements initiated by the National Assembly Standing Committee lasting three years or more upon completion of the movement.

Article 12. Title "Outstanding Labor Collective"

The title "Outstanding Labor Collective" is annually awarded to collectives meeting the following criteria:

1. Excellently completing assigned tasks;

2. Actively participating in regular, practical, and effective competition movements;

3. All members of the Ethnic Council's Executive Board, Committee Executive Boards, and Committees under the National Assembly Standing Committee complete their assigned tasks, with at least 70% of them achieving the title "Advanced Laborer";

4. Having members who achieve the title "Model Worker at the Base Level";

5. Internal solidarity; setting a good example in implementing Party policies and State laws.

Article 13. The title "Advanced Labor Collective"

The title "Advanced Labor Collective" shall be awarded annually to collectives meeting the following criteria:

1. Fulfilling assigned tasks well;

2. Participating actively, practically, and effectively in regular competitive movements;

3. Having at least 70% of individuals in the Standing Committee of the National Assembly, Standing Committees, and Departments under the Standing Committee of the National Assembly achieving the title "Advanced Worker" and having no individual disciplined with a warning or higher;

4. Maintaining internal unity and strictly implementing the Party's guidelines, State policies, and laws.

Chapter III

FORMS, OBJECTS

AND AWARD CRITERIA

Article 14. Forms of Awards by the Standing Committee of the National Assembly

1. Commemorative Medal "For the Cause of the National Assembly of Vietnam".

2. Certificate of Merit.

Article 15. Commemorative Medal "For the Cause of the National Assembly of Vietnam"

The granting of the Commemorative Medal "For the Cause of the National Assembly of Vietnam" shall be carried out according to the regulations of the Standing Committee of the National Assembly.

Article 16. Certificate of Merit

1. The Certificate of Merit shall be awarded or posthumously awarded by the Standing Committee of the National Assembly to full-time central National Assembly Deputies, Heads and Deputy Heads of Departments under the Standing Committee of the National Assembly who exemplarily implement the Party's guidelines, State policies, and laws, and meet one of the following criteria:

a) Achieving outstanding results recognized in competitive movements initiated by the Standing Committee of the National Assembly;

b) Achieving many results or outstanding results with significant impact within the National Assembly's agency or Departments under the Standing Committee of the National Assembly;

c) Contributions to economic and social development, application of scientific and technological progress, social work, humanitarian aid;

d) Being awarded the title "Model Worker" for two consecutive years, during which two initiatives were recognized and effectively implemented within the National Assembly's agency or Departments under the Standing Committee of the National Assembly, or two scientific topics, scientific projects, or scientific and technological works have been accepted and effectively implemented within the National Assembly's agency or Departments under the Standing Committee of the National Assembly.

2. The Certificate of Merit shall be awarded or posthumously awarded by the Standing Committee of the National Assembly to the Chairperson and Deputy Chairpersons of the National Assembly Office, Assistants to the Chairperson and Deputy Chairpersons of the National Assembly, Director and Deputy Director of the Legislative Research Institute, full-time provincial National Assembly Deputies, and non-full-time National Assembly Deputies who exemplarily implement the Party's guidelines, State policies, and laws, and achieve outstanding results recognized in competitive movements initiated by the Standing Committee of the National Assembly.

3. The Certificate of Merit shall be awarded by the Standing Committee of the National Assembly to the Ethnic Councils, Committees of the National Assembly, and Departments under the Standing Committee of the National Assembly who exemplarily implement the Party's guidelines, State policies, and laws, maintain internal unity, and meet one of the following criteria:

a) Achieving outstanding results recognized in competitive movements initiated by the Standing Committee of the National Assembly;

b) Achieving outstanding and sudden results with significant impact within the National Assembly's agency or Departments under the Standing Committee of the National Assembly;

c) Contributions to economic and social development, application of scientific and technological progress, social work, humanitarian aid;

d) Being recognized as completing outstanding tasks for two consecutive years or achieving the title "Outstanding Labor Collective," effectively practicing democracy at the grassroots level, organizing competitive movements well; caring for the material and spiritual life of the collective; practicing thrift, combating waste; preventing and combating corruption and negative practices.

4. Other cases shall be decided by the Standing Committee of the National Assembly.

Chapter IV

AUTHORITY TO PROPOSE AWARDS,

DOCUMENTATION, PROCEDURES FOR CONSIDERING AND DECIDING AWARDS,

COMPETITIVE TITLES, FORMS OF REWARD

Article 17. The authority of the Standing Committee of the National Assembly

The Standing Committee of the National Assembly decides to confer:

1. The title "Outstanding Striver of the National Assembly's Agency";

2. The titles "Advanced Labor Collective", "Excellent Labor Collective", "Flag of Striving Competition of the National Assembly's Agency";

3. Commendation Certificate.

Article 18. The authority of the Permanent Delegation of the National Ethnic Council, the Permanent Delegation of the National Assembly Committees, and the Departments under the Standing Committee of the National Assembly

1. The Permanent Delegation of the National Ethnic Council, the Permanent Delegation of the National Assembly Committees, and the leadership of the Departments under the Standing Committee of the National Assembly decide to confer the titles "Advanced Laborer", "Outstanding Striver at the Grassroots Level"; propose for consideration to confer other commendation titles and forms of reward.

2. The Permanent Delegation of the National Ethnic Council, the Permanent Delegation of the National Assembly Committees, and the leadership of the Departments under the Standing Committee of the National Assembly are simultaneously the Reward and Commendation Council at the grassroots level and the Suggestion Council at the grassroots level, examining and deciding to confer the titles "Advanced Laborer", "Outstanding Striver at the Grassroots Level".

3. The Representative Work Department reviews the files, submits to the Reward and Commendation Council for evaluation of striving competition and commendation examination. Based on the opinions of the Reward and Commendation Council, the Representative Work Department submits to the Standing Committee of the National Assembly for decision to confer commendation titles specified in point a, Clause 1, Clause 2, Article 7 and forms of reward specified in Clause 2, Article 14 of this Resolution or proposes competent authorities to consider conferring commendation titles and forms of reward at the state level specified in Clause 4 of this Article.

4. Based on the opinions of the Standing Committee of the National Assembly, the Head of the Representative Work Department proposes to the Prime Minister to submit to the President for consideration to confer awards such as Orders, Medals, "Ho Chi Minh Award", "State Award", national honor titles; proposes the Government to confer "Flag of Striving Competition of the Government", proposes the Prime Minister to confer "Commendation Certificate of the Prime Minister", the title "National Outstanding Striver" for the National Ethnic Council, the National Assembly Committees, the Departments under the Standing Committee of the National Assembly, full-time National Assembly deputies working at the central level, and the leadership of the Departments under the Standing Committee of the National Assembly.

5. The Representative Work Department advises and assists the Standing Committee of the National Assembly to provide opinions on commendation proposals for the Heads of Full-Time National Assembly Delegations, Deputy Heads of Full-Time National Assembly Delegations assigned to head the National Assembly Delegation when requested.

Article 19. Procedures for awarding and proposing to award commendation titles and forms of reward

1. The procedures for awarding and proposing to award commendation titles and forms of reward decided by the Standing Committee of the National Assembly shall be implemented as follows:

a) The Permanent Delegation of the National Ethnic Council, the Permanent Delegation of the National Assembly Committees, and the leadership of the Departments under the Standing Committee of the National Assembly convene meetings to evaluate commendation titles and forms of reward for individuals and collectives; send the proposal for awarding to the Reward and Commendation Council (through the Representative Work Department);

b) The Representative Work Department reviews and submits to the Reward and Commendation Council;

c) The Reward and Commendation Council convenes meetings to evaluate striving competition and commendation examination;

d) The Representative Work Department prepares the commendation proposal file according to Clause 2 and Clause 3, Article 20 of this Resolution for submission to the Standing Committee of the National Assembly for review and decision;

đ) The Standing Committee of the National Assembly decides to confer commendation titles and forms of reward within its authority.

2. The procedures for proposing to award commendation titles and forms of reward at the state level shall be implemented as follows:

a) The Permanent Delegation of the National Ethnic Council, the Permanent Delegation of the National Assembly Committees, and the leadership of the Departments under the Standing Committee of the National Assembly convene meetings to evaluate commendation titles and forms of reward for individuals and collectives, sending the proposal for awarding to the Reward and Commendation Council (through the Representative Work Department);

b) The Representative Work Department reviews and submits to the Reward and Commendation Council;

c) The Reward and Commendation Council convenes meetings to evaluate striving competition and commendation examination;

d) The Representative Work Department prepares the file according to Clause 1, Article 20 of this Resolution for submission to the Standing Committee of the National Assembly; based on the opinions of the Standing Committee of the National Assembly, the Head of the Representative Work Department proposes to the competent authority for consideration.

3. The commendation of the contribution process of full-time National Assembly deputies working at the central level and cadres and civil servants under the management authority of the Standing Committee of the National Assembly shall be implemented as follows:

a) After receiving the retirement announcement, the individual sends a summary report of achievements to the Representative Work Department for review, submitting to the Reward and Commendation Council meeting for examination and commendation;

b) The Representative Work Department prepares the file, submits to the Standing Committee of the National Assembly; based on the opinions of the Standing Committee of the National Assembly, the Head of the Representative Work Department proposes to the competent authority for consideration.

4. The leadership of the National Assembly Office, the leadership of the Legislative Research Institute, and the National Assembly Delegation evaluate the form of commendation for the Director, Deputy Director of the National Assembly Office, Assistants to the Chairman of the National Assembly, Assistants to the Vice-Chairman of the National Assembly, Director, Deputy Director of the Legislative Research Institute, other cadres and civil servants under the management authority of the Standing Committee of the National Assembly, full-time National Assembly deputies working at the local level, and non-full-time National Assembly deputies working at their own agencies during mid-term and final evaluations of the striving competition campaign launched by the Standing Committee of the National Assembly and submitted to the Standing Committee of the National Assembly (through the Representative Work Department). The Representative Work Department compiles, reviews, and submits to the Reward and Commendation Council meeting for examination and commendation. The Representative Work Department submits to the Standing Committee of the National Assembly for review and decision to confer within its authority or assigns the Head of the Representative Work Department to propose to the competent authority for consideration to confer state-level commendation forms.

5. The public disclosure of the results of awarding commendation forms such as Orders, Medals, "Ho Chi Minh Award", "State Award", national honor titles, and other forms shall be carried out in accordance with the laws on striving competition and commendation.

5. The public announcement of the results of the awarding of orders, medals, "Ho Chi Minh Prize", "State Prize", state honorary titles, and other forms of recognition shall be carried out in accordance with the provisions of the law on competition and rewards.

Article 20. Documents for awarding and recommending awards and commendations

1. Documents for recommending awards and commendations within the authority of the President, the Government, and the Prime Minister for individuals and groups shall be implemented in accordance with the law on competition and rewards.The President, the Government, and the Prime Minister may confer awards upon individuals and groups in accordance with the provisions of the law on competition and rewards.

2. Documents for recommending awards of Meritorious Worker titles given by the Standing Committee of the National Assembly to individuals and groups shall consist of one set including:

a) The proposal from the Delegation Work Board;

b) The report on achievements of individuals and groups;

c) The minutes of the competition assessment and voting results of the Competition and Reward Council;

d) The recommendation for awarding from the Permanent Delegation of Ethnic Minorities, the Permanent Committees of the National Assembly, and the Boards under the Standing Committee of the National Assembly;

đ) Certifications or confirmations from competent authorities regarding inventions or scientific topics, scientific projects, scientific and technological works that have been accepted and effectively applied within the National Assembly's agencies and Boards under the Standing Committee of the National Assembly;

e) Other related documents (if applicable).

3. Documents for recommending Commendation Certificates given by the Standing Committee of the National Assembly to individuals and groups shall consist of one set including:

a) The proposal from the Delegation Work Board;

b) The report on achievements of individuals and groups;

c) The minutes of the reward assessment and voting results of the Competition and Reward Council;

d) The recommendation for rewarding from the Permanent Delegation of Ethnic Minorities, the Permanent Committees of the National Assembly, the National Assembly Office, agencies under the Standing Committee of the National Assembly, and Delegations of National Assembly Members;

đ) In cases where individuals and groups recommended for Commendation Certificates have achieved many accomplishments or outstanding achievements with significant influence within the National Assembly's agencies and Boards under the Standing Committee of the National Assembly, or have contributed to economic and social development, application of scientific progress, technical work, social welfare, humanitarian aid, there must be certifications or confirmations from competent authorities regarding the achievements recommended for rewarding;

e) Other related documents (if applicable).

4. Documents for rewarding the title of "Model Worker at the Grassroots Level" include:

a) The report on achievements of individuals;

b) The minutes of meetings and voting results of the Permanent Delegation of Ethnic Minorities, the Permanent Committees of the National Assembly, and leaders of Boards under the Standing Committee of the National Assembly;

c) Certifications or confirmations from competent authorities regarding inventions or decisions of competent authorities regarding scientific topics, scientific projects, scientific and technological works that have been accepted;

d) Other related documents (if any).

Article 21. Deadline for submitting documents for awarding national-level competition titles

1. Documents for awarding the title of "National Model Worker" shall be submitted to the Delegation Work Board no later than October 30 of the following year.

2. Documents for awarding the Flag of Government Competition shall be submitted to the Delegation Work Board no later than April 30 each year.

Article 22. Awarding competition titles and forms of rewards

Competition titles and forms of rewards by the Standing Committee of the National Assembly, the Government, the Prime Minister, and the President for individuals and groups shall be organized by the Delegation Work Board in collaboration with the National Assembly Office to advise the Standing Committee of the National Assembly for the award ceremony.

Article 23. Management of documents related to competition and reward activities

1. The Delegation Work Board is responsible for managing documents related to competition and reward activities of the Standing Committee of the National Assembly.

2. The Permanent Delegation of Ethnic Minorities, the Permanent Committees of the National Assembly, agencies under the Standing Committee of the National Assembly, the National Assembly Office, and Delegations of National Assembly Members are responsible for managing and storing documents related to competition and reward activities of their respective agencies in accordance with the law on competition and rewards.

Chapter V

COMPETITION AND REWARD COUNCIL,

INVENTION COUNCIL

Article 24. Organization, Duties, and Authorities of the Competition and Reward Council

1. The Competition and Reward Council is an agency established by the Standing Committee of the National Assembly (referred to as the Competition and Reward Council in this Resolution), responsible for advising and consulting the Standing Committee of the National Assembly on competition and reward work.

2. The members of the Competition and Reward Council include:

a) The Chairman of the Competition and Reward Council appointed by the Standing Committee of the National Assembly;

b) The Competition and Reward Council shall have no more than 04 Deputy Chairmen and other members. The Head of the Delegation Work Committee is the Acting Deputy Chairman of the Competition and Reward Council.

3. The Competition and Reward Council has the following duties and authorities:

a) Advising the Standing Committee of the National Assembly to launch competition movements within its authority;

b) Regularly evaluating the results of competition movements and reward work; advising on the interim and final reviews of competition and reward work; proposing initiatives and measures to promote competition movements; organizing competitions in accordance with the laws on competition and rewards;

c) Advising the Standing Committee of the National Assembly to inspect competition movements and the implementation of laws on competition and rewards;

d) Advising and consulting the Standing Committee of the National Assembly on considering and deciding to present and posthumously present commendation titles and reward forms within its authority or submitting to competent authorities for consideration;

đ) Establishing competition groups upon the proposal of the Head of the Delegation Work Committee.

4. The Delegation Work Committee is the permanent body of the Competition and Reward Council.

5. The Competition and Reward Council operates according to the operational regulations issued by the Chairman of the Competition and Reward Council.

Article 25. The Initiative Council

The Competition and Reward Council concurrently serves as the Initiative Council, responsible for assisting the Standing Committee of the National Assembly in recognizing the effectiveness of application and potential for widespread adoption of initiatives. The Initiative Council operates according to the operational regulations issued by the Chairman of the Initiative Council.

Chapter VI

IMPLEMENTATION PROVISIONS

Article 26. Effective date

This Resolution takes effect from February 5, 2024.

Article 27. Implementation Provisions

1. The model of the Certificate of Recognition "Model Competitor of the National Assembly Office," the model "Competition Flag of the National Assembly Office," and the model "Certificate of Merit" prescribed in this Resolution shall be implemented in accordance with the models of commendation titles and certificates of merit of Ministries, sectors, and provinces as stipulated by the laws on competition and rewards.

2. The model of the badge "Model Competitor of the National Assembly Office" is decided by the Standing Committee of the National Assembly based on the proposal of the Delegation Work Committee. The badge includes:

a) Badge stem: dimensions 25 mm x 13 mm; red flag background, with a yellow star in the center;

b) Badge body: A five-pointed golden star shape, the diameter of the circumscribed circle of the five points being 40 mm, inside which is the logo of the National Assembly building, surrounded by the red text "MODEL COMPETITOR" and "OF THE NATIONAL ASSEMBLY OFFICE," between the two lines of text are two stars.

3. The commendation title "Model Competitor of the National Assembly Office," "Competition Flag of the National Assembly Office," and "Certificate of Merit" prescribed in this Resolution shall be recognized as commendation titles and certificates of merit of Ministries, sectors, and provinces when awarding commendation titles and national-level reward forms. The Competition and Reward Council's review and recommendation to competent authorities for the awarding of commendation titles and national-level reward forms shall be carried out similarly to that of the Competition and Reward Councils of Ministries, sectors, and provinces.

4. The determination of the continuity of commendation titles awarded before the effective date of this Resolution to serve as a basis for awarding higher commendation titles and reward forms for full-time central representatives of the 15th National Assembly elected for the first time shall be implemented according to the guidance of the Standing Committee of the National Assembly.

5. The Ethnic Council, Committees of the National Assembly, agencies under the Standing Committee of the National Assembly, the National Assembly Office, Delegations of National Assembly Members, National Assembly Members, and civil servants under the management authority of the Standing Committee of the National Assembly, and related collectives and individuals are responsible for implementing this Resolution.

6. The Delegation Work Committee is the advisory body assisting the Standing Committee of the National Assembly in competition and reward work; it is responsible for leading and coordinating with relevant agencies to advise and assist the Standing Committee of the National Assembly in guiding, inspecting, and urging individuals and collectives to implement this Resolution.

This Resolution was adopted by the Standing Committee of the National Assembly of the Socialist Republic of Vietnam, the 15th term, on February 5, 2024./.
